A RESOLUTION ACCENTING THE:; BID OF
TOXICOLOGY TESTING SERVICE FOR FURNISHING
LABORATORY SERVICES TO THE DEPARTMENT OF
PERSONNEL MANAGEMENT ON A CONTRACT BASIS
FOR ONE (1) YEAR RErNEWABLE AUNUALLY AT A
TOTAL PROPOSED FIRST YEAR COST OF
$60,000.00; ALLOCATING FUNDS THEREFOR FROM
THE 1986-87, OPERATING BUDGET; AUTHORIZING
THE CITY MANAGER TO INSTRUCT THE CHIEF
PROCUREMENT OFFICER TO ISSUE A PURCHASE
ORDER FOR THIS SERVICE.
WHEREAS, pursuant to public notice, sealed bids were
received July 7, 1986 for the furnishing of Laboratory Services
to the Department of Personnel Management; and
WHEREAS, invitations were mailed to 20 potential
suppliers and 2 bids were received; and
WHEREAS, funds for this purchase are available in the
1986-87 Operating Budget; and
WHEREAS, this service will be used by the Department of
Personnel Management for the purpose of performing Pre -employment
urine/drug profiles for for Fire, Police and any other designated
applicant and to perform substance abuse testing when needed; and
WHEREAS, the City Manager and the Director of the
Department of Personnel Management recommend that the bid
received from Toxicology Testing Service be accepted as the
lowest responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The July 7, 1986 bid of Toxicology Testing
Service for furnishing Laboratory Services on a contract basis
for one (1) year renewable annually to the Department of
Personnel Management at a total proposed first year cost of
$60,000.00 is hereby accepted with funds therefor hereby
allocated from the 1986-67 Operating Budget.

Section 2. That the City Manager is hereby authorized
to instruct the Chief Procurement Officer to issue a Purchase
Order for this service.

other designated applicants on a contract basis for one (1) year
to the Department of Personnel 114anagement.
Ordinance No. 10062 established a goal of Awarding 51% of the
City's dollar volume of all expenditures for All Goods and
Services to Black, Hispanic and Women Minority Business
Enterprises on an equal basis.
Minority Vendors who are interested in submitting bids and who
are not registered with the City as minority vendors are advised
to contact the City Procurement Management Office, 1390 N.W. 20th
Street, Second Floor, Telephone 579-6380.
Detailed specifications for the bids are available upon request
at the City Procurement Management Office.
The City Manager may reject all bids and readvertise.

a Resolution be passed accepting the lowest
responsible and responsive bid as received
from Toxicology Testing Services for
providing Laboratory Services on a contract
basis for one 1 year, at a total cost of
$400000.

Discussion/Background: Pursuant to public notice, sealed bids
were received July 7, 1986, to provide Laboratory Services on a
contract basis for one (1) year to the Department of Personnel
Management.
Invitations were mailed to 31 potential bidders (including 11
courtesy bids). Two "Yes" bids and four "No" bids were received.
Specifically, laboratory services will include pre -employment
urine drug profiles for Fire, Police and any other other desig-
nated applicant. Laboratory services will also include testing
of employees suspected of being under the influence of alcohol or
may have been using, possessing, dispensing or selling any ille-
gal drug or controlled substance not prescribed by a licensed

The need for laboratory services is outlined in Section 3(f) of
Ordinance No. 8526 adopted by the City Commission on January 20,
1976. The specifications for this mandate are for the Department
of Personnel Management to establish and maintain medical ser-
vices which shall include a medical examination of employees and
potential employees. Additionally, recently negotiated labor
agreements allow substance abuse testing.
Provisions have been made within the FY 186-87 operating budgets
of Fire, Labor Relations and Police to defray the costs associ-
ated with laboratory services. This medical related expenditure
is exempt from the purchasing freeze.
