A RESOLUTION RATIFYING, ,A.PPROVING AND CONFIRMING, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, THE ACTIONS OF THE CITY MANAGER IN FINDING THE PURCHASE AND INSTALLATION OF HURRICANE SHUTTERS FOR THE FIFTH FLOOR OF THE DON HICEKMAN BUILDING TO BE AN EMERGENCY PROJECT AND IN AUTHORIZING THE ISSUANCE OF AN EMERGENCY PURCHASE ORDER FOR THE PURCHASE OF SAID SHUTTERS TO WEATHER CONTROL FOR THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION AT A TOTAL PROPOSED COST OF $19,359.77; ALLOCATING FUNDS THEREFOR FROM THE 1985-86 OPERATING BUDGET. WHEREAS, pursuant to public notice, sealed bids were received July 16, 1986 for furnishing and installation of Hurricane Shutters on the Fifth Floor on the Don Hickman Building to the Department of General Services Administration; and WHEREAS, invitations were mailed to 18 potential suppliers and 2 bids were received; and WHEREAS, funds for this purchase are available in the 1985-86 Operating Budget; and WHEREAS, this service will be used by the Department of Fire, Rescue and Inspection Services for the purpose of providing protection for Fire Communication personnel and the 800 MHz System Manager Equipment for both police and fire communications located on the fifth floors; and WHEREAS, the City Manager and the Directors of the Departments of General Services Administration and the Fire Rescue and Inspection Services have determined that the bids received from Weather Control be accepted as the lowest responsible and responsive bid; WHEREAS, the City Manager has made a written finding that a valid emergency need existed as .it is now. the middle of the hurricane season and it was necessary to expedite the installation of the shutters; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDAs MEETING OF 5LP 69dtl AMF Section 1. The City Manager's written finding that a s valid need existed for considering as an emergency the herein t. purchase and installation of an emergency order for said hurricane shutter is hereby ratified by an affirmative vote of not less than 4/5ths of the members of the City Commission. Section 2. The City Manager's action in authorizing the Chief Procurement Officer to issue a Purchase Order to Weather Control in the amount of $19,359.77 for the purchase and installation of hurricanes shutters at the Don Hickman Building, fifth floor to the Department of General Services Administration with funds therefor hereby allocated from the 1985-86 Operating Budget, is hereby ratified, approved and confirmed. Odi o %/ _) Shutters City Manager ENCLOSURES: Award of Bid, Resolution and Mabulation It is recommended that the award of a contract for purchase and installation of hurricane shutters at the fifth floor of the Don Hickman Building located at 275 N.W. 2nd Street, be ratified, approved and confirmed as an emergency action of the City Manager. Also to authorize the issuance of an emergency purchase order for the purchase of said shutters to the lowest responsive bidder, Weather Control, Inc. for a total cost of $19,359.77, for which funds are available in the 1985-86 operating budget. $19,359.77 % of Cost Estimates: N/A Budgeted Amount: $19,359.77 Source of Funds: 1985-86 Internal Services Fund, Property Maintenance Division, Repair and Maintenance Services - Outside. Minority Participation: Award is recommended to a non -minority vendor. Public Hearings/Notices: N/A Assessable Project: N/A Discussion/Background: Pursuant to Rid #85-86-101, bids were received July 16,1986 to purchase and install hurricane shutters for the fifth floor of the Don Hickman Building. The bids were received and reviewed and the lowest acceptable bid submitted for purchase and installation of the hurricane shutters was from Weather Control, Inc., for $19,359.77. These shutters will provide hurricane protection to the 800 MHz System Manager equipment providing both police and fire communications, which is located on the fifth floor of the Don Hickman Building. Damage to the system could result in total loss of radio communications to police and fire personnel in a critical, emergency situation. Since we are in the midst of the hurricane season, it was necessary to expedite the installation of the shutters. For this reason, the City Manager determined it was appropriate to award the contract on an emergency basis. It is recommended that the award of a contract for purchase and installation of hurricane shutters at the fifth floor of the Don Hickman Building located at 275 N.W. 2nd Street, be ratified, approved and confirmed as an emergency action of the City Manager. Also, it is recommended that the issuance of an emergency purchase order be authorized for the purchase of said shutters to the lowest responsive bidder, Weather Control, Inc. for a total cost of $19,359.77.
