AN ORDINANCE AMENIING SECTION i OF ORDINANCE
NO. 10039 ADOPTED SEPTEMBER 17, 1985, THE ANNUAL
APPROPRIATION ORDINANCE FOR THE FISCAL YEAR
ENDING SEPTEMBER 30, 1986, RY INCREASING THE
APPROPRIATION FOR THE DEPARTMENT OF COMMUNITY
DEVELOPMENT BY $40,000, CONSISTING Or A $20,000"
GRANT FROM DANCE UMBRELLA INC., AND A $20,000
CONTRIBUTION FROM THE CITY OF MIAMI'S FISCAL
YEAR 1985 - 86 GENERAL FUND BUDGET: SPECIAL
PROGRAMS AND ACCOUNTS; MATCHING FUNDS FOR
GRANTS, AND BY DECREASING THE APPROPRIATION FOR
SPECIAL PROGRAMS AND ACCOUNTS; MATCHING FUNDS
FOR GRANTS BY $20,000; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission desires to improvethe inadequate and
underutilized theater facilities located in the Manuel Artime Community
Center, and
WHEREAS, the City Commission passed Motion No. 86-380 on May 7,
1986, authorizing and directing the City Manager to allocate an amount not to
exceed $60,000 in connection with the projected renovation of the Manuel
Artime Community Center Theater, and

WHEREAS, the proposed renovation would include reconstructing the
stage to be suitable for music, dance and theater, acquisition and
installation of a lighting and sound system, and shifting the pews, for an

estimated cost of $60,000, including architects fees; and
WHEREAS, the proposed upgrading of the theater will begin
during the summer of 1986, and
WHEREAS, it is anticipated that additional user fees would be
generated by the theater as a result of the aforementioned renovations, and
WHEREAS, Dance Umbrella, Inc., a non-profit dance organization

comprised of local dance companies has agreed to contribute a $20,000 grant to
help pay for the aforementioned renovations, and

WHEREAS, Dance Umbrella, Inc, will contribute this $20,000 grant
upon the condition that the City of Miami grant them a five-year revocable use
permit allowing dance Umbrella, Inc. the use of the theater for a maximum of
fifty(60) days per year rent free, and
WHNEAS, a sum of $201000 is available in the City's Fiscal Year

1§89-86 General Fund budget; 'Special Programs and Accounts; Matching Funds for
i 6rahts� to match Dance Umbrella's $70,000 grant, and
WHEREAS, the Fiscal Year 1985-96 General Fund appropriation for
the Department of Community Development will be increased by $40,000 to
account for the $20,000 grant and the $20,000 contribution from Special
Programs and Accounts,
WHEREAS, this action will require an offsetting reduction of
$20,000 in the appropriations for Special Programs and Accounts, and
WHEREAS, the Department of Community Development has identified
$20,000 in their Fiscal %ar 1985-86 General Fund Budget to help finance the
cost of the aforementioned renovations;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 10039, adopted September 17,
1985) the annual appropriations ordinance for the fiscal year ending
September 30, 1986 is hereby amended in the following particulars: 1/

Section 3. The purpose of the herein ordinance is to provide funds to
the Department of Community Development to renovate the Manuel Artime
Community Center Theater as provided by Motion No. 86-380 passed by the City
Commission on May '7,- 1986.
Section 4. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this; ordinance are hereby
repealed.
Section 5. If any section, part of "section, paragraph, clause, phrase,
or word of this Ordinance is declared invalid,the remaining provisions of
this ordinance shall not be affected.

On May 7, 1986, the City Commission,_ by, Motion 86-380, approved
the allocation ,of an amount not to exceed $60,000 for the
renovation of the Manuel Artime Community Center Theater from the
following sources:
-A $20,000 grant from Dance. Umbrella, Inc., a non-
profit organization comprised of local dance companies.
$20,000 from Special Programs and Accounts, Cash Grant
Match Fund.'
$20,000 from, the FY 85-86 operating budget of the
Manuel Artime Community Center. These funds, which
were originally allocated for promotional purposes,
were not expended in anticipation of better utilizing
them to purchase sound and light equipment to make the
theater functional.

_ The attached resolution authorizes the City Manager to accept the
$20,000 grant from Dance Umbrella, Inc. for the purpose of
renovating the theater and to issue a revocable use permit to the
organization for a five-year period commencing Ripon the completion
of the renovation. The permit would grant Dance Umbrella, Inc. a
maximum number of f if ty days per year of f ree rent, of which no
more than ten weekends will be used. They will pay the cost of
insurance, security, technical staff and stage hands.
Additionally, they will provide free tickets to the City for each
performance to be distributed to disadvantaged residents.
The attached ordinance appropriates the $20,000 grant from Dance
Umbrella, Inc'.
The remaining $40,000 is already appropriated from Special
Programs and Accounts, Cash Grant Match Fund and from the FY 85-86
operating budget of the Manuel Artime Community Center.
The funds will be transferred into a special project code to be
established for the renovation.
It is recommended that the City Commission approve the attached
resolution and ordinance, which provides the proper vehicle to
appropriate the $20,000 grant from Dance Umbrella, Inc.
