A RESOLUTION ALLOCATING $30,000 FROM 12TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS IN SUPPORT OF THE COMMUNITY SERVICES PROGRAM OF METRO MIAMI ACTION PLAN. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The amount of $30,000 is hereby allocated from 12th Year Community Development Block Grant Funds in support of the Community Services Program of the Metro Miami Action Plan. Odio City Manager DATE: J U L 1 81986 FILE: SUBJECT: City of Miami' s Participation in the Metro -Miami Action Plan REFERENCES: City Commission Agenda -- Discussion Item --July ENCLOSURES: 24, 1986 The administration is requesting a policy decision on the continued participation of the City of Miami in the Metro Miami Action Plan (MMAP) . MMAP began in 1983. It is designed to develop and promote public and private sector programs necessary for the growth and prosperity of the City's minority communities. This is accomplished by imple- menting actions which are recommended at an annual conference. These actions and other activities are under the direction of MMAP's Executive Board and Action Committees in the following areas: Education, Housing, Economic Development, Federal and State Legis- lation, Criminal Justice, and Employment. In February 1984, the City assigned a staff person to the MMAP office to function as liaison between the City Manager's Office and the MMAP Executive Board. In November 1985, six (6) additional City of Miami employees were loaned to the MMAP program to facilitate and coordinate the City's progress in implementing assigned recommended actions, as well as to assist in the MMAP effort as a whole. These employees were loaned for a period of one (1) year. The City's current contribution to the MMAP program is $250,9121 which represents the salaries and fringe benefits of the seven (7) employees noted above. All seven (7) employees are currently funded from the administrative budget of the Community Development Block Grant (CDBG). Since the CDBG was reduced for FY 1986-87 by 15 percent, this will in turn necessitate reducing staff and operating expenses. M00T1*oN The Honorable Mayor and Members of the City Commission Should the City Commission determine that this effort be terminated, the Department of Personnel Management is prepared to determine the rollback rights of incumbents occupying civil service positions in order to alleviate the impact of layoffs due to this action.
