A RESOLUTION RESCINDING THE AWARD AUTHORIZED
BY RESOLUTION NO. 86-316 OF MAY 7, 1986 TO
STARDUST JANITORIAL AND LAWN SERVICES, ALEX
GROUNDS DOCTORS, INC., AND E. & L. LAWN AND
TREE SERVICE, INC. DUE TO FAILURE TO PROVIDE
INSURANCE AS REQUIRED; ACCEPTING THE BIDS OF
MAHOGANY NURSERY AND LANDSCAPING IN THE
AMOUNT OF $68,712 AND OF J. W. MAINTENANCE
AND LAWN SERVICE IN THE AMOUNT OF $25,680
FOR FURNISHING BASIC GROUNDS MAINTENANCE
SERVICES AT FORTY (40) CITY PARRS AND
FACILITIES, ON A CONTRACT BASIS FOR ONE YEAR
WITH THE OPTION TO EXTEND, TO THE DEPARTMENT
OF PARKS, RECREATION AND PUBLIC FACILITIES,
AT A TOTAL PROPOSED COST OF $94,392 FOR THE
FIRST YEAR; USING FUNDS PREVIOUSLY ALLOCATED
UNDER RESOLUTION 86-316 FROM THE 1985-86
SPECIAL PROGRAMS AND ACCOUNTS, PARK
IMPROVEMENT FUND; AUTHORIZING THE CITY
MANAGER TO INSTRUCT THE CHIEF PROCUREMENT
OFFICER TO ISSUE PURCHASE ORDERS FOR THESE
SERVICES, SUBJECT TO THE AVAILABILITY OF
FUNDS.
WHEREAS, pursuant to public notice, sealed bids were
received February 6, 1986 for the furnishing of Basic Grounds
Maintenance Service at forty (40) City Parks and Facilities, on a
contract basis for one year with the option to extend the
contract term, to the Department of Parks and Recreation; and
WHEREAS, invitations were mailed to ninety-five (95)
potential suppliers and fifteen (15) bids were received; and
WHEREAS, funds for this purchase are available in the
1985-86 Special Programs and Accounts, Park Improvement Fund; and
WHEREAS, these services will be used by the Department of
Parks and Recreation for the purpose of providing regular grounds
maintenance services and litter control at various lesser used
parks and facilities throughout the City, as directed by the
Management Initiatives Task Force; and
WHEREAS, the City Manager and the Director of the Department
of Parks, Recreation and Public Facilities recommend that the
award authorized under Resolution No. 86-316 of May 7, 1986 to
Stardust Janitorial and Lawn Services, Alex Grounds Doctors, Inc.
and E. & L. Lawn and Tree Service, Inc. be rescinded due to
failure to provide insurance as required by contract conditions;

WHEREAS, it is further recommended that the bids received
from Mahogany Nursery and Landscaping and J. W. Maintenance and
Lawn Service, Inc. be accepted as the next lowest responsible and
responsive bids;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section I. The contract awards to Stardust Janitorial and
Lawn Services, Alex Grounds Doctors, Inc., and E. & L. Lawn and
Tree Service, Inc. under Resolution No. 86-316 adopted May 7,
1986 for grounds maintenance services are hereby rescinded due to Ys

required by City bid terms.;

Section 2. The bids of Mahogany Nursery and Landscaping in
the amount of $68,712 and J W. Maintenance and Lawn Service, Inc. Yt

instruct the Chief Procurement Officer to issue Purchase Orders
for these services, subject to the availability of funds.

It is recommended that a resolution be passed
concerning Bid No. 85-85-52, Grounds Maintenance
Contracts, rescinding the award to Stardust
Janitorial, Inc., Alex Grounds Doctors, Inc.,
and E & L Lawn and Tree Service, Inc. as
authorized by Resolution No. 86-316 = for
failure to provide insurance as required,
accepting the bids of Mahogany Nursery and
Landscaping in the amount of 68,712 and J. W.
Maintenance and Lawn Service, Inca. in the amount
of $25,680 for furnishing basic grounds
maintenance services at 40 City properties on a _
contract basis to the Department of Parks,
Recreation and Public Facilities for a total
proposed amount of $94,392 for one year.
Pursuant to public notice, sealed bids were received February 6,
1986 for furnishing regular Grounds Maintenance Services at forty
(40) City Parks and Facilities, on a contract basis for one year
with the option to extend, to the Department of Parks, Recreation
and Public Facilities. Bid invitations were sent to ninety-five
(95) potential suppliers. Fifteen (15) bids and one (1) "no bid"
were received. Minority Participation included bids from eleven
(11) Black firms, two (2) Hispanic and two (2) female -owned
businesses. Both newly recommended firms are owned by Black
Americans.
The Commission, via Resolution No. 86-316 of May 7, 1986, awarded
these contracts the low bidders, Stardust Janitorial and Lawn
Service, Alex Grounds Doctors and E. & L. Lawn and Tree Service,
Inc. Despite pre -bid conferences and several post bid meetings,
none of these contractors have provided insurance as stipulated
by the bid. All have been notified as to the consequences of
this failure.
in order to improve conditions at, these 40 properties, as
invisioned by the Management Initiatives Task Force, it is
imperative that award be made immediately to the next lowest
bidders. Both Mahogany and J. W. Maintenance have assured the

Minority Procurement Officer that they are able and willing to
comply. While the revised award is substantially higher than the
previous contract amount, it is within 8% of the City's original
cost estimate for the contract.
This action will complete the conversion of the Parks Operations
Division from a Mobile Crew maintenance system to a combination
of station -manned, mobile, and contractual labor forces. It is
anticipated that this arrangement will bring about significant
improvement in park conditions and will free up additional labor
for City station -manned and mobile crews.
The properties included in this bid are lesser -used parks and the
grounds surrounding certain City office buildings. For the first
year of the contract, only basic lannscape maintenance service
will be provide by these outside firms: moving, trimming, edging,
shrubbery care, and litter control. The City will provide
fertilization, tree pruning and major landscape work as needed.
Funds for this purchase are available in the 1985-86 Special
Programs and Accounts, Park Improvement Fund.
