FOR FURNISHING ALL LABOR AND MATERIALS FOR INSTALLATION OF FENCING AT EIGHT (8) CITY POOLS TO THE DEPARTMENT OF PARKS, RECREATION AND PUBLIC FACILITIES AT A TOTAL PROPOSED COST OF $1441135; ALLOCATING FUNDS THEREFOR FROM THE 1985-86 SPECIAL PROGRAMS AND ACCOUNTS - PARK IMPROVEMENT FUND; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE ASSISTANT CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS FOR THESE MATERIALS. WHEREAS, pursuant to the public notice, sealed bids were received April 281* 1986 for the furnishing of all labor and materials, including installation, for Fencing at Eight (8) City Pools to the Department of Parks, Recreation and Public Facilities; and WHEREAS, invitations were mailed to 32 potential suppliers and 3 bids were received; and WHEREAS, funds for this purchase are available in the 1985- 86 Special Programs and Accounts - Improvement Fund; and WHEREAS, this material will be used by the Department of Parks, Recreation and Public Facilities for the purpose of providing increased security at these City Pools: Curtis, Gibson, Range, Morningside, Shenandoah, Virrick, West End and Williams; and WHEREAS, the City Manager and the Director of the Department of Parks, Recreation and Public Facilities recommend that the bid received from Fence Masters, Inc. be accepted as the lowest responsible and responsive bid; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The April 28, 1986 bid of Fence Masters, Inc. for furnishing all labor and materials for Fencing at Eight (e) City Pools to the Department of Parks, Recreation and Public Facilities at a total proposed cost of $144,135 is hereby accepted with funds therefor hereby allocated from the 1985-86 Special Program and Accounts - Park Improvement Fund. Minority Participation: Vendor is a non -minority Public Hearing/Notices: N/A Assessable Project: N/A Discussion/Background: Pursuant to public notice, sealed bids were received April 28, 1986, for the purchase and installation of Fencing at Eight (d) City Pools to the Department of Parks, Recreation and Public Facilities. Bid invitations were sent to thirty two (32) potential suppliers, including nine (9) Hispanic and three (3) Black firms. Three (3) bids "no bid" were received. Minority participation included bids from one (1) Black and one (1) Hispanic firm. Security at City pools is vital to the safety of our citizens. The existing diamond mesh (chain link) fencing surrounding these I pools is continually cut by vandals and climbed by children after hours. The results have been tragic in either situation: a drowning at Hadley in 1983, and electrocution due to vandalism at Range in 1984. The proposed fence material is a Floriade type currently in use at .lose Marti and Hadley Parks. its design makes it virtually impossible to climb, and its steel construction makes it uncuttable. The fencing will be installed at Curtis, Gibson, Morningside, Range, Slienandoah, Virrick, ti4est End and Williams Pools. Funds for the purchase are available in the 1985-86 Special Programs and accounts - Park Improvement Funds.
