ADOPTED DECEMBER 20, 1984, AS AMENDED, THE
CAPITAL IMPROVEMENT APPROPRIATIONS ORDINANCE, BY
ESTABLISHING A NEW PROJECT ENTITLED: "MIAMI
STADIUM - ROOF REPAIRS", AND APPROPRIATING FUNDS
FOR THIS PROJECT IN THE AMOUNT OF $475,000 FROM
CAPITAL IMPROVEMENT FUND - FUND BALANCE;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, pieces of the old Miami Stadium roof have fallen onto the
stands; and
WHEREAS, this falling debris causes a hazardous condition for the
spectators; and
WHEREAS, the Baltimore Orioles, the primary tenants of the Miami
Stadium, have indicated a reluctance to enter into a long term lease with the
City until action is i ni tated to repair the roof; and
WHEREAS, funds have been identified in the Capital Improvement Fund to
cover the estimated cost of $475,000 to make needed repairs to the roof;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Section 1 of Ordinance No. 9939, adopted December 20, 1984,
is hereby amended in the following particulars: 1/

The remaining provisions are now in effect and remain unchanged.

IT IS RECOMMENDED THAT THE CITY COMMISSION
ADOPT THE ATTACHED PROPOSED ORDINANCE
ESTABLISHING A NEW CAPITAL IMPROVEMENT
PROJECT ENTITLED "MIAMI STADIUM -ROOF
REPAIRS" AND APPROPRIATING FUNDS FOR THIS
PROJECT IN THE AMOUNT OF $47� FROM THE
CAPITAL IMPROVEMENT FUND -FUND EQUITY.
At the present time, pieces of the old Miami Stadium are falling on the stands
area. We are concerned that someone could be hurt.
Also, the Baltimore
Orioles, the primary tenants of this facility, have indicated that they will
not enter into a long term lease with the City until action has been
initiated to repair the roof.

The Coconut Grove Exhibition Center lacks tiered seating which is essential
for spectator -type events such as concerts, boxing and wrestling. At the
April 10 Commission Meeting, the City Commission authorized the City Manager
to advertise and receive bids for the purchase of portable telescopic bleacher

We expect to open bids on July 11 and have a recommendation for bid award
presented at the July 24 Commission Meeting. Therefore, the award of the bid

CIL", TO RROVIDE THAT SUCH COUNCIL MAY BE
INFORMALLY REFERRED TO AS THE "YOUTH ADVISORY
COUNCIL" OR "COUNC112% PROVIDING THAT COUNCIL
MEMBERS AT THE TIME OF THE APPOINTMENT -BE
BETWEEN THE AGES OF 16 AND 24 YEARS; FURTHER PRO.
VIDING THAT.'ALL OFFICERS BE SELECTED FROM AMONG
COUNCIL 'MEMBERS'
A NEW OFFICE,OF
TREASURER AND THE :OFFICE OF, SERGEANT -AT -ARMS,
WHO SHALL ALSO SERVE AS PARLIAMENTARIAN;`AUTHOR-
(ZING THE CITY. COMMISSION TO APPROPRIATE FUNDS
FOR COUNCIL EXPENSES AND THAT STRICT FISCAL
ACCOUNTABILITY BE MAINTAINED AS MAY BE CONTAINED
IN CITY ADMINISTRATIVE, DIRECTIVES OR POLICIES, AS
ESTABLISHED BY THE CITY MANAGER OR THE FINANCE
DIRECTOR; CONTAINING A REPEALER PROVISION AND A
