HomeMy WebLinkAboutR-86-0610J-86-669 i RESOLUTION 86--6101 A RESOLUTION TO CONTINUE THE ANNUAL LICENSE FOR THE COGEN SOFTWARE ACQUIRED FROM SOFTWARE CLEARING HOUSE PER RESOLUTION NO. 83-705 DATED JUNE 28, 1983 AT A PROPOSED ANNUAL COST OF $8,000 FOR FIVE YEARS AND THE CONVERSION LICENSE FEE FOR XGEN SOFTWARE AT A PROPOSED ONE TIME COST OF $5,000 TO BE ACQUIRED AND PAID FOR FROM THE DEPARTMENT OF COMPUTERS ANNUAL BUDGET. WHEREAS, the City acquired the COGEN software in 1983 to reduce the cost and time required to develop application software on the Burroughs B-7900 and; WHEREAS, all of the application software developed since 1983, including all of Police systems, used COGEN software as a development tool and; WHEREAS, all new systems under development, including the new Computer Aided Dispatching System for Fire and the On-line Financial Management, uses COGEN as the development tool and; WHEREAS, Jacksonville Software has developed an upgraded conversion tool, XGEN that will provide better utilization of the B-7900 and; WHEREAS, a one time conversion cost will have to be incurred for this upgrade to XGEN software and; WHEREAS, Jacksonville Software has licensed the Software Clearing House exclusive rights to license and support the software package and; WHEREAS, this license agreement cannot be obtained from any other known source and the City Manager had made such findings of unavailability in writing and; CTTY coxxwbm MET10c OF JUL 006 ,t=MON No. 86.-6 WHEREAS, the City Commission, after a properly advertised public hearing, accepted and ratified the City Manager's findings as per Resolution No. 83-705 to acquire the software in 1983; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for the annual license fee of $8000 for COGEN and a one time conversion cost of XGEN Software for $5000 to Software Clearing House, with the cost of said acquisition to be paid from the Department of Computers annual budget. FLORIDA INTER -OFFICE MEMORANDUM 13 1 TO: The Honorable Mayor and DATE: July 17, 1986 Members of the City Commission SUBJECT: RECOMMENDATION FOR RESOLUTION FOR RENEWAL OF ANNUAL LICENSE FROM SOFTWARE CLEARING HOUSE FROM: REFERENCES: Cesar Odio City Manager ENCLOSURES: r It is recommended that the attached resolution be approved for continuing the annual license for five years for COGEN software and approving payment of a one time cost of $5000 for upgrade to the XGEN release for our application software. it is recommended that the enclosed resolution be approved for renewing the annual license for COGEN software acquired in 1983 for application development on the B-7900 computers. The five year data processing plan prepared by the firm of Booz- Allen and Hamilton in 1983, established the sequence and time frame for the development of all major computer applications in the City of Miami. During the initial implementation phases of the plan, it was determined that the development of applications using traditional COBOL programming would be too expensive and time consuming. Therefore, the decision to use a fourth generation code generator was made and COGEN was acquired gto accelerate the development process. The use of. the COGEN software proved very beneficial, the development time for application programs have been cut in half and productivity gains of over 70 percent in code generation have been realized. The new release of the software called XGEN will further increase the operating efficiency of our system. An annual license fee of $8000 is required to receive maintenance support and software patches from the vendor. Thank You. 86- 6101
