HomeMy WebLinkAboutR-86-0640J-86-153 7/24/86 RESOLUTION N0., 86-6404 A RESOLUTION ALLOCATING, SUBJECT TO THE AVAILABILITY OF FUNDS, AN AMOUNT NOT TO EXCEED FORTY EIGHT THOUSAND DOLLARS ($48,000.00) FROM THE CITY OF MIAMI LAW ENFORCEMENT TRUST FUND; MONIES TO COVER THE NECESSARY COSTS AND EXPENSES ASSOCIATED WITH THE ACQUISITION OF CONSULTANT SERVICES OF A CRISIS COUNSELOR, TO BE AVAILABLE FORTY (40) HOURS WEEKLY AND TO PROVIDE SERVICES ON A 24 HOUR ON -CALL BASIS TO ADMINISTER TO THE NEEDS OF THE MIAMI POLICE DEPARTMENT PERSONNEL; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM WITH MELBRON E. SELF FOR CONSULTANT SERVICES AS A CRISIS COUNSELOR FOR ONE (1) YEAR, WITH AN OPTION TO EXTEND UNDER THE SAME TERMS AND CONDITIONS FOR AN ADDITIONAL PERIOD. WHEREAS, the City Commission recognizes the need, and fully supports efforts of the police department to provide counseling, consultation, spiritual guidance, and, upon request, administration of religious rites at times of death or the imminency of death involving police officers, and WHEREAS, the City Commission recognizes that the availability of the above services to be performed by a professional counselor, who may be designated as a "Crisis Counselor," will impact upon such vital factors as morale, integrity, stress endurance, corrupt behavior, and many other areas relating to the ethics and professionalism of police work, and WHEREAS, the City Commission recognizes the ever present effect on physical and mental health of police officers in dealing with stress and stressful situations, and WHEREAS, there is a positive need for the services of Crisis Counselor to be available forty (40) hours weekly and to provide 24 hour on -call services to act as a "sounding board" for police officers and their families in dealing with such stressful situations, and MEMO QP JUL VA 06 -1- f WHEREAS, the Crisis Counselor would be available to serve as an effective buffer in reducing potential crisis situations before the crisis becomes monumental, and WHEREAS it has been proven that reduction of stress in police officers improves the physical and mental well being which decreases downtime due to stress, and WHEREAS, the Crisis Counselor would bring about a cohesiveness to the police force and be the liaison between police officers and the community, and WHEREAS, the influence of the Crisis Counselor upon morale would be a perceived balance in counteracting negative and discouraging influences exerted upon police officers, and WHEREAS, these services will require funding to cover necessary costs and expenses to be incurred by the Police Department, and WHEREAS, funds to cover these necessary costs and expenses have not been included in the Police Department's normal operating budget, and WHEREAS, the Chief of Police has recommended adoption of this resolution and the use of funds which are available in the City of Miami Law Enforcement Trust Fund to cover these necessary costs and expenses; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. An amount, not to exceed Forty Eight Thousand Dollars ($48,000.00), is hereby allocated, subjected to the availability of funds, from the City of Miami Law Enforcement Trust Fund to cover necessary costs and expenses associated with the acquisition of the consultant services of a Crisis Counselor, to be available forty (40) hours weekly and to provide services on a 24 hour on -call basis to administer to the needs of the Miami Police Department personnel, upon such costs and expenses having been approved by the Chief of Police. 1 i i _ry -2- • •1 r . Section 2. The City Manager is hereby authorized to execute an agreement, in substantially the attached form, with Melbron E. Self for consultant services as a Crisis Counselor for one (1) year with an option to extend under the same terms and conditions for an additional period.
