SUBJECT: Rental Rehabilitation
Program
FROM: Cesar H. Odio City Commission Agenda
REFERENCES:
City Manager. September 11, 1986
ENCLOSURES:
It is recommended that the City
Commission approve a resolution
authorizing the City Manager to
accept a Rental Rehabilitation
Program Grant from the U. S.
Department of Housing and Urban
Development for $155,000 of
additional PY 1985 funds to
-ease the supply of affordable,
- standard rental housing for lower
income families, and further
authorizing the City Manager to
execute and submit the necessary
contracts and agreements to the U.
S. Department of Housing and Urban
Development.
The City of Miami has been awarded $155,000 in additional Fiscal Year
1985 Rental Rehabilitation Program funds by the U. S. Department of
Housing and Urban Development. This bonus allocation is granted in
recognition of the C ity's good performance in committing all of the
funds ($1,386,800) originally approved under the PY 1984 and 1985
grants. In addition, Section 8 Existing Certificates and/or vouchers
will be made available based on ratio of one for every $5,000 of
grant funds.
The Rental Rehabilitation Program provides rental rehabilitation
grants to units of local government to help finance the cost of
rehabilitation of privately owned rental housing development. The
Program is designed to increase the supply of standard housing units
affordable to lower income families. This is achieved by (1)
supplying government funds for financial assistance to rehabilitate
existing units and (2) providing rental subsidies in the form of
Section 8 certificates to lower income families to help them afford
the rent of units in projects assisted with program funds or to find
alternative housing.
Rental Rehabilitation Program Grant financing will be made available
to owners of real property located in Community Development Target
Areas. The funds will be used in conjunction with Community
Development Block Grant funds to leverage private dollars to finance
the rehabilitation of multifamily rental housing.
It is recommended that the City Commission authorize the City Manage:
to accept this grant and execute the required contract and agreements
to implement the program.
