A RESOLUTION RATIFYING, APPROVING AND
CONFIRMING THE CITY MANAGER'S EMPLOYMENT OF
V-
WILLIAM S. TEASDALE FOR ADDITIONAL
PROFESSIONAL SERVICES WITHIN THE ORIGINAL
SCOPE OF SERVICES BUT FOR UNFORESEEN
ADDITIONAL WORK ON THE DINNER KEY MARINA
RENOVATION AND EXPANSION PROJECT PLANS IN
CONNECTION WITH THE NOVEMBER 4, 1985
-
AGREEMENT WITH SAID FIRM FOR A FEE OF $8,650
ALLOCATING FUNDS THEREFOR FROM THE DINNER KEY
MARINA RETAINED EARNINGS FUND.
WHEREAS the City commission, by Resolution No. 85-835
adopted July 259 1985, authorized the City Manager to negotiate
an Agreement with William S. Teasdale, P.E., Consulting
Engineers, to provide professional services to complete the
structural plans for the Dinner Key Marina Renovation and
Expansion project prepared by Greenleaf-Telescaq a firm that went
into bankruptcy and ceased doing business as of February 8, 1985;
and
WHEREAS, an Agreement was executed November 4, 1985 and
Sections I-E and Vt1 provides for the City to authorize
Additional Work within the original scope of the project but
unforeseen at the time of execution; and
WHEREAS, said firm during the course of work provided
additional professional services including additional design,
preparation of additional plans, and made substantial changes in
the existing plans which were beyond the completion of the
unfinished plans and these services will result in substantial
cost savings to the City during the construction phase;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The action of the City Manager be and is hereby
ratified and confirmed for the employment of William S. Teasdale
for additional professional services within the original scope of
services for unforeseen work on the Dinner Key Marina Renovation
and Expansion project plans.
Section 2. The City Manager is hereby authorized to provide
additional compensation in the amount of $8,650 as a fee for
Additional Work with funds therefor allocated from the Dinner Key
Marina Retained Earnings Fund.

It is recommended that a resolution be adopted
ratifying, approving and confirming the City
Manager's employment of William S. Teasdale for
additional professional services within the
original scope of services but for unforeseen
additional work on the Dinner Key Marina
Renovation and Expansion project plans in
connection with the November 4, 1985 Agreement
with said firm for a fee of $8,650; allocating
funds therefor from the Dinner Key Marina
Retained Earnings Fund.
The City Commission by Resolution No. 85-835 on July 25, 1985,
authorized the City Manager to negotiate an Agreement with William
S. Teasdale, P.E., Consulting Engineers, to review and complete
the existing unfinished structural plans for the Dinner Key Marina
Renovation and Expansion project which were originally prepared by
Greenleaf-Telesca, a firm that went into bankruptcy and - ceased
doing business.
An Agreement with William S. Teasdale was executed on November 4,
1986 and the professional services were to include checking of
previous calculations, review of the adequacy of existing plans,
emmnletino and sealing of the Dlans so that Dermits could be
Resolution No. 85-835 allocated funding for the basic services but
did not allocate funds for the additional services which were also
within the original scope of services under the Agreement. At the
time of the Agreement, the existing Greenleaf plans were
represented as 95% complete and significant additional services
were unforeseen.
After a thorough review of the adequacy of the design and the
existing plans, the consultant reported there would be substantial
savings to the City in the construction phase if the structure
were redesigned instead of trying to salvage the existing plans.
By changing the main pier construction to precast modular concrete
units and by the use of treated wood finger piers and decking, the
estimated savings in construction alone would be approximately
$461,000. In addition, there would be substantial savings in
construction time and the resulting pier construction would be
much more compatible with the requirements of the boats at the
Dinner Key Marina.
In order to capitalize on the potential construction savings and
to expedite the project, the consultant is proceeding with the
changes. It is therefore requested that $8,650 be allocated from
the Dinner Key Marina Retained Earnings Fund to pay the fee for
the additional professional services.
