RESOLUTION NO.
A RESOLUTION GRANTING, UPON THE ISSUANCE OF A
TEMPORARY PERMIT BY THE FLORIDA DEPARTMENT OF
BUSINESS REGULATION, DIVISION OF ALCOHOLIC
BEVERAGES AND 'TOBACCO, THE REQUEST OF RADIO
STATION W.Q.B.A. TO SELL BEER AND WINE FOR
TWO (2) ONE -DAY PERIODS LN CONNECTION WITH
THE SUPER-Q BEACH PARTIES TO BE HELD AUGUST
10 AND SEPTEMBER 7, 1986, IN VIRGINIA KEY
PARK; SUBJECT TO THE ISSUANCE OF ALL PERMITS
REQUIRED BY LAW AND COMPLIANCE WITH SUCH
CONDITIONS AND LIMITATIONS AS MAY BE
PRESCRIBED BY THE CITY OF MIAMI.
WHEREAS, the Radio Station W.Q.B.A. has planned two (2)
"Super Q Beach Parties" in Virginia Park on August 10 and
September 7, 1986; and
WHEREAS, said sponsor has requested permission to sell beer
for two (2) one -day periods during each event; and
WHEREAS, Ordinance No. 9618 of April 5, 1984, authorized the
City Commission to permit the dispensing of beer or wine in soft
containers in any City park upon such conditions and limitations
as the City Commission shall prescribe; and
WHEREAS, said sponsor has agreed to allow said concessions
to be operated by the City's Programs for the Handicapped, that
will also retain any and all proceeds.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Upon the issuance of a temporary permit by the
Florida State Department of Business Regulation, Division of
Alcoholic Beverages and Tobacco, to sell beer and wine, and
pursuant to the City Code, the request of Radio Station W.Q.B.A.
to sell beer and wine for two (2) one -day periods in connection
with the Super-Q Beach Parties on August 10 and September 7, 1986
is hereby granted in compliance with Ordinance No. 9818, further
subject to the issuance of all permits required by law.
Section 2. The aforemention authorizations and approvals
are subject to and contingent upon the organization's compliance
with any applicable administrative directives and/or

It is recommended that a resolution
be passed concerning two (2)
"Super-O Beach Parties" to be held
August 10 and September 7, 1986 in
Virginia Key Park, granting the
request of the Radio Station WQBA,
to sell beer and wine during the
scheduled hours of the events,
subject to the issuance of a
temporary permit by the State of
Florida Department of Business
Regulation, Division of Alcoholic
Beverage and Tobacco.
Radio Station W.Q.B.A. has planned two (2) "Super-Q Beach
Parties" for August 10 and September 7,11986 in Virginia Key
Park. These events will take place in the old county park
section of the property and will include live Latin music, food,
beverages and contests. The station has agreed to allow the City
to operate concessions, with proceeds to go to various community
programs.
In accordance with Ordinance No. 9818 of April 5, 1984, it is
recommended •that the sponsor be allowed to sell beer in soft
containers in Virginia Key Park during the scheduled hours of
each one -day event, subject to the issuance of the required State
permit. The City's Programs for the Handicapped will operate the
beer concessions on behalf of the sponsor and will receive all
proceeds from those sales. The sponsor will further be subject
to compliance with all other applicable administrative directives
and/or requirements, including the hiring of off -duty Police and
provision of insurance coverage.
Commission approval is requested at this time because Virginia
Key Park was not included in the "Beer/Wine" Ordinance No. 10085
of March 18, 1986. An amendment to the later Ordinance will be
prepared for the first Commission Meeting in September.
