FOR ADDITIONAL PROFESSIONAL SERVICES WITHIN THE ORIGINAL SCOPE OF SERVICES BUT FOR UNFORESEEN ADDITIONAL WORK ON THE DINNER KEY MARINA RENUVATION AND EXPANSION PROJECT PLANS IN CONNECTION WITH THE NOVEMBER 8, 1985 AGREEMENT WITH SAID FIRM FOR A FEE OF $8,964; ALLOCATING FUNDS THEREFOR FROM THE DINNER KEY MARINA RETAINED EARNINGS FUND. WHEREAS, the City Commission, by Resolution No. 85-835 adopted July 25, 1985, authorized the City Manager to negotiate an Agreement with Ellis -Snyder Associates Inc. to provide professional services to complete the unfinished electrical, plumbing and fire protection plans for the Dinner Key Marina Renovation and Expansion project prepared by Greenleaf-Telesca, a firm that went into bankruptcy and ceased doing business as of February 8, 1985; and WHEREAS, an Agreement was executed November 8, 1985 and Sections I-D and VII provides for the City to authorize Additional Work within the original scope of the project but unforeseen at the time of execution; and WHEREAS, said firm during the course of work provided additional professional services including additional design, preparation of additional plans, and made substantial changes in the existing plans which were beyond the completion of the unfinished plans and these services will result in -substantial cost savings to the City during the construction phase; CITY CQM4 53101 MEETING OF lbbooGo toe I M No. CPU NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The action of the City Manager be and is hereby ratified and confirmed for the employment of Ellis -Snyder Associates, Inc. for additional professional services within the original scope of services for unforeseen work on the Dinner Key Marina Renovation and Expansion project plans. Section 2. The City Manager is hereby authorized to provide additional compensation in the amount of $8,964 as a fee for Additional Work with funds therefor allocated from .the Dinner Key Marina Retained Earnings Fund. O d i olip REFERENCES: City Manager (For Commission Meeting ENCLOSURES: of July 24, 1986) It is recommended that a resolution be adopted ratifying, approving and confirming the City Manager's employment of Ellis -Snyder Associates Inc. for additional professional services within the original scope of services but for unforeseen additional work on the Dinner Key Marina Renovation and Expansion project plans in connection with the November 8, 1985 Agreement with said firm for a fee of $8,964; allocating funds therefor from the Dinner Key Marina Retained Earnings Fund. The City Commission by Resolution No. 85-835 on July 25, 1985, authorized the City Manager to negotiate an Agreement with Ellis - Snyder Associates Inc. Consulting Engineers to complete the unfinished electrical, plumbing, and fire protection plans for the Dinner Key Marina Renovation and Expansion project which were originally prepared by Greenleaf-Telesca, a firm that went into bankruptcy and ceased doing business. An Agreement with Ellis -;Snyder was executed on November 8, 1985 and the professional services were to include review of the existing plans,. checking of previous calculations, completing and sealing of the plans so that permits could be obtained and the project could be put under construction. The Agreement further provided for additional professional services, "Additional Work", if it was determined there were inadequacies in the existing plans which required additional plans or substantial changes. Resolution No. 85-835 allocated funding for the basic services but did not allocate funds for the additional services which were also within the original scope of services under the Agreement. At the time of the Agreement, the existing Greenleaf plans were represented as 95% complete and significant additional services were unforeseen. After a thorough review of the plans, it was determined that there would be substantial savings to the City in the construction phase if the electrical power system and the certain portions ,of the plumbing system were redesigned. The estimated savings in construction for the electric power service alone would be approximately $6709000. The water piping system was also significantly reduced and errors in the sewer system and the omission of fire hose cabinets along the seawall required by Code were also corrected. The total savings to the City for construction is estimated at over $3/4 million. It is requested that $8,964 be allocated from the Dinner Key Marina Retained Earnings Fund to pay the fee for the additional professional services. �( DWC:AIP:bf Resolution attached cc: Alberto Ruder Donald W.
