Suarez and Members of the City Commission 3500 Pan American Drive Miami, FI 33133 Dear Mayor Suarez and Members of the City Commission: On December 16, the Miami Sports S Exhibition Authority approved the authorization of Special Obligation Bonds for the arena/coliseum project, and authorized the execution of a Series Resolution, Official Statement, Bond Purchase Contract, Remarketing Agreement, and Repurchasing Agreement for this issuance. In a companion Resolution, the Authority also agreed to provide to the Miami City Commission full details of the Decoma Venture proposed arena/coliseum facility for its concurrence prior to expending bond proceeds for the hard costs of construction of said facility. Simultaneously, the Authority approved the issuance of a Subordinate Bond t Issue for the funding of the temporary/permanent exhibition hall project, T: and authorized the execution of a Note Purchase Agreement and a 4: Series Resolution for that purpose. The Authority also approved a Resolution authorizing the disbursement of the proceeds of the $10 million Subordinate Obligation Bond Issue to the City of Miami upon the request of the Miami City Commission to utilize these funds for the construction of Y a specified temporary/permanent exhibition hall. While the Authority recognizes that Chapter 212.057 of the Florida Statutes requires that it have ultimate a responsibility over the administration and disbursement of Convention Development Tax proceeds, the Authority recognizes the necessity of Y 9 Y securing firm direction and guidance from the Miami City Commission on the important issues surrounding plans for the construction of a specified temporary/permanent exhibition hall. In this regard, the Authority wishes to underscore the importance of acting expeditiously on this issue. The Authority also asks that the Commission give highest priority to cost effectiveness when analyzing land costs and site constraints for this facility.
