A RESOLUTION AUTHORIZING THE CITY MANAGER
TO EXECUTE AN AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH THE
SENIOR COMMUNITY SERVICE EMPLOYMENT AGENCY,
AN AGENCY OF THE U.S. GOVERNMENT, AND THE
SENIOR CENTERS OF DADE COUNTY, INC. FOR THE
COORDINATION OF SERVICES IN CONNECTION WITH
THE HOME SAFETY INSPECTION PROGRAM TO BE
CONDUCTED SUBSTANTIALLY IN ACCORDANCE
WITH THE TERMS AND CONDITIONS SET FORTH IN
SAID AGREEMENT, WITH FUNDS THEREFOR NOT
TO EXCEED $92,438.60, ALLOCATED FROM THE
FIRE, RESCUE AND INSPECTION SERVICES
DEPARTMENT'S GENERAL BUDGET.
WHEREAS,the City of Miami is desirous of utilizing
senior citizens in the performance of fire education and home
safety surveys; and
WHEREAS, the Senior Community Service Employment
Agency, an agency of the U.S. Government, and the Senior Centers
of Dade County, Inc. desire to cooperate by providing
participants in this program; and
WHEREAS, the personnel of the Department of Fire,
Rescue and Inspection Services, by agreement, will teach and
train these participants; and
WHEREAS, funding is available through the Department's
general budget, and
WHEREAS, the City Manager recommends the adopting of
the herein proposal;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to
execute an agreement, in a form acceptable to the City Attorney,
with the Senior Community Service Employment Agency, an agency of
the U.S. Government, and the Senior Centers of Dade County, Inc.
for the services in connection with the Home Safety Inspection
Program to be conducted substantially in accordance with the

It is recommended that the City Manager be
authorized to execute an agreement, in a
form acceptable to the City Attorney, with
Senior Citizen Community Services Employ-
ment Program and Senior Centers of Dade
County, Inc. to utilize senior citizens,
who are residents_ of th_e City, as Home Fire
Sa ety Advisors.
In June of 1978, the City of Miami first entered into agreement
with the Senior Community Service Program and Senior Centers of
Dade County, Inc., to utilize senior citizens as Home Safety
Advisors, in augmenting the Department of Fire, Rescue and
Inspection Services' Fire Safety and Educational Program. The
proposed continuation of this program necessitates execution of
agreement on an annual basis, beginning July 1, 1986, and
terminating on June 30, 1987.
This program involves up to 46 senior citizens in an on -going, bi-
lingual public safety education program to reduce fires caused by
public ignorance and apathy. The senior citizens are supervised
by department personnel in door-to-door home fire safety
inspections, advisement to homeowners on benefits of early warning
devices (smoke detectors), and also in giving general instructions
in all phases of fire safety in the home.
The Program is federally funded by the Title V, Older American Act
in the total amount of $180,968.80. Matching funds of at least
ten percent (10%) are required by the Host Agency, allowable
through contribution of in -kind services. The Miami Fire, Rescue
and Inspection Services Department's contribution was $77,770 last
year and is estimated not to exceed $92,438.60 this contract
period. It is comprised of the following:

obligations of the proposed contract with the City of Miami for

WHEREAS, the Board of Directors at a duly held
corporate meeting has considered the matter in accordance with

AGREEMENT
THIS AGREEMENT, made and entered into this day
of ,1986, by and between the City of Miami, a
municipal corporation of the State of Florida, (hereinafter
referred to as "THE CITY AND/OR HOST AGENCY") and the Senior
Community Service Employment Agency (American Association of
Retired Persons), and the Senior Centers of Dade County, Inc.,
(hereinafter referred to as "SPONSORS").
WITNESSETH:
WHEREAS, the City of Miami is desirous of utilizing
senior citizens in the performance of fire education and home
safety surveys; and
WHEREAS, the City of Miami's Department of Fire, Rescue
and Inspection Services pursuant to this Agreement will teach and
train these senior citizens; and
WHEREAS, federal funds are made available, under Title
V of the "Older American Act";
NOW, THEREFORE, in consideration of the mutual terms
and conditions hereinafter set forth, the parties hereto agree as
follows:
I. SENIOR CENTERS OF DADE INC. AGREES.
1. To provide no more than sixteen eligible
persons who are residents of the City of
Miami for participation in the Home Safety
Advisors Program.
2. To provide salaries for said persons
participating in the program in accordance
with the Program Manual attached hereto and
made a part hereof as "Exhibit "A".
3. To provide liability, and worker's
compensation insurance coverage acceptable to
the CITY for said participants until these
participants become CITY employees, as per
the attached Program Manual and TITLE V Rules
and Regulations, which are incorporated by
reference as a part hereof.

4. Senior Centers of Dade, Inc., will indemnify
and save City harmless from and against any
and all claims, liabilities, and causes of
action arising out of their participants'
activities under this Agreement, including
all other acts or omissions to act on the
part of the Senior Centers of Dade, Inc.,
including any person acting for or on his/her
behalf, and from and against any orders,
judgments or decrees which may be entered and
from and against all costs, attorney's fees,
expenses and liabilities incurred in the
defense of any such claims, or in the
investigation thereof.
II. THE SENIOR COMMUNITY SERVICE EMPLOYMENT AGENCY AGREES:
1. To provide no more than 30 eligible persons who are
residents of the City of Miami for participation in
the Home Safety Advisors Program.
2. To provide salaries for said persons participating
in the program in accordance with the Program
Manual.
3. To provide liability, and worker's compensation
insurance coverage acceptable to the CITY for said
participants until these participants become CITY
employees, as per the attached Program Manual and
Title V Rules and Regulations.
III. THE CITY AGREES:
1. To serve as the HOST AGENCY for the Home Safety
Advisors.
2. To provide administrative support, supervision and
training for the participants.
3. To provide in -kind contributions for the term of
the program as specified in attached Program
Manual.

4. To designate a member of the Department of Fire,
Rescue and Inspection Services who will supervise

the program.
5. To provide on -going evaluation reports to SPONSORS.

6. To provide uniforms for participants.

7. To consider offering to those participants who meet
the qualifications and needs of the Department of
Fire, Rescue, & Inspection Services permanent
employment either on a full time or part time basis
as line positions become available and budget

limitations permit.

S. To utilize the participants in the performance of
fire education and home safety surveys.
IV. TERMS:
The term of this Agreement shall be for a period of one
year, beginning on July 1. 1986 and terminating on June 30, 1987.
V. TERMINATION:
At any time during the term of this Agreement, the

parties may at their option, terminate this Agreement upon thirty
days prior written notice to the others, or immediately upon loss
of federal funding. Upon termination, the participants shall be

paid for services rendered pursuant to this Agreement through and

including the date of termination.
VI. INDEPENDENT CONTRACTOR:

That the SPONSOR and participants in the program shall

be deemed to be independent contractors, and not agents or
employers of the CITY, and shall not attain any rights or benefits
under the Civil Service or Pension Ordinance of the CITY, or any

rights generally afforded classified or unclassified employees;
further he/she shall not be deemed entitled to Florida Worker's

benefits as an employee of the CITY.

EXHIBIT "A"
PROGRAM MANUAL
PROGRAM AUTHORITY:
The City of Edmunds, Washington, developed a program utilizing
senior citizens to perform fire education/home safety surveys. An
80 hour training package, including slide presentations, was
developed to be used by the Fire Department Instructor to train
these senior citizens. Federal funds were awarded for this
program under Title V of the "Older American Act." Funds are now
available to any city that wishes to host such a program,
utilizing the Edmunds Curriculum.
OBJECTIVES:
Establish an ongoing, bilingual public safety education program to
reduce fires caused by public ignorance and apathy.
We intend to continue utilizing senior citizens to perform door-
to-door home/fire safety surveys, advise homeowners of benefits of
early warning devices (smoke detectors), and give general
instruction in all phases of fire safety in the home. One or two
participants may be utilized to install and test smoke detectors
on request. In the future,. when this program is well established,
we expect to utilize some participants to test single station
smoke detectors, required by the Fire Code, which have been
installed in Group "H" occupancies, as a horizontal separation
alternative. Fire safety demonstrations would be presented to
elementary school children, P.T.A., senior citizen groups, etc.
We are currently using three participants of the group as Group
Supervisors, three as drivers for the vans, which the City of
Miami has provided, and one as a Record keeper and Clerk for the
Program.

GOAL:

Reduce the loss from accidental fires in single family homes,
duplexes, apartment buildings, and condominiums by 2% per year.
Make homeowners aware of the potential of single station smoke
detectors to save lives, prevent injuries, and reduce property
damage through early warning.
Through public awareness of this program, we could in the future
provide the necessary manpower, tools, and expertise to properly
place and install smoke detectors for homeowners who request
assistance. This program could be very beneficial to older
citizens, widows, and/or single persons.
WORK WEEK - CLASSIFICATION - SALARY:
There will be funding provided for up to 46 participants who will
work four or five hours a day, five days per week. Their
classifications will be Secretary, Advisor, Driver, Supervisor,
and their rate of pay will be as follows:

FUNDING:
Funding for senior citizens salaries will be provided through a
Project Sponsor (Contractor):
a. Senior Centers of Dade County, Inc. (16 persons)

restrictions would permit funding for additional employees. At
the present time two of these senior citizens have been hired by
the City on the same part time basis as that furnished by the
Sponsors.

Uniform and vehicle maintenance would be budgeted in the 86-87
regular budgets. Regular personnel assigned to the Fire
Prevention Bureau would be required to administer this program.
We feel it is necessary to have control of this program within the
Fire Prevention Bureau, and to maintain supervisory control to
achieve the program's goals with safety and efficiency.

_y RESPONSIBILITY OF THE HOST AGENCY (CITY OF MIAMI):
The host agency shall be responsible -for local operations of the
program and shall designate a member of its staff who will be
responsible for supervision of all its Title V enrollees.
The host agency must be able to match the total federal funds with
at least a ten percent (10%) contribution from non-federal sources

(SEE COSTS). This matching contribution may be in -kind and such
sources as supervisors, training, administration;
supplies/equipment costs may be utilized for this purpose. The
host agency shall be responsible for completing and transmitting
to the Project Director, all forms and reports necessary to
properly administer and assess the progress of the program.
TRAINING:
The re-training period will be two weeks (40 hours - 20 hours per
week). The training program will be conducted by Fire Department
personnel from the Fire Prevention Bureau and the Fire Department
Division of Training and Safety. The home inspection instructions
will be based upon Edmunds Fire Department, Washington State
Program entitled "Residential Fire Survey Training Program." The
public education instructions will cover slide programs, table -top
demonstrations and other instructions required to insure that they
represent the best interests of the City.
After the training is concluded, the participants will report to a
designated work location everyday except holidays and weekends,
where they will receive. their assignments. Periodically,* they
would be required to attend meetings of an administrative nature
and could also be required to attend additional training sessions
and/or individual counseling, as needed.
SUPERVISION:
Supervision will be by personnel of the Fire Prevention Bureau.
They will coordinate and supervise periodic re-training programs.
They will provide close field supervision, working through the
field supervisors, who have been selected from the groups. They
will assign zones for home surveys and provide the groups with
materials. They will report to the Project Directors with all
required information. They will supervise the keeping of records
and the time book. They will perform such other duties as the
position requires. Supervisory personnel receive and supply
information through the Fire Marshal of the City of Miami.

TRANSPORTATION:
All transportation for participants will be their responsibility.
Usually they will report directly to their predetermined meeting
place, and would be met by a supervisor for roll call, exchange of
information, etc.
EXCEPTION: (1) Supervisors would be required to transmit
personnel information to office, pick up and
distribute handouts, take participants to
City Doctor, a medical facility, etc., using
van supplied by City.
(2) Secretary -Timekeeper - worksite would be the
Fire Prevention Bureau.
IDENTIFICATION:
A City of Miami clip -on Identification Card is issued for
identification. This card will have the individual's picture on
it and would be clipped to his/her shirt. In the blank "position"
FIRE SURVEYOR will be entered.
UNIFORMS:
Three uniform shirts, as designated by the Fire Chief, will be
furnished to each participant by the City of Miami, and replaced
when worn out.
This Program is successfully underway here in the City of Miami,
and in cities and communities as diverse as Huntington, West
Virginia; Aurora, Colorado; Tucson, Arizona; Orange, Texas. Many
other cities are in various stages of program development for
similar type citizen involvement programs.

APPOINTMENT OF MEMBERS TO THE CITY
Of MIAMI HERITAGE CONSERVATION
BOARD
Notice is hereby given that the City Commission of the
City of Miami, not earlier than thirty days from this day,
will consider the appointment of three members to the
City of Miami Heritage Conservation Board. Board mem-
bers are encouraged to be residents of the City of Miami,
and must be appointed according to the following
qualifications and lengths of terms:
One (1) memeber shall be a registered architect or ar-
chitectural historian having demonstrated knowledge and
Interest In architectural restoration and historic preser-
vation (term expiring July 31,1989).
One (1) member shall be a person experienced in the field
of business and finance or law (term expiring July 31.
1999).
One (1) member shall be a citizen with demonstrated
knowledge and Interest in the historical and architectural
heritage of the City and/or conservation of the natural en-
vironment, and may also qualify under any of the above
categories (term expiring July 31, 1986).
The public and professional or citizen organizations
having interest in and knowledge of historic and/or en-
vironmental preservation and encouraged and solicited to
submit to the City Clerk, City Hall, Dinner Key, Miami,
Florida, 33133, a written nomination form indicating the
name, address, and qualifications of persons for con-
sideration as prospective appointees to the Heritage Con-
servation Board. At least five days prior to the making of
said appointments by the City Commission (probably at
the meeting currently scheduled for July 10, - 1986), the

APPOINTMENT OF MEMBERS TO THE CITY OF MIAMI
HERITAGE CONSERVATION BOARD
Notice is hereby given that the City Commission of the City of Miami, not earlier than thirty
days from this day, will consider the appointment of three members to the City of RUN
Heritage Conservation Board. Board members are encouraged to be residents of the CKy of
Miami. and must be appointed according to the following qualifications and lengths of term:
One (1) member shall be a registered architect or architectural historian having demonstrated
knowledge and interest In architectural restoration and historic preservation (term expiring Jul
31.1989).
One (1) member shall be a person experienced in the field of business and finance or law (term
expiring Jul 31.1989).
One 11) member shall be a citizen with demonstrated knowledge and interest in the historical
and architectural heritage of the City and/or conservation of the natural environment, and may
also quality under any of the above categories (term expiring Jul 31, 1986).
The public and professional or citizen organizations having interest in and knowledge of
hiatork and/or Wronmental preservation are encouraged and solicited to submit to the City
Berk, City Half, Dinner Key, Miami, Florida, 33133, a written nomination form indWing the
name, address, and qualifications of persons for consideration as prospective appointees to
the Heritage Conservation Board. At least five days prior to the making of said appointments
by the City Commission (probably at the meeting currently scheduled for the
names and qualifications of persons submitted to the City Clerk, together with any names and
qualifications submitted by members of the City Commission, will be available for public revise
in the offices of the City Clerk.
All nominations must be received by Tuesday, June 17, 1986, at 5-00 P.M. Official nomirolcA
