ENFORCEMENT TRUST FUND TO LEASE THIRTY (30)
AUTOMOBILES FOR A PERIOD OF TWELVE MONTHS,
SUCH AUTOMOBILES TO BE USED BY THE POLICE
DEPARTMENT FOR OPERATION S.T.I.N.G. (STRATEGY
TO INHIBIT NARCOTICS GROWTH), THE STREET
NARCOTICS UNIT (S.N.U.), THE CRIMINAL
INVESTIGATION TACTICAL APPREHENSION TEAM
(C.I.T.A.T.), THE DIRECTED PATROL DETAILS,
AND THE PROFESSIONAL REVIEW AND INVESTIGATIVE

EXPENSES HAVING BEEN APPROVED BY THE CHIEF OF

WHEREAS, the City Commission recognizes the threat to the
physical and mental health of all people due to the distribution and
sale of illegal drugs in the Miami community and throughout the
United states; and
WHEREAS, the City Commission recognizes the importance of, and
fully supports, law enforcement efforts to reduce the distribution
and sale of illegal drugs in the Miami
community and throughout
the

United States; and
WHEREAS, the detection and arrest
of those persons involved
;in
the distribution and sale of illegal
drugs would assist in
the.
reduction of such criminal activity; and
WHEREAS, the detection and arrest
of those persons involved
in
associated criminal activities such as dealing
in stolen property
and
other items of contraband would also
assist in the reduction
of
criminal activity; and
WHEREAS, the creation and continued maintenance of the Police
Department's Street Narcotics Unit (S.N.U.), Operation S.T.I.N.G.
(Strategy to Inhibit Narcotics Growth), the Criminal Investigation
Tactical Apprehension Team (C.I.T.A.T.), the Professional Review and
Investigative Detail (P.R.I.D.E.), and Directed Patrol Details is a
progressive effort to combat the distribution and sale of illegal
drugs and other criminal activities within the community; and
WHEREAS, the use of unmarked leased automobiles is an effective
law enforcement tool which should be used by the Police Department's
Street Narcotics Unit (S.N.U.), Operation S.T.I.N.G, the Criminal
Investigation Tactical Apprehension Team (C.I.T.A.T.), the
Professional Review and Investigative Detail (P.R.I.D.E.) and
Directed Patrol Details; and
WHEREAS, the use of unmarked lease automobiles is vital to
reduce the risk of police officers being identified by the criminal
element; and

WHEREAS, the City of Miami is currently party to a contract for
lease vehicles and the lease of these vehicles would be a
continuation of this existing contract; and

WHEREAS, the use of such leased vehicles will require funding to
cover, necessary costs and expenses to be incurred by the Police
Department after approval of such costs and expenses by the Chief of
Police; and
WHEREAS, funds to cover these necessary costs and expenses have
not been included in the Police Department's normal operating budget;
and

WHEREAS, the Police Chief has recommended adoption of this _
resolution and funds to cover these necessary costs and expenses are
available in the City of Miami Law Enforcement Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA: 4
Section 1. An amount, not to exceed One Hundred Forty Thousand
Dollars ($140,000.00), is hereby allocated from the City of Miami Law
Enforcement Trust Fund to cover necessary costs and expenses of
leasing thirty (30) automobiles for a period of twelve (12) months,
such automobiles to be used by the Police Department's Street
Narcotics Unit (S.N.U.), Operation S.T.I.N.G., Criminal Investigation

Tactical Apprehension Team (C.I.T.A.T.), Professional Review and
Investigative Detail (P.R.I.D.E.), and Directed Patrol Details in
combating the distribution and sale of illegal drugs and associated
criminal activities, such as burglaries, robberies and prostitution -
related crimes, upon such costs and expenses having been approved by
the Chief of Police.

It is recommended that the City
Commission adopt a resolution allocating
an amount not to exceed One Hundred
Forty Thousand Dollars ($140,000.00)
from the Law Enforcement Trust Fund to
lease thirty (30) automobiles for a
period of twelve (12) months, such
automobiles to be used by the Police
Department for Operation S.T.I.N.G.
(Strategy to Inhibit Narcotics Growth),
the Street Narcotics Unit (S.N.U.), the
Criminal Investigation Tactical
Apprehension Team (C.I.T.A.T.), the
Directed Patrol Detail, and the -_
Professional Review and Investigative
Detail (P.R.I.D.E.); upon such cost and
expenses having been approved by the
Chief of Police.
The creation and continued maintenance of special units within
the Miami Police Department has created a need for additional
unmarked cars. These specialized units need rental vehicles to
safely and effectively interact with the criminal element in our
community. At the present time, the only available vehicles are
unmarked police vehicles which are easily identified by members
of the criminal community.
Specifically, these units are responsible for:
S.N.U./S.T.I.N.G. - combating the distribution and sale of
illegal street drugs
C.I.T.A.T. - identifying and apprehending criminals who deal
in stolen property, drugsr and other items of
contraband

These special police units are being expanded to make a greater
impact to eliminate the criminal element within our community.
Utilization of rental vehicles is necessary because of the need
to. change vehicles frequently to reduce the risk of
identification as police officers by the criminal elements.
The Chief of Police recommends this resolution be adopted.
Funds are available in the City of Miami Law Enforcement Trust
Fund.
