City Manager At the June 12th public hearing for baycrest Highway i:mpr-ovemcnt- Phase Ii, the City Commission deferred confirmation of the project and r-equtsted that the Department of Public Works hold a second evening meeting with the affected property owners. The first evening meeting was held on June 5, 1966. The second meeting was held on June 25th at 7:00 P.M. at Legion Memorial Park, 6447 N.E. 7 Avenue. Fourteen people representing ten properties were in attendance. There are 220 property owners in the Baycrest Highway Improvement -Phase il. District. The main topic of discussion at this meeting and at the previous June 12th Commission meeting was the severe drainage probiem in the area where N.E. 76 Street and N.E. North Little River Drive intersect N.E. 10 Avenue. City staff explained that the flooding could not be prevented unless the street elevation is raised above extreme high tide elevation. Public Works survey crews obtained the floor elevations of all homes 500 feet east and west of N.E. 10 Avenue on N.E. 78 Street and N.E. North Little River Drive to assure the property owners that the City would not be raising the streets above their floor elevations. Twelve of the property owners in attendance representing 9 properties voted by a show of hands for the proposed drainage and street improvements on N.E. 78 Street and N.E. North Little River Drive. FLORIDA INTER -OFFICE MEMORANDUM DATE: J U N 4 1986 FILE, SUBJECT: BAYCREST HIGHWAY IMPROVEMENT PHASE II H-4522 Resolution Confirming OrderiL REFERENCES: Resolution City Manager ENCLOSURES: (For Commission Meeting of June 12, 1986) It is recommended that a resolution be adopted confirming Ordering Resolution No. 86-322 and authorizing the City Cleric to advertise for sealed bids for the construction of BAYCREST HIGHWAY IMPROVEMENT - PHASE II H-4522. BAYCREST HIGHWAY IMPROVEMENT - PHASE II H-4522 was ordered by the City Commission on May 7, 1986. It is now in order to confirm the ordering resolution and to authorize advertising for bids. A public hearing will be held by the City Commission on June 12, 1986. At that time the Commission will hear objections to the confirmation of Ordering Resolution No. 85-322. This improvement is being proposed as an assessable improvement under Section 56 of the Charter of the City of Miami. This district is located in the area bordered by N.E. 79 Street, the Little River, N.E. 8 Court and Biscayne Bay. The condition of the street right of way in this area has deteriorated. The pavement is narrow, in poor condition, off center and/or out of grade; side parkways are in poor condition; and drainage problems exist including periodic flooding due to the low elevation of the streets in the project area. All of these problems will be corrected on the streets within BAYCREST HIGHWAY IMPROVEMENT - PHASE II H-4522. The proposed construction will include asphaltic pavement, concrete sidewalk, concrete curbs and/or gutters, storm drainage facilities and landscaping. Construction of this improvement will be funded by General Obligation Bond Funds. The estimated total cost of this project is $1 million. 8f --594; This improvement shall be designated in all proceedings and assessments as BAYCREST HIGHWAY IMPROVEMENT - PHASE II H-4522 and the property against which special assessments shall be made for a portion of the cost thereof, shall be designated as BAYCREST HIGHWAY IMPROVEMENT DISTRICT - PHASE II H-4522.
