PARKING PROGRAM Director #%M • IN AL LAPA'T'TAM NEIGHBORHOODS Department of Off Street Parking Background: The experimental parking program in Allapattah neighborhoods was disused by representatives of Allapattah area Community Based Organizations, Chambers of Commerce and Merchants Associations at a meeting Wednesday, August 13, 1986 as described in the attached memo (August 8, 1986 - Exhibit A). It was the consensus of those attending that the Department of Off -Street Parking would move forward with its request to the City Manager and City Commission to Invest the $2009000 originally committed to reimburse the Department of Public Works for Allapattah Industrial Area highway road improvements in projects to support the economic redevelopment of the Allapattah area (Exhibits D and C) . A second meeting was held Monday, August 18, 1986 and the following projects were identified as those which would be considered for total or partial funding if the $200,000 allocation transfer was approved by the City Commission: o Highway Improvements on 22nd Street between Northwest 17th and 22nd Avenues ($130,000 - preliminary engineering estimate) o Matching funds for community development funding (i32,000 annually) o Facade renovations ($26,000 - $52,000; $19300 per facade) o Construction of an open-air fruit, vegetable and flower market (in excess of $100#000) The Departments of Off -Street Parking, Community Development and Planning will work with the Allapattah area representatives to develop an exact.cost associated with each project. The projects will then be prioritized to determine the actual distribution of the $200,000. Recommendation: It is recommended that the Department of Off -Street Parking be allowed to redirect the $2009000 payment originally committed to the Department of Public Works to the appropriate City agencies for the projects identified by the Allapattah community. The Al,lapattah Industrial Area (Northwest 27th Avenue on the Nest, Northwest 20th Street on the South. Northwest 12th Avenue on the East and Northwest 22nd Street an the North) consists primarily of Hispanic. owned businesses while the Northwest 36th Street Allepattah business area serves a predominantly Black community. In recent years the Department of Off -Street Parking has worked closely with merchants in both areas►. The economic histories of the two areas have been as diverse as the populations they serve. While economic conditions are depressed in both areas at this time, efforts by the City of Miami in the past to encourage the two "Allapettahs" to work together to stimulate economic growth have experienced marginal success. The following outlines the history of the Department of Off-street Parking Involvement with the two areas and the Most recent developments which signal an Important change in the relation between the two business districts. In 1961, economic growth and development in the Allepattah Industrial Area was at an all-time high due to the construction of over 400 "discount" stores serving foreign tourists who were brought to the area by "Comisionadca". As Increasing numbers of businesses opened in the area* parking became a critical problem. The City of Miami Planning Department and the Allepattah Industrial Area Merchants Association approached the Department of Off-street Parking for assistance in solving the parking shortage. On•atreet meter Installations and off-street surface lots were discussed. Eliminating the confused on -street parking situation became the number one priority of the merchants. After reviewing the area in conjunction with the City Community Development Department. the Department of Off -Street Parking determined that on -street meters could not be installed prior to completion of planned highway Improvements due to the lack of proper curb and gutters. The required street Improvements were not budgeted in the City capital improvements plan for approximately five (5) years. The agreement which called far the instAllaetion of 270 meters was approved by the Allapattah Industrial Area merehants, The agreement wan mppprovedl by the City Commission April 1983 (Exhibit 1). Nblie Varks went forunrd with Phase I of the Allapattah Industrial Area Highway Improvements rrojeet. The construction was completed in April 1985 at a cost of $8609000. Subsequent to the eonstruction, economic conditions deteriorated in the area due to foreign currency controls and general problems in Central and South America. This situation resulted in a request by area businesses to temporarily defer the plan to install the 250-270 meters. The iublic Works Department assumed the responsibility for the Ball cost of the construction project. In order to achieve closure on the meter installation subject a public Meeting was held February 26, 1986 at the Allapattah Business Development Authority headquarters. Notifications for the public meeting were hand. delivered to each business owner in the area (Exhibit 2). The consensus of the meeting was to move forward with the installation of the meters in two phases. Phase I was to consist of approximately 100 meters (Northwest 213t Street between Northwest 17th and 22nd Avenues and Northwest 21 Terrace between Northwest 17th and 19th Avenues - Exhibit 3) and Phase II the remaining balance (Northwest 21st Terrace between Northwest 22nd and 27th Avenues). The determination was made in the public meeting to request that the funds committed by the Department of Off -Street Parking in the amount of $200,000 to assist with the highway improvement costs be invested instead in the critically needed economic development efforts in the area. The Department agreed to work with the merchants to pursue this change request to the City Manager and the City Commission. In addition, the Department proposed the formation of a Parking Advisory Committee to oversee the allocation of the funds in cooperation with City Departments and to have Input on parking related issues in the area. Shortly after the public meeting, the Department of Off -Street Parking was contacted by the Departments of Solid haste and Pbliee to request that the remaining balance of meters indicated in the Highway Improvement Phase I Project be installed. Their request was based upon their ongoing efforts to keep the area clean of debris and abandoned vehicles which is the responsibility of the Department of Off -Street Parking in areas with meters. Additional resources of both of those Departments had been dedicated to this area at the request of the City Manager and the City Commission. These additional meters would bring the total to the original 250-270 meters. Ma_ Dais: The Department of Off -Street Parking has included in its 198647 Budget which was approved by the Off -Street Parking Board May 29, 1986 and the City Commission July 249 1986 an allocation of $300,000 for the Allapattah Industrial Area Meter Installation Project. The first 41OOl000 of the allocation is required to cover meter installation coat. The remaining $2009000 is to be the Department's contribution to the area. 2 86-'7'3V At this point in the description of Depnrtment of Off'-3treet Parking involvement in the Allapattah area, it in important to bring in the Northwest 36th Street Allapattah bossiness district. During the 1960's and early 1970's the Department of Off -Street Parking operated a 110-space municipal last located at Northwest 35th Street and Northvast 10th Avenue. Due to declining demand and deteriorating business conditions the lot was closed in the late 1970's. In late 19859 the Allapattah Merchants Association (Northwest 36th Street) requested that the Department renovate the lot to support the economic development plans in that area. Municipal Lot No. 40 was restored at a cost of $25,000 and re -opened for use in December 1985. Since that time the redevelopment efforts in the area have progressed rapidly. The Department is in the process of leasing 20-25 spaces In Municipal Lot go. 40 to the Live and Pot Live Drug Store to meet zoning requirements to move forward with its proposed expansion. The City is assisting the project through mortgage financing. In a July 23, 1986 meeting called by Orlando Urra, a leader in the Allapattah Industrial Area, representatives of the two Allapattah business districts united in their request for the Department of Off -Street Parking to extend the meter installation to Northwest 22nd Street between 17th and 22nd Avenues. The proposal was based on a desire to rid that street of abandoned vehioles, to improve street conditions and to have the funds set aside for Allapattah in the Department of Off -Street Parking budget to be distributed for economic redevelopment efforts in both Allapattah business districts. The Department of Off -Street Parking recognizes the significance of the two business districts joining together in this effort. It is an exciting opportunity for the Department in conjunction with the City of Miami to be the catalyst for these two diverse neighborhoods to work cooperatively for the benefit of the entire community. The Department of Off -Street Parking is in the process of moving forward with the meter installation project and the allocation of the $2009000 to support the economic development projects in the area. To carry out this plan, the City Manager and City Commission must approve the redirection of the $2009000 payment from the Department of Public Yorks to the appropriate City agency for distribution. Once the approvals are received. the Department of Off - Street Parking recommends the following approach for the allocation of the funding: o Establish a task force made up of representatives from the City of Miami Planning and Community Development Departments, Department of Off -Street Parking, and of the two Allapattah business districts (CSO's and business leaders). o Set as the responsibilities of the task forces 1) To identify activities/projects to which the Department of Off -Street Parking funding will be allocated. The activities/projects should represent a mix which benefit both sectors of the Allapattah area and encourage further cooperation.
