ENCLOSURES.
Miamarina is scheduled as a discussion item on the City
Commission meeting of July 10, 1986, in order for the City to
make a determination whether to operate the marina itself or
issue a Request for Proposals for private operation.
Bayside Center Limited Partnership (Bayside) entered into an
Agreement with the City dated October 24, 1985, setting forth the
terms and conditions for successfully integrating Miamarina with
the Bayside Specialty Center. Section 11 of the Agreement states
that if the City seeks an operator for the marina by the Request
for Proposals procedures, then Bayside will submit a proposal in
response to the RFP for an experienced marina operator for the
operation, management and maintenance of Miamarina.
To date, Bayside has advanced the City $1,650,000 (to be repaid
with interest) for the purchase of the lease hold interest of New
World Marina Inc. in accordance with .provisions stated in the
Ground Lease Agreement. A structural survey of Miamarina has
determined that approximately $2,000,000 in repairs, plus
architectural fees estimated in the amount of $160,000, is
required to restore the structural integrity of the marina.
These costs total nearly $4,000,000.

Any interested party bidding on a subsequent RFP issued,
• including Bayside, would have to be prepared to pay the nearly
p $4,000,000, if selected. If the City operated the marina itself,
the City would incur the $4,000,000.
In order for Miamarina's restoration to be complete and
coordinated with the opening of the Bayside Specialty Center
scheduled for April, 1987, it is necessary for the City
Commission to consider the abovementioned issues and make a
determination regarding the operation of Miamarina.
