ORDINANCE NO. 1 0 14 0
AN ORDINANCE AMENDING SECTIONS 1, 2, 4
AND S OF ORDINANCE NO. 10066, ADOPTED
MARCH 16, 1366 WHICH CREATED THE "CITY
OF MIAMI YOUTH ADVISORY COUNCIL", TO
PROVIDE THAT SUCH COUNCIL MAY BE
INFORMALLY REFERRED TO AS THE "YOUTH
ADVISORY COUNCIL" OR "COUNCIL";
PROVIDING THAT COUNCIL MEMBERS AT THE
TIME OF THE APPOINTMENT BE BETWEEN THE
AGES OF 16 AND 24 YEARS; FURTHER,
PROVIDING THAT ALL OFFICERS BE SELECTED
FROM AMONG COUNCIL MEMBERS; CREATING A
NEW OFFICE OF TREASURER AND THE OFFICE
OF SERGEANT -AT -ARMS, WHO SHALL ALSO
SERVE AS PARLIAME9TA9TA9; AUTHORIZING
THE CITY COMMISSION TO APPROPRIATE FUNDS
FOR COUNCIL EXPENSES AND THAT STRICT
FISCAL ACCOUNTABILITY BE MAINTAINED AS
MAY BE CONTAINED IN CITY ADMINISTRATIVE
DIRECTIVES OR POLICIES AS ESTABLISHED BY
THE CITY MANAGER OR THE FINANCE
DIRECTOR; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Sections 1, 2, 4 and 5 of Ordinance No. 10086
adopted March 18, 1986 are hereby amended in the following
particulars:1
"Section 1. CREATION.
There is hereby created a "City of
Miami Youth Advisory Council which may be referred to

(b) The chairperson shall be the

Section S. MEVTINCS, QUORUM AND VOTBS.
(a) Meeting places and times
shall be established by the Youth Advisory Council and
shall be arranged and held as often as the Council
determines necessary, but at least once a month.
(b) The Council shall adopt its
own order of business and rules of parliamentary
procedure.
(o) A quorum shall consist of

nine (9) members. Any decision of the Council shall be
made only upon an affirmative vote of the majority of
those members in attendance.
(d) Agendas and minutes 91

shall be published and distributed to the City
Commission, the City Manager, the City Clerk, the

Department of Communications and others designated by
the Youth Advisory Council. The City Manager shall
provide reasonable secretarial and administrative aid
in preparation and distribution of agendas and minutes,
and other items requested by the Council.
(e) Failure of a member to
attend three (3) qqgpwouttyw meetings without

recorded by the ohairperson, shall automatioal.l.y
disqualify said member from Counoil. membership.
(f) The City administration
shall assist the Youth Advisory Counol and make City
facilities available to it when Council use does not
confi of with other scheduled activities
Section 6. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
ordinance are hereby repealed.
Section 7. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared invalid,
the remaining provisions of this ordinance shall not be affected.
Section 8. It is the intention of the City
Commission that the herein provisions shall become and be made
part of the Code of the City of Miami, Florida, as amended, all
of which provisions may be renumbered or relettered and the word
"ordinance" may be changed to "section", "Article", or other
appropriate word to accomplish such intention.

Since the inception of the City of Miami's Youth Advisory
Council, they have met twice officially and questions have come
about regarding the following changes listed below. The Council
voted to amend the following!
1) The age limitation from 18 through 24 to
that of 16 through 24 years of age.
z) Originally the Councils Officers consisted
of a Chairperson, nice -Chairperson, Secretary,
and Public Relations Officer. The Council has
since requested the addition of two 2 new
officers be added in the ca acit of 1 Treasurer,
and 2 Sergeant -at -Arms who shall serve as
Parliamentarian. This action will now increase
the number of officers on the Council from four (4)
to six (6).
3) The statement referring to the Chairperson
selecting his or her officers will now provide that
' the Chairperson and all other officers be
selected by the Council from among Council
members.
4) The statement pertaining to disqualification of
a Council member not attending three (3) consecutive
meetings will now provide that failure of a member.
missing any three meetings will result in disquali-
fication from the Council.
The Council feels that these changes are in the best interest.of
the Youth Advisory Council's effective operation.

ESTABLISHING A NEW PROJECT ENTITLED: "PRELIMINARY
BOND EXPENSE AND APPROPRIATING FUNDS FOR IT'S
OPERATION IN THE AMOUNT OF $110,000 FROM GENERAL
f OBLIGATION BONDS-1986 ISSUES; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.

CIL", TO PROVIDE THAT SUCH COUNCIL MAY BE,._
INFORMALLY REFERRED TO AS THE "YOUTH ADVISORY
COUNCIL" OR "COUNCIL'; PROVIDING THAT COUNCIL
MEMBERS ATTHE `'TIME,OF THE APPOINTMENT BE
BETWEEN THE AGES OF16 AND 24 YEARS; FURTHER PRO-
VIDING THAT ALL OFFICERS BE SELECTED FROM AMONG
COUNCIL MEMBERS; CREATING A NEW <OFFICE OF
TREASURER :AND THE OFFICE OF :SERGEANT -AT -ARMS,,
