HomeMy WebLinkAboutR-86-0635J-86-676 7/23/86 RESOLUTION NO. 86-6351 A RESOLUTION CLOSING CERTAIN STREETS TO THROUGH VEHICULAR TRAFFIC AND ESTABLISHING A PEDESTRIAN MALL DURING SPECIFIED HOURS FOR THE 1986 COCONUT GROVE JAYCEES HALLOWEEN FESTIVAL; SAID STREET CLOSING SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; ALLOWING THE SALE OF BEER AND WINE FOR A THREE-DAY PERIOD BY THE COCONUT GROVE JAYCEES IN CONNECTION WITH SAID FESTIVAL TO BE HELD IN COCONUT GROVE ON OCTOBER 31, NOVEMBER 1 AND 21 1986; SUBJECT TO THE ISSUANCE OF ALL REQUIRED PERMITS AND COMPLIANCE WITH SUCH CONDITIONS AND LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY OF MIAMI. WHEREAS, the 1986 Halloween Festival has been planned for October 31, November 1 and 2, 1986 with a kick-off ceremony the evening of October 31 in Peacock Park; and WHEREAS, the organizers of the event have requested permission to sell beer and wine (and other merchandise) along the curbs of certain street and in Peacock Park during the specified hours of the event; and WHEREAS, Ordinance No. 9777 of January 26, 1984, prescribes specific conditions and limitations for the sale and consumption of alcoholic beverages during outdoor events and street festivals which are permitted in accordance with Section 54-4 of the Miami City Code; and WHEREAS, certain streets should be closed to through vehicular traffic on October 31, November 1 and 2, 1986 during specified hours to ensure the safety of participants and attendees; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to provide safe passage and a temporary pedestrian mall during the 1986 Halloween Festival, the following streets are hereby closed to through vehicular traffic on October 31, 1986 from 3:00 P.M. to 1:00 A.M. and November 1 and 2, 1986 from 7:00 A.M. to 10:00 P.M.: CITY COUMSSII MEETING OF 7 JUL 44 WOO RESOWTION ft. (a) Close Main Highway between intersection of Bayshore on the East and Main Highway and Grand Avenue on the West without restrictinq either northbound or southbound traffic on Main Highway, Grand Avenue and Bayshore Drive. Southbound on Bayshore Drive would have sufficient room to U-turn and continue northbound on Bayshore Drive. (b) Close McFarlane Avenue. Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manaqer's judgement predicated upon all factors set forth herein. Section 3. Pursuant to the provision of Ordinance No. 8851, enacted September 28, 1978, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on October 31, 1986 from 3:00 P.M. to 1:00 A.M. and November 1 and 2, 1986, during the hours of 7:00 A.M. to 10:00 P.M. on the above designated streets, and on all intersecting streets for two blocks in all directions. Section 4. Permission to sell beer and wine for a three- day period is hereby granted to the Coconut Grove Jaycees in connection with the 1986 Halloween Festival to be held in Miami on October 31, November 1 and 2, 1986, subject to the issuance of all required permits and compliance with all conditions and limitations as may be prescribed by the City.
