RESOLUTION NO. 86-5261
A RESOLUTION CONCERNING THE
DOWNTOWN DESK DASH TO BE CONDUCTED
BY THE DOWNTOWN MIAMI BUSINESS
ASSOCIATION TO TAKE PLACE IN
DOWNTOWN MIAMI ON JULY 17, 1986,
AUTHORIZING THE CLOSURE OF
DESIGNATED STREETS TO THROUGH
VEHICULAR TRAFFIC AND ESTABLISHING
A TEMPORARY PEDESTRIAN MALL SUBJECT
TO THE ISSUANCE OF PERMITS BY THE
DEPARTMENTS OF POLICE AND FIRE,
RESCUE AND INSPECTION SERVICES AND
ASSURANCES THAT THE CITY WILL BE
INSURED AGAINST ANY POTENTIAL
LIABILITY; ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS
DURING THE PERIOD OF SAID EVENT;
FURTHER AUTHORIZING THE SALE OF
BEER AND WINE IN CONNECTION WITH
SAID EVENT, SUBJECT TO THE ISSUANCE
OF ALL STATE PERMITS; CONDITIONED
UPON THE ORGANIZERS PAYING FOR ALL
COSTS OF CITY SERVICES ASSOCIATED
14ITH SAID EVENT.
WHEREAS, the Downtown Miami Business Association has
planned the Downtown Desk Dash in Downtown Miami on July 17,
1986; and
WHEREAS, on May 22, 1986, by Motion No. 86-394.2, the
City Commission expressed its intent to grant a request received
from the Downtown Miami Business Association for street closure
and authorization for the sale of alcoholic beverages in
connection with said event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Downtown Desk
Dash the following streets are hereby closed to through vehicular
traffic from 7:00 AM to 12:00 midnight on Thursday, July 17,
Flagler Street between Biscayne Blvd. and W. 2nd Avenue
W. 1st Avenue between N.W. 1st Street and S.W. 1st
Street
N.W. Miami Court between W. Flagler Street and N.W. 1st
Street

Section 2. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious institutions
in the area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgement
predicated upon all factors set forth herein.
Section 3. Such closing of streets is subject to the
Downtown Miami Business Association obtaining insurance
requirements as mandated by the City of Miami, Finance
Department, Risk Management Division.
Section 4. Pursuant to the provisions of Ordinance No.
8851, enacted September 28, 1978, all retail peddler's
occupational licenses issued under the provisions of Chapter 31
of the City Code, as amended, will not be valid on Thursday, July
17, 1986, during the hours of 7:00 AM to 12:00 Midnight in the
area of the public right of way included within and adjoining the
streets and avenues described in Section 1, for two blocks in all
directions.
Section 5. Upon the issuance of a temporary permit by
the Florida State Department of Business Regulation, Division of
Alcoholic Beverages and Tobacco to sell beer and wine, and
pursuant to the City Code, the request of the Downtown Miami
Business Association to sell beer and wine in soft containers for
one day in connection with the Downtown Desk Dash scheduled for
July 17, 1986, is hereby granted, subject to the issuance of all
permits required by law.
Section 6. Said authorization is hereby conditioned
upon the organizers paying for all costs of City services

ENCLOSURES:
It is recommended that the City Commission
adopt the attached resolution authorizing the
closure of certain streets, establishing a
pedestrian mall and an area prohibited to
retail peddlers and further aut orizing t e
sale of beer and wine during the Downtown
Desk Dash to be held in Downtown Mia- mi on
July 17, 1986. All costs for this event will
be paid by the organizers.
on May 22, 1986, the Downtown Miami Business Association appeared
before the City Commission to request approval to hold this
event. By Motion 86-394.2 the City approved their request and
granted permission to close certain streets and to sell beer and
wine.
In order to provide safe passage to participants and pedestrians
during the event, it is recommended that certain streets be
closed and a pedestrian mall be established from 7:00 a.m. to
12:00 Midnight on Thursday, July 17, 1986, subject to the
issuance of the necessary permits and assurances that the City
will be insured against any potential liability.
It is recommended that the City Commission approve the attached
resolution.
