HomeMy WebLinkAboutR-86-0562J-86-583� RESOLUTION NO. $�j"',`�ti �• A RESOLUTION RATIFYING, APPROVING AND CONFIRMING, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, THE ACTIONS OF THE CITY MANAGER IN FINDING THE DEMOLITION OF THE COMMERCIAL STRUCTURE LOCATED AT 7500 BISCAYNE BOULEVARD TO BE AN EMERGENCY PROJECT AND IN AUTHORIZING THE ISSUANCE OF AN EMERGENCY PURCHASE ORDER FOR THE IMPLEMENTATION OF SAID PROJECT TO FINISHES UNLIMITED, INC. FOR THE DEPARTMENT OF BUILIDNG & ZONING AT A TOTAL PROPOSED COST OF $36,454.00; ALLOCATING FUNDS THEREFOR FROM THE COMMUNITY DEVELOPMENT PROGRAM WITH RECOVERY BY NORMAL LIEN HOLDING PROCEEDINGS. WHEREAS, pursuant to public notice, sealed bids were received May 21, 1986 for furnishing demolition services of the commercial structure located at 7500 Biscayne Boulevard to the Department of Building and Zoning; and WHEREAS, invitations were mailed to 38 potential suppliers and 5 bids were received; and WHEREAS, funds for this purchase are available in the Community Developement Program with recovery by normal lien holding proceedings; and WHEREAS, this service will be used by the Department of Building and Zoning for the purpose of demolishing a structure that is vacant, unsecured, a haven for vagrants and an eyesore to the neighborhood residents; and WHEREAS, the City Manager and the Director of the Department of Building and Zoning determined that the bids received from Finishes Unlimited, Inc. be accepted as the lowest 4& , responsible and responsive bid; WHEREAS, the City Manager has made a written finding i that a valid emergency need existed for the herein service in order to rid. the City of this eyesore; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE j CITY OF MIAMI, FLORIDA: Cfy COMMISSION MEETING OF JUL 10 1966 ! 6-562 RESSLUTION Me. The City Manager's written finding that a valid need existed for considering as an emergency the herein demolition and his authorization of an emergency order for said project is hereby ratified by an affirmative vote of not less l . than 4/5ths of the members of the City Commission. i Section 2. The City Manager's action in authorizing the Chief Procurement Officer to issue a Purchase Order to Finishes Unlimited, Inc. in the amount of $36,454.00 for demolishing a commercial structure located at 7500 Biscayne Boulevard for the Department of Building and Zoning with funds therefor hereby allocated from the Community Development Program with recovery by normal lien holding proceedings, is hereby { ratified, approved and confirmed. Qdio t-I, , FROM: City Manager 1, SUBJECT JUL 1 �g 0 FILE: Reso u on for Emergency Award of Bid for Demolition of Structure Bid No. 85-86-77 REFERENCES: 5A For City Commission Meeting ENCLOSURES: of July 10, 19 8 6 It is recommended that a resolution be passed ratifying, approving and confirming the need for emergency action to cause the demolition of the commercial structure located at T500 Biscayne Boulevard, and the authorization to issue a purchase order to Finishes Unlimited, a contractor, as the lowest responsive and res onsible bidder at the total proposed cost of 3 , 5 .00. Pursuant to public notice, sealed bids were received May 22, 1986, for furnishing materials and equipment needed to demolish and clear away the debris from the structure as directed by the Building and Zoning Department, Code Enforcement Section. The subject building has become an eyesore. It is vacant, unsecured, a haven for vagrants; and just in the recent past it has been identified as the source of criminal activity. This along with the fact that it poses a threat to Firefighters and Police Officers responding to the frequent calls from the _ equally endangered and outraged residents in the area justify the need for its removal. Funds are to be provided by the Community Development Program with recovery by normal lien holding proceedings.
