CONSTRUCTION, INC. FOR DEMOLITION AND
CLEARING AWAY DEBRIS AND THf. PERFORMANCE OF
ALL WORK FOR THE PROPERTIES LOCATED ON
BLOCKS 24, 25, 37, 44, AND 57 OF THE
OVERTOWN PARK/WEST REDEVELOPMENT PROJECT
AREA; AT A 'TOTAL PROPOSED COST OF
$511,687.00; FURTHER ALLOCATING AN AMOUNT
NOT TO EXCEED $25,000 FOR THE REMOVAL OF
ASBESTOS ON ALL PROPERTIES ON SAID AREA
WHICH HAVE 13EEN IDENTIFIED BY THE LADE
COUNTY PUBLIC HEALTH DEPARTMENT TO CONTAIN
ASBESTOS FOR THE DEPARTMENT OF DEVELOPMENT;
ALLOCATING FUNDS THEREFOR FROM THE 1976

AUTHORITY; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE PURCHASE ORDERS FOR THIS SERVICE.
WHEREAS, pursuant to public notice, sealed bids were
received June 20, 1986 for the of Lemolition of Buildings at
Overtown Park/West to the Department of Development; and
v1HEREAS, invitations were mailed to 39 potential
suppliers and 6 bids were received; and
WHEREAS, funds for this purchase are available in the
1976 G.O. Housing Bond Funds, HUD Section 108 and the Miami Sport
and Exhibition Authority; and
WHEREAS, this service will be used by the Department of
Development for the purpose of clearing the land for construction
of Sports Arena; and
WHEREAS, the City Manager and the Director of the
Lepartment of Development recommend that the bid received from
14CO Construction, Inc. be accepted as the lowest responsible and
responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The June 20, 1986 bid of MCO Construction,
Inc. for demolition and clearing away of debris and the
performance of all work for the properties located on blocks 24,
25, 37, 44 and 57 of the Overtown Park/West Redevelopment Project
area at a total proposed cost of $511,687.00.

Section 2. An additional amount not to exceed
$25,000.00 is hereby allocated for the removal of asbestos on all
properties in said area which have been identified by the Dade
County Public Health Department to contain asbestos for the
Department of Development; with all funds therefor hereby
allocated from the 1978 G.O. Housing Bond Funds, HUD Section 108
and the Miami Sport and Exhibition Authority.
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue Purchase Orders
for this service.

The City of Miami, through the Department of Development is
seeking bids for furnishing all labor and materials for the
demolition of structures within the Phase I area of the Southeast
Overtown/Park West Etedevelopment Project Area. All such bids
must include costs for furnishing all labor and materials.
Sealed bids must be delivered to Matty Hirai, City Clerk at the
City Hal - 3500 Pan American Drive, not later than 2:00 p.m. on
June 20, 19386 and will be publicly opened.
A Pre -Bid Conference for this requirement will be held Tuesday
June 10, 1986 at 9:00 a.m. in the Conference Room of the
Administration Building, 275 N.W. 2nd Street, lst Floor. All
interested bidders are invited to attend. Call Procurement for
additional information at the number given below.
THIS Pr'.OJECT HAS BEEN DESIGNATED AS A BLACK MINORITY SET -ASIDE,
BY THE CITY MANAGER, UNDER THE PROVISIONS OF ORDINANCE #10062 -
MINORITY AND WOMEN BUSINESS AFFAIRS AND PROCUREMENT ORDINANCE.
INTERESTED BIDDERS MUST PRE -QUALIFY WITH THE MINORITY AND WOMEN

It is recommended that an Award be made and a
Resolution be passed acceotina the lowest
responsive and responsible bid as received
from MCO Construction, Inc., for the
demolition and clearing away of debris and
the performance of all work and conditions
specified on Bid Package No. 85-86-82, for
the ro erties located on Blocks 24, 25, 37,
44 and 57 of the Overtown Park West
Redevelopment Project area at a total cost of
$511,687; further authorizing the City
Manager to allocate an amount not to exceed
$25,000 for the removal of asbestos on all
properties on said area which have been
identified by the Dade County
Department to contain asbestos.
Public Heal
Pursuant to public notice, sealed bids were received June 20, 1986 for
the demolition and clearing away of debris for the properties located
on Block 24, 25, 36, 37, 43, 44 and 57 of the Overtown Park/West
Redevelopment Project area as directed by the Department of
Development. This project was designated as a Black Minority set -
aside under the provisions of Ordinance No. 10062-Minority and Women
Business Affairs and Procurement Ordinance.
Blocks 43 and 36 cannot be awarded at this time since the City has not
completed the acquisition of all property on these blocks.
All work on vacant structures, including the removal of asbestos, on
Blocks 44 and 57 is to completed by August 1, 1986 due to the
commencement of construction for the Sports Arena on this site by
August 4, 1986. However, two structures on Block 44 will be
demolished upon the relocation of the Miami Rescue Mission and Art
Craft, Inc., which is anticipated in early October.
In addition, the subject buildings are vacant and have since become
nuisances harboring vagrants and undesirable activities. They present
a hazardous situation to the surrounding community as well as to Fire
and Police response.

Members of the City Commission
On November 26, 1985 when the Miami City Commission passed Resolution
No. 85-1158 authorizing the solicitation of bids for the demolition of
structures within Phase I of the Southeast Overtown/Park West
Redevelopment Project area, it allocated $325,000 to enter into an
agreement with the lowest bidder to accomplish the demolition. The
$325,000 estimate was based on fewer structures (Block 57-not
included), lower dumping costs, and excluded the cost of disposing
asbestos.
Funds are provided from the 1976 General Obligation Housing Bond, a
Section 108 loan from the Department of Housing and Urban Development
and monies from the Miami Sports and Exhibition Authority.
