HomeMy WebLinkAboutR-86-0611J-86-647 RESOLUTION NO. 86-`611� A RESOLUTION AUTHORIZING THE CITY MANAGER UPON APPROVAL TO ACCEPT A $615,000 URBAN DEVELOPMENT ACTION GRANT FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOP- MENT (HUD) FOR THE ACQUISITION, SUBSTANTIAL REHABILITATION AND CONVERSION OF THE 21-STORY CONGRESS BUILDING INTO AN OFFICE AND COMMERCIAL BUILDING AND NEGOTIATE THE NECESSARY IMPLEMENTING CONTRACTS AND AGREEMENTS WITH THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND SAMUEL AND ASSOCIATES (DEVELOPERS). BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: SECTION 1. The City Manager is hereby authorized to accept a $615,000 Urban Development Action Grant for the Congress Building upon approval by the U.S. Department of Housing and Urban Development (HUD). SECTION 2. The City Manager, as Chief Administrative Officer for the City of Miami, upon approval of the above Grant by HUD is hereby authorized to negotiate the necessary contracts and agreements with the U.S. Department of Housing and Urban Development and Samuel and Associates (Developers) for implementation of the Congress Building Urban Development Action Grant project. FLORIDA INTEROFFICE MEMORANDUM To: Honorable Mayor and Members of the City Commission FROM: Cesar H. odio City Manager AO DATE: July 18, 1986 FILE: SUBJECT: Negotiation of Congress Building UDAG Award REFERENCESCj'ty Commission Agenda July 24, 1986 ENCLOSURES: It is recommended that the City Commission approve the attached Resolution authorizing the City Manager to accept, upon approval, a $615,000 Urban Development Action Grant from the U.S. Department of Housing and Urban Development, and further authorizing the City Manager to negotiate the necessary imple- menting contracts and agreements. f A little more than one (1) year has elapsed since the City first received preliminary approval for the Congress Building UDAG 19, project. Approval was granted to us by letter dated June . 1985 from the U.S. Department of Housing and Urban Development. The major factor contributing to the delay of this project was the pullout or withdrawal of the initial developer group, Congress Building Partners, Limited from the project. The group withdrew because of the collapse of the Industrial Development Bond Market which made the project less attractive to them. At the time this happened the owner of the Congress Building, Mr. Alfred Weinberg still expressed a desire to continue with the project even though the developers had backed -out. After several months of no communication between Mr. Weinberg and the City he finally called and set up a meeting with City staff where he informed us that the was ready to move ahead with the project and that a new development group is now interested in the project. Mr. Weinberg has created a cooperation named Samuel and Associates which will be negotiating with HUD and the City to restore the $615,000 in UDAG funds for development of the project. Total development costs, including the UDAG, are estimated at $9,746,000. The sooner negotiations are initiated the sooner project development agreements and contract can be executed and preparations made to get construction underway. CHO/tg/zi is 86-6111
