PARK PLAZA CORP" FOR THE CONSTRUCTION OF A "Civic PARK PLAZA PROFESSIONAL OFFICE: BUILDING" WITH A 56-PARKING PARKING SPACE BASEMENT AND DIRECTING THE CITY MANAGER TO PROCEED WITH THE CITY'S APPLICATION FOR AN URBAN DEVELOPMENT ACTION GRANT FROM THE; U. S. DEPARTMENT OF HOUSING & URBAN DEVELOPMENT. WHEREAS, "1469 N.W. Park Plaza Corp." intends to finance construction of a seven story building comprising approximately 20,432 square feet of net leasable area and 23,497 square feet of gross construction area, including a basement with 56 parking spaces; and WHEREAS, the proposed project will be located in a fast growing area characterized by medical and institutional land uses including a vigorous expansion of office space demand for lawyers and physicians in the Allapattah Community Development Target Area; and WHEREAS, the proposed activity is expected to generate approximately forty construction jobs and fifty full time permanent new jobs; and WHEREAS, the total cost of the project is $2,615,550, of which $500,000 is proposed to be funded from an Urban Development Action Grant from the U.S. Department of Housing & Urban Development; NOW, THEREFORE, BE 1T RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The application for the development of the "Civic Park Plaza Professional Office Building," a seven story office space building and a basement with 56 parking spaces is hereby approved in principle and the City Manager is directed to proceed with the City's application for an Urban Development Action Grant from the U.S. Department of Housing & Urban Development. Odio City Commission Agenda x FROM: City Manager REFERENCES: July 24, 1986 ENCLOSURES: It is recommended that the City Commission approve in principle the attached resolution authori- zing preparation and submission of an application to the U. S. Department of Housing & Urban Development for an Urban Development Action Grant in the amount of $500,000 to finance construction of the "Civic Park Plaza Professional Building" located at 1469 N.W. 13th Terrace. f h. The federally funded Urban Development Action Grant (UDAG) Program has provided cities across the nation with an instrument with which to stimulate economic development, create new employment opportunities, and increase the tax base needed to fund essential services. Through the UDAG program, cities are able to participate with private sector developers in financing projects ranging from Y industrial parks to luxury hotels which, without the program, would have a slim chance of being implemented. While UDAG funds are provided in the form of loans to project developers, they are awarded to the City and funds generated can be used to support staff or consultants working on the UDAG program, as well as fund Community Development projects in the City's low and moderate income target areas. Besides providing additional funds for eligible Community Development activities, UDAGs increase the city's tax base, cause infusion of -1t'h y ^r^ �a Honorable Mayor and Members of the City Commission private dollar investment into the City's economy, as well as create temporary construction jobs and additional permanent employment. The proposed project meets all the aforementioned requirements and provides an opportunity to build a professional office building in a fast growing area characterized by a great demand for office space, particularly physicians and lawyers. This project will be located at 1469 N.W. 13th Terrace in the Allapattah Community Development target area, and consists of the construction of a seven (7) story building and a basement, containing approximately 20,432 square feet of net leasable area and 23,497 square feet of gross construction area. The project also includes a basement providing (with the ground level) 56 parking spaces. It is anticipated that the activity will generate 40 construction jobs and 50 full time permanent new ones. The cost of the project is $2,615,550; and the developer is requesting $5O0,O0O in UDAG funds. At present, there is an obstruction of the sidewalk and a hideous appearance. The ACA would like to see the plans and comments of the City of Miami Planning Department, and have the names and addresses of all the owners. The ACA is concerned with the fact that the rest of this area x needs addressing too. The ACA would not be willing to permit any spot zoning. The surrounding small area should receive benefits as well. 5 The rear of the building faces N.W. 14 Street. There are no curbs, gutters, nor trees as a result of thirty-five (35) years of neglect. In the immediate area also is N.W. 15 Avenue and N.W. 16 Avenue. Both extend from N.W. 14 Street to N.W. 15 Street Road. Here, too, there are no curbs, gutters or trees-- thirty-five (35) years of neglect. To give UDAG monies solely to this building and not support the businesses and homes in the immediate vicinity of this building �br is not constructive. Y SC-602.1
