A RESOLUTION ALLOCATING THE AMOUNT OF EIGHT
THOUSAND DOLLARS ($8,000.00) TO INCREASE THE
ATHLETIC BUDGETS FOR THE 1986 -87 SCHOOL YEAR
AT MIAMI EDISON SENIOR HIGH SCHOOL, MIAMI
JACKSON HIGH SCHOOL, MIAMI NORTHWESTERN
SENIOR HIGH SCHOOL AND MIAMI SENIOR HIGH
SCHOOL IN THE AMOUNT OF TWO THOUSAND DOLLARS
(2,000.00) FOR EACH SCHOOL WITH FUNDING TO
BE FROM SPECIAL PROGRAMS AND ACCOUNTS,
CONTINGENT FUND.
WHEREAS, representatives of Miami Senior High School made a
personal appearance before the City Commission on July 10, 1986
to discuss the 1986 Orange Bowl Stadium high school football
rental fee of $3,000; and
WHEREAS, said representatives informed the Commission that
their athletic budget would incur a $2,000 shortfall due, in
part, to said Orange Bowl Stadium fees; and
WHEREAS, the City Commision agreed to grant the sum of
$2,000.00 to each public high school located within the Miami
city limits; and
WHEREAS, said grants are not contingent on any of these
schools playing any of their 1986 football games in the Orange
Bowl Stadium;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The amount of eight thousand dollars
($8,000.00) is hereby allocated to increase the athletic budgets
for the 1986 -87 school year at Miami Edison Senior High School,
Miami Jackson High School, Miami Northwestern Senior High School
and Miami Senior High School in the amount of two thousand
dollars ($2,000.00) for each school with funding to be from
Special Programs and Accounts, Contingent Fund.

The purpose of this letter is to request a personal appearance before the
Mayor and City Commissioners at the July 10th City Commission meeting.
We at Miami Senior High have a problem. Our problem centers around our
football team and the lack of a homefield. Miami High has traditionally
played its home games in the Orange Bowl; however, the cost of the Orange
Bowl makes it difficult for Miami High to play all of its home games there.
With the cooperation of you, Mr. Eads, Mr. Daniels and myself, we have
attempted to resolve this problem by upgrading Curtis Park Stadium, however,
the cost of the upgrade (according to the estimate cost of May 1, 1986) is
beyond the reach of the City at this time.
At this point, we are looking at the possiblity of playing all of our home
games outside the City of Miami (Hialeah Stadium, Miami Beach Stadium and
Tamiami Stadium). Our only alternative is to play our games in the Orange
Bowl for the upcoming season. We would like the City Commission to allow
our football team to play it's home games in the Orange Bowl for a reasonable
fee. We would like the commission to take into consideration that each public
high school must subsidize its own athletic department. We fund our athletic
program by fund raising activities such as, doughnut sales, chocolate sales,
car washes, etc. Revenues produced by football and basketball, the only
revenue producing sports, are not enough to even cover their own expenses.
In conclusion we would like to be able to play our home football games within
the City of Miami, we wish to give the parents of our players an opportunity
to see their children play in their own backyard. We look forward to
personnally presenting our problem to you.

I have received your request to use the Curtis Park
football field on an on -going basis for Miami Senior
High School's football program. City staff is currently
researching the costs associated with the necessary improve-
ments to the facility and drafting in agreement for its use.
As soon as these. costs are idan ti.fied and a draft agreement
has been prepared, I will be contacting you.
We are looking forward to working with Miami Senior High
School to provide a good football program at the Curtis Park
football field.

At the time of the Orange Bowl's original construction, the City of Miami
and Miami Senior High School entered into an agreement which designated the Orange
Bowl as Miami High's home field for football contests. Over the decades, Miami
High played all of their home games at the Orange Bowl. Since the late 1970's,
Miami Senior High has not drawn large crowds as in the past. The rental fee for
the Orange Bowl has increased from $0 to $2,550., at present. The availability
of the Orange Bowl has grown more questionable each year as Big Name entertainment
and highly promoted events have taken over the Orange Bowl's priority. On numer-
ous occasions, Miami High has been ousted from a scheduled athletic event, with
little, if any advance notice. Even though Miami Senior would like to play its
games within the city limits, it is forced to play seven of its ten games outside
the City of Miami. (Last year, Miami Senior played at seven different sites through-
out Dade County!) This situation makes it difficult for Miami High to develop a
close identity with the community; furthermore, the parents of student athletes
from Little Havana and Overtown find it difficult to travel an average of 25 miles
to see their children play football.
In the City of Miami, there are four high schools: Miami Edison, Miami Jackson,
Miami Northwestern, and Miami Senior. Edison, Jackson, and Northwestern play their
home games at Miami Dade Community College (North Campus). Miami lligh is not able
to attract a large crowd at the Miami Dade North stadium nor is the Miami High co-
mmunity identified with that north Dade site.
It Is the fecJing at Miami High that wu are being penalized for being one of
the oldest high schools in Dade County and the state of Florida. Being located in
the heart of the City of Miami. we at Miami Senior would like to play all of our

home games within our city limits, enabling parents and students to see our foot-
ball team without having to travel great distances. For Miami High to play with-
in the city limits, we propose that Curtis Park located at 1901 N. W. 24 Avenue,
within our city limits, be renovated to accomodate high school athletics. Whereas
the remaining schools have direct access to nearby stadiums provided by local and
county government, for example: City of Hialeah, Milander Stadium; Homestead,
Harris Field; City of Miami Beach, Memorial Field; and Dade County which provides
two stadiums, Tropical Park and Tamiami, the City of Miami high schools, Edison,
Jackson, Northwestern, and Miami Senior, would find the new site appealing. Sure-
ly a city Miami's size should have its own high school facility within its city
limits. The facility would be beneficial to everyone, but especially to the young
people who would benefit from its use.
Football belongs in every neighborhood in the city -- -near to the sand lot,
little league, and junior varsity efforts. We appeal to the Honorable City Com-
mission and to the city's parks and recreation leadership to expedite this matter
bringing high school football back.into our city and to its people.
