' A RESOLUTION DESIGNATING AS A CATEGORY "B" PROJECT, THE CONVERSION OF EXISTING RETAIL SPACE, ADJACENT MALL AND SERVICE AREAS AT THE CITY OF MIAMI/UNIVERSITY OF MIAMI, JAMES L. KNIGHT INTERNATIONAL CENTER, INTO EXHIBITION SPACE; RATIFYING THE CITY MANAGER'S AUTHORIZATION TO ADVERTISE FOR THE ACQUISITION OF PROFESSIONAL PLANNING AND DESIGN SERVICES; APPOINTING A CERTIFICATION COMMITTEE OF NOT LESS THAN THREE (3) MEMBERS AND APPOINTING JOHN E. GILCHRIST DIRECTOR, DEPARTMENT OF DEVELOPMENT AS CHAIRMAN OF THE COMPETITIVE SELECTION COMMITTEE, IN ACCORDANCE WITH ORDINANCE NO. 9572, ADOPTED FEBRUARY 10, 1983, WHICH ORDINANCE ESTABLISHED PROCEDURES FOR CONTRACTING SUCH PROFESSIONAL SERVICES AND ALSO ESTABLISHED COMPETITIVE NEGOTIATION REQUIREMENTS WITH REGARD TO THE FURNISHING OF SUCH SERVICES. WHEREAS, the City of Miami recognizes the importance of providing first class exhibition facilities in Downtown Miami in order to attract conventions and trade shows, and to enhance commerce and economic growth in the downtown area, and WHEREAS, by Resolution 86-120 on February 13, 1986, the City Commission authorized the negotiation of an agreement with Miami Center Associates for the conversion of approximately 36,500 square feet of retail facilities and City Space at the James L. Knight Center for the purpose of utilizing this space as an exhibition facility for the Center and the downtown area hotels; and WHEREAS, by Resolution 86-340 on May 7, 1986, the City !` Manager was authorized to execute said agreement in a form acceptable to the City Attorney; and r E. WHEREAS, $3,000,000 is available from the Subordinate Note 1 held by Sun Bank Miami, N.A. to be utilized for an interim/permanent exhibition facility in the City of Miami; and WHEREAS, the City of Miami will be seeking the professional services of an appropriately qualified and experienced architectural I 1 consultant to provide along with subconsulting engineers complete i design and construction administration services for this project; and CITY" Co SIGN ETMG OF SEPI CC 1. WHEREAS, the City Manager recommends that the conversion of retail space, adjacent mall and service areas in the City of Miami/University of Miami, James L. Knight International. Center be designated a Category "B" Project in accordance with the provisions of Ordinance No. 9572, adopted February 10, 1983; and WHEREAS, Ordinance No. 9572 also requires the establishment of a Certification Committee of not less than three (3) professionals, qualified in the fields of endeavor or practices involved, to review the qualifications, performance data and related information provided by those responding to the City's Request for Professional Services; and WHEREAS, the City Manager recommends that John E. Gilchrist, Director, Department of Development, be appointed as the Chairman of the Competitive Selection Committee in accordance with the provisions of the said Ordinance; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The conversion of existing retail space, adjacent mall and service areas at the City of Miami/University of Miami, James L. Knight International Center, into exhibition space, is hereby designated as a Category "B" Project in accordance with the provisions of Ordinance No. 9572, adopted February 10, 1983, which Ordinance established procedures for contracting for certain professional services and also established competitive negotiation # requirements with regard to the furnishing of such services. r" Section 2, The City Manager's authorization to advertise f. i for professional planning and design services, and issue the Request ti- :; for Proposal Document related to this project is hereby ratified. s' Section 3. On February 13, 1986, by Resolution 86-120, the City Commission authorized the negotiation of an agreement with Miami Center Associates for the conversion of approximately 36,500 square feet of retail facilities and City Space at the James L. Knight Center into exhibition space. As further indicated by the resolution, funding in the amount of $3,000,000 is available from the Subordinate Note held by Sun Bank Miami, N.A. to cover the cost of this project. The project will require architectural and engineering services which must be procured in accordance with Ordinance 9572, adopted February 10, 1983. In that the scope of the work has already been clearly defined, and it is in the City's best interest to proceed on an accelerated schedule, advertisements for the acquisition of professional planning and design services have already been mailed to registered architects in Dade County, and placed in the Miami Herald, Miami Times, Miami Review and Diario Las America. The Request for Proposals Document clearly indicates that the project scope is subject to any modification deemed appropriate by the City Commission, particularly at the meeting of September 11, 1986. It is therefore recommended that the attached resolution be adopted by the City Commission.
