INTRODUCTION
Miami...Sun, Fun, Beaches...Gateway to the Americas ... New World Center...
the Magic City... International Trade and Finance Center ... and Liberty
City. For the past several years, Miami has sought to counter -act the
image problems created by the 1980 riots and the more recent 1982 civil
disturbances by emphasizing the positive assets of the Greater Miami area.
In the last several years, significant accomplishments have been made to
revitalize the area economically, socially, and culturally, and yet only
the surface of a community plagued with an abundance of problems real and
perceived have been affected.
Unlike a decade ago, the local economy has made a transition from almost
total dependence on tourism, agriculture and construction to a more
diversified economy encompassing international trade, commerce and
finance. Yet, the opportunities for Black participation in the diversifi-
cation are perhaps more constrained due to the requisite specialized
skills (foreign language, trade laws, banking and finance).
As Liberty City lurks in the shadow of a booming local economyg it should
be understood that the image of Liberty City, Overtown and other Black
communities throughout Dade County are inextricably linked to the image of
the total community.
The Sunstreet Festival Committee of Greater Miami, Inc., a group of
concerned local business owners and residents, was formed to add another
dimension to private and public sector approaches for improving the
economic conditions of the Black community by creating an image that
encourages tourists and local residents to visit and patronize the
business and entertainment establishments of the area. SUNSTREET
FESTIVAL, a showcase production of Black Miami, is proposed as an
immediate strategy toward the ultimate quest for participation by the
Black community in the thriving economy of Dade County.

BACKGROUND
Prior to incorporation, an informal committee of interested individuals
began to explore the feasibility of improving the image of Black Miami by
sponsoring a weekend of events to attract tourists and local residents to
the area. In turn, the interests and image of all Dade County would be
served.
The Sunstreet Festival Committee, Inc., a non-profit corporation regis-
tered in the State of Florida since 1983s was established to promote
tourism and economic development in the Miami -Liberty City area via the
production of sporting, educational, cultural, and entertainment events.

The Executive Board has the responsibility for providing general direction
and making policy decisions relative to the planning and implementation of
the Sunstreet Festival. However, the daily activities of the festival are
managed by a full-time director who is responsible for coordinating and
directing the more than 200 volunteers who staff and chair the various
festival committees that involve thousands of participants.
Sunstreet Festival is a production of many events which, when taken indi-
vidually, provide more insight into the talents and accomplishment of a
people, the community.

Taken collectively, Sunstrcet's events hold promise of a future filled
with opportunity for a long deserving people.
BENEFITS OF SUNSTREET FESTIVAL
The Sunstreet Festival concept was begun with many goats in mind includ-
ing,- but not limited to, improving Liberty City's image, promoting area
economic development and encouraging tourism in the Miami -Liberty City
area.
All festival activities and events will occur in the Miami -Liberty City
and Metropolitan Dade County areas, and are designed to interest and
attract all of Miami's multi -ethnic, multi -cultural populace and visitors.
For many, it will be the first opportunity to visit and trade in the Black
community.
Dade County is a rapidly growing and expanding urban area. About one -and -
three quarter million people live within a developed land area of approxi-
mately 300 square miles. It is experiencing rapid social and economic
change. Daily, the downtown skyline is being transformed by increasingly
tall mugastructures. A new mass transit system, though incomplete, is in
place and functioning. Its tri-ethnic, multi -cultural make-up continues
to pose new challenges and new opportunities.

Blacks in Dade are members of one of the largest and fastest growing urban
concentrations of Blacks in the United States, with an estimated black
population of 335,000. Other metropolitan areas with similar population
numbers are Washington, D.C., Baltimore, Atlanta, Houston, New Orleans,
Memphis, Norfolk and Dallas. About 22% of Dade's Black population live in
the City of Miami, the focal point for the majority of festival events.
The local merchants and residents are actively involved in the revi-
talization of their community which is still being plagued with negative
perceptions. Sunstreet is determined to alleviate this and other similar
problems in the community. The goal of the 1986 Sunstreet Festival
Committee is to raise $100,000 in cash contributions. All monies are to
be utilized to cover the various festival expenses including but not
limited to crowd control/security, festival events, facility use, and
liability insurance. Non -monetary donations (in -kind services) are
actively sought, and amount to a substantial contribution to the festival.
There is a great need for continued corporate and small business
involvement to provide support and assistance as the festival moves
forward toward greater financial independence, and achievement of its
established goals. Without such support at this point, the existence of
the festival would be jeopardized. The Sunstreet Festival Committee, Inc.
is requesting your support of the 1986 Sunstreet Festival. There are

Let understanding lead the way
Everyone no doubt has his own favorite story of 19M
whether it is one that flashed brightly for a short time before it
flickered and died out, or whether It Is part of that long jagged
line of history that links one year to the next.
For us, one of the best stories of 1985 is one that should be
Imitated in varying forms many times over this year and for years
to come. It Is a awry about people, about sharing, compassion and
cooperation.
The Sunatreet celebration in Liberty City was facing
extinction a little less than a month ago because the city of Miami
had voted earlier in 1985 to stop funding all festivals. There was
no money for police patrols or street cleanup crews.
After festival organizers explained their plight, about 100
police officers representing black. Hispanic and An o lice
groups volunteered to patrol during the parade and festival. and
about 30 volunteers from Dade falls offered to clean the streets
afterward. As a result. an Important event was saved.
There will be events that get larger headlines, that involve
more money, that affect more people, that excite the populace to
greater demonstrations of pride and achievement. But those can
only match. not exceed, the cooperation and understanding
shown by those who made the Sunstreet Festival a success.
Like any major metropolitan area. Dade County has its sham
of problems. But if people put aside their differences long enough
to talk to each other. to understand and help each other, the other
problems will be solved. too.
A society Is measured best by how It helps those who need
help the most. When Dade County measures up adequately In that
respect, it will be a more comfortable place in which to live, no
matter what year the calendar says it Is.
