AN EMERGENCY ORDINANCE ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED: "OVERTOWN
JOB TRAINING AND DEVELOPMENT PROGRAM"
APPROPRIATING FUNDS FOR ITS OPERATION IN
THE AMOUNT OF $24,000 FROM THE UNITED
STATES DEPARTMENT OF LABOR, AND
AUTHORIZING THE CITY MANAGER TO ACCEPT
THE GRANT AWARD FROM THE UNITED STATES
DEPARTMENT OF LA80R AND TO ENTER INTO THE
NECESSARY AGREEMENT WITH THE SOUTH
FLORIDA EMPLOYMENT AND TRAINING
CONSORTIUM TO ACCEPT THE GRANT AND
IMPLEMENT SAID PROGRAM, CONTAINING A
REPEALER PROVISION AND A SEVERABILITY
CLAUSE.
WHEREAS the United States Government passed the Job Training
Partnership Act (Public Law 97-300) on October 13, 1982 with the
purpose to establish programs to prepare youth and unskilled
adults for entry into the labor force and to afford job training
to those economically disadvantaged individuals and other
individuals facing serious barriers to employment, who are in
special need of such training to obtain productive employment; and
WHEREAS, the South Florida Employment and Training Consortium
has allocated $24,000 of Job Training Partnership Act funds to the
City of Miami for the purpose of funding the Overtown Job Training
and Development Program from July 1, 1986 through June 30, 1987;
and
WHEREAS, the Overtown Job Training and Development Program
will utilize these funds to place 10 participants with various
employers; and
WHEREAS, the herein Ordinance is the proper vehicle to
appropriate the aforesaid grant;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY

SeCtion 1, The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein.,

Development Program

APPROPRIATION: Overtown Job Training and
Development Program $24,000
Section 2. The City Manager is hereby authorized to accept
the grant from the United States Department of Labor and to enter
into the necessary agreement to accept this grant and implement
the Overtown Job Training and Development Program for the period
July 1, 1986 - June 30, 19a7, which will place 10 participants
with various employers.
Section 3. All ordinances or parts of ordinances insofar as
they are in conflict with the provisions of this ordinance are
hereby repealed.
Section 4. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.
Section 5. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City of
Miami and upon the further grounds of the necessity to make the
required and necessary payments to its employees and officers,
payment of its debts, necessary and required purchases of goods
and supplies, and to generally carry on the functions and duties
of municipal affairs.
Section 6. The.requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than
four -fifths Of the members of the Commission,

it is recommended that the City
Commission adopt an appropriation
Ordinance to operate the Overtown Job
Training and Development Program for
the period July 1, 1986 through June
30, 1987, with $24,000 allocated by the
South Florida Employment and Training
Consortium under the Job Training
Partnership Act, per the attached
Ordinance.
The South Florida Employment and Training Consortium has allocated
$24,000 of Jab Training Partnership Act (JTPA) funds to the City of
Miami for the Overtown Job Training and Development Program operated
by the Department of Community Development.
The Overtown Job Program is designed to provide intake, assessment,
counseling, job development and placement for persons desiring
employment, with specific efforts made to satisfy the needs of persons
from the Overtown area of the City. During the past year, the Program
placed approximately 350 persons in jobs. The Program is currently
funded through the Community Development Block Grant at a level of
$275,000.
The JTPA grant will provide for placement of ten persons with various
employers, which will include provision of up to 40% of the parti-
cipants' salaries during the training period. The participating
employers agree to retain the participants upon completion of the
on the job training. $10,000 of the $24,000 allocated are for par-
ticipants' salaries (an average of $1,000 per participant). The
remaining $14,000 are allocated for reimbursement of management
costs of the program. These costs would be reimbursed based on
$1,400 per placement, with placement being considered as complete
after an employee has been retained for at least 30 days on the job.
This is a new grant which does not affect the Miami Job Development
Program operated by the Department of Personnel,rianagement.
The attached Ordinance is presented as an Emergency measure, as the
grant decision was not made until June 27, 1986, although the effec-
tive date of the grant of July 1, 1986.

EXCEED $40,000,000 PRINCIPAL AMOUNT OF GENERAL
OBLIGATION REFUNDING BONDS, SERIES 1986, OF THE
