A RESOLUTION AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND ENTER INTO
AN AGREEMENT, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, WITH MIAMI-
DADE COMMUNITY COLLEGE, FOR THE
PURPOSE OF DEVELOPING THE LIBERTY
CITY EDUCATIONAL CENTER; WITH SAID
ALLOCATION OF $500,000 APPROPRIATED
BY ORDINANCE NUMBER 9991 OF THE
ELEVENTH (11TH) YEAR COMMUNITY DE-
VELOPMENT BLOCK GRANT PROGRAM FUND;
FURTHER WAIVING THE CASH CONTRI-
BUTION REQUIREMENT OF $500,000 FROM
METROPOLITAN DADE COUNTY AND DADE
COUNTY SCHOOL BOARD, RESPECTIVELY.
WHEREAS, the City Commission is committed to economic
development and the expansion of trade and commerce; and
WHEREAS, the promotion of economic and business development
within the city of Miami is an important part of the City's
economic development strategy; and
WHEREAS, Miami -Dade Community College was donated a parcel
of land and a physical structure located in the heart of the
Model Cities/Edison Center Commercial district; and
WHEREAS, the proposed Liberty City Educational Center will
,....f be designed to provide management training and technical
assistance to existing and potential Black Business
entrepreneurs, and
WHEREAS, the proposed area's of study at the Liberty City
Educational Center will include, but not be limited to,
entrepreneurial training, business formation and incubation, and
employment training and job assistance; and
WHEREAS, the State of Florida has appropriated $2.3 million
dollars to Miami -Dade Community College, in its 1986-1987 fiscal

budget, for the purpose of rehabilitating and developing the
proposed Liberty City Educational Center; and
WHEREAS the City has appropriated five -hundred thousand
dollars ($500,000) of Eleventh Year Community Development Block
Grant funds for said purpose; and
WHEREAS, as a result of the State of Florida's funding
allocation , the City is desirous of negotiating and executing an
agreement with Miami -Dade Junior College, in an expeditious
manner to begin the development of the Liberty City Educational
Center; and
WHEREAS, the City is willing to waive the matching cash
contribution requirement from Metropolitan Dade County and Dade
County Public School Board, respectively;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manger is hereby authorized to
negotiate and enter into a contract, in a form acceptable to the
City Attorney, with Miami -Dade Community College which provides
$500,000 for the development of the Liberty City Educational
Center.
Section 2. The City Commission hereby ratifies Motion 84-
1366 on December 13, 1984; further waiving the cash contri-
bution requirement form Metropolitan Dade County and Dade County
School Board, respectively.
Section 3. The City of Miami's allocation for said project
is appropriated by Ordinance Number 9991 as stated in the
Eleventh (llth) Year Community Development Block Grant Fund
Program.

A resolution ratifying Motion No. 84-
1366, and further authorizing the City
Manager to negotiate and enter into an
agreement in a form acceptable to the
City Attorney with Miami Dade Community

the Liberty City Educational Center;
with said allocation of $500,000
appropriated by Ordinance No. 9991,of
the Eleventh (llth) Year Community

further amending Motion No. 84-1366,
waiving the cash contribution
requirement of $500,000 from
Metropolitan Dade County and Dade
County School Board, respectively.
On December 13, 1984, the City Commission passed Motion No. 84-
1366 approving the concept of creating the Liberty City
Educational Center. The proposed center would be designed as an
outreach center for the technical and/or management training of
existing and potential Black entrepreneurs. In addition, the
aforementioned stipulated that City funds in the amount of
$500,0010 be appropriated in the preceding Community Development
Block Grant fund program year.
Also, that the City's funding would be contingent upon a matching
cash contribution from Metropolitan Dade County and Dade County
School Board, respectively.
The City Commission passed Ordinance No. 9991 appropriating
said $500,000 in the Eleventh Year Community Development Block
Grant Fund Program.

The State of Florida, as part of its programmatic fiscal budget
for 1986-87, has appropriated $2.3 million to Miami -Dade Junior
college for the purpose of developing the Liberty City
Educational Center.
As a principal institution, Miami -Dade Junior College proposes ro
serve as the catalyst in developing and implementing the
objectives of the Liberty City Educational Center. The program
design will be to assist existing and potential minority
entrepreneurs that are in need of practical management skills and
knowledge related to operating a small business.
The Educational Center will also be a resource for new
entrepreneurs in providing management assistance in product
evaluation, preparation of a business plan, financing, marketing,
purchasing and inventory, etc. Community education will also be
a part of the center's program, which will have non -degree
related courses and or/programs.
The site of the proposed center is located two blocks from the
North -South Expressway (I-95) on the west side of 7th Avenue
between N.W. 63rd & 64th Street. The site contains approximately
22,684 square feet of space. Development of the site will entail
demolition of the existing structure, and when completed, will
house classrooms, secretarial careeer laboratories, microcomputer
laboratory, entrepreneurial areas, offices and various support
spaces.
It is recommended that authorization be granted to the City
adminstration to negotiate the terms and objectives of the City's
funding allocation and to execute a contract agreement for said
amount with Miami -Dade Junior College, for the development of the
Liberty City Educational Center.

By motion M-84-1366, the City Commission approved the concept of creating
the Liberty City Educational Center --an outreach center for training and
education of Black entrepeneurs.
At that time, $500, 000 from the 1985 Community Development funds were
earmarked for the development of this center. This was done with the
provision that Metropolitan Dade County and the School Board would
come up with $500, 000, each, in cash contribution of matching funds.
Metropolitan Dade County and the School Board have not, as of yet, come
up with any matching funds, but, Senator Carrie P. Meek was instrumental
in obtaining $2.3 million for the Liberty City Educational Center from the
State of Florida.
Since the City has already agreed in principal to provide the $500, 000 and
$2.3 million has been obtained from the State for the same purpose, and
since the area of our City where the Center will operate has been neglected
for quite some time, I am requesting that a resolution be drawn up to relea-
se the $500, 000 earmarked for this purpose so that the Center can start
operating as soon as possible.
Please schedule this matter as an agenda item on the forthcoming Commission
meeting.
