HomeMy WebLinkAboutR-86-0534J-86-582 RESOLUTION NO. 86-534,- A RESOLUTION RESCINDING THE AWARD TO STARDUST JANITORIAL DUE TO THE FACT THAT:IT COULD NOT PROVIDE THE INSURANCE REQUIRED BY THE CITY FOR FURNISHING CUSTODIAL SERVICES AT THE MANUEL ARTIME COMMUNITY CENTER ON A CONTRACT BASIS FOR ONE (1) YEAR RENEWABLE ANNUALLY TO THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION; THE SECOND LOWEST BIDDER FIDELITY CORPORATION COULD NOT PROVIDE INSURANCE REQUIRED BY THE CITY, -- FURTHER ACCEPTING THE BID OF JAY CEE CLEANING SERVICE THE THIRD LOWEST RESPONSIBLE AND RESPONSIVE BIDDER AT A TOTAL PROPOSED COST OF $23,700.00, USING FUNDS THEREFOR PREVIOUSLY ALLOCATED UNDER RESOLUTION NO. 86-82 ADOPTED FEBRUARY 13, 1986 FROM THE 1985-86 OPERATING BUDGET; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, pursuant to public notice, sealed bids were received October 28, 1985 and a contract was duly awarded February 13, 1986 by Resolution No. 86-82 to Stardust Janitorial for the furnishing of custodial Services at the Manuel Artime Community Center; and WHEREAS, the contract to said firm should be cancelled because the firm has not provided insurance coverage; required by the City resulting in the need to secure this service elsewhere; and WHEREAS, the second lowest bidder, Fidelity Corporation could not provide the insurance required by the City, Jay Cee Cleaning Services, the third lowest responsible and responsive bidder meets all requirements for this service; and WHEREAS, funds for this service were allocated previously by Resolution No. 86-82 from the 1985-86 Operating Budget; and WHEREAS, the City Manager and the Director of the Department of General Services Administration recommend that the award to Stardust Janitorial be rescinded and the acceptance of the bid received from Jay Cee Cleaning Service as the lowest responsible and responsive bid be accepted, approved and confirmed; MEETING OF JUL Io i986 iou w, 86-534: NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF HIAMI, FLORIDA: Section 1. The award of the contract to Stardust Janitorial under Resolution No. 86-82 adopted February 13, 1986 for furnishing custodial services at the Manuel Artime Community Center is hereby rescinded due to the fact that said firm has not provided insurance coverage required by the City. Section 2. The bid of Jay Cee Cleaning Service the thirdlylowest responsible and responsive bid, for furnishing of custodial services at the Manuel Artime Community Center on a contract basis for one (1) year renewable annually at a total proposed first year cost of $23,700.00 to the Department of General Services Administration is hereby accepted using funds therefor previously allocated under Resolution No. 86-82, adopted February 13, 1986 from the 1985-86 Operating Budget. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a Purchase Order for this service. PASSED AND ADOPTED this 10th day of JULY 1986. XAVIER L. The second lowest bidder Fidelity Corporation could not provide the insurance required by the City. Pursuant to public notice, sealed bids were received October 28, 1986 for furnishing custodial services at the Manuel Artime Community Center for the Department of General Services Administration. Previous award of contract by resolution to the contracting firm to Stardust Janitorial for $22,734.60 has become void by the inability of said vendor to meet the insurance coverage required by the City. It is therefore necessary to award the bid to the third lowest responsible bidder, Jay Cee Cleaning Service.
