ENCLOSURES:of September 11, 1986)
It is recommended that a resolution be
adopted ratifying the actions of the City
Manager to rescind the contract awarded to Al
Martin Industries, Inc., for the project
named ORANGE BOWL RECEPTION ROOM, and to
award a contract to M.E.T. Construction,
Inc., the second lowest bidder.
Bids were received June 23, 1986 for ORANGE BOWL RECEPTION ROOM. As
reflected in the tabulation of bids, the $397,000.00 bid of Al
Martin Industries, Inc., was the lowest responsible bid for the
total bid of the proposal, and a contract was awarded to said firm
on June 26, 1986.
New Florida statutes regarding insurance coverage and premiums have
made it extremely difficult for some contractors to obtain the
necessary insurance, as required to adequately protect the City's
interests. After several meetings and correspondence to resolve
problems with personnel from various City departments directly
involved in the processing of the contract , the contractor notified I
the Department of Public Works that his firm cannot provide neither
the necessary coverage for this project nor a performance bond. The
contractor requested to be released from any contract obligation.
The project in question is of an emergency nature; both the Miami
Dolphins and the Miami Hurricanes were promised the use of this
facility for the start of their regular seasons. The Dolphins have
already started their exhibition games; the Hurricanes need the
facility for September 13, 1986. In an effort to avoid further

delays, and to have the room ready on time for the Hurricanes game,
a contract was awarded and executed with the second low bidder,
M.E.T. Construction, Inc., pending City Commission approval. This
contractor was already oc site working

Dear Mr. Long:
Due to unforeseen circumstances resulting from internal
complexities, an administrative edict issued by the Board of
Directors, at the request of the Stockholders, was announced
by the Chairman of the Board Monday, August 44, 1986.
"In lieu of a rising situation within the
administration, the corporate officers, with much regret,
choose to forfeit/relinquish all rights and duties
pertaining to the City of Miami project orange Bowl
Reception Room,' said the Chairman of the Board for Al
Martin Industries, Inc.
There are several ramifications involved, which left.
