WHEREAS, the City Commission adopted Ordinance No. 8710 on
October 26, 1077, establishing resources and appropriations for
grant funds anticipated by the City of Miami; and
WHEREAS, the City Commission adopted Ordinance No. 10112 on
June 22, 1986, establishing a new Trust and Agency Fund entitled
Community Development Block Grant (Twelfth Year) and
appropriating $0,875,000 for the execution of same; and
WHEREAS, it is anticipated that the Department of Housing
and Development will award to the City of Miami an additional
$2,030,000 to provide expanded community development activities
for the period commencing June 16, 1986, and ending June i5,
1987; and
WHEREAS, the herein Ordinance is a proper vehicle to
appropriate the aforesaid additional Community Development Grant
of $2,030,000;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 10112, adopted
June 12, 1986, is hereby amended in the 'following particulars:1
"Section 1 of Ordinance No. 8719, adopted October 26,
1977, is hereby amended in the following particulars:

APPROPRIATION: Community Development Block
Grant (12th Year)
Section 9, The herein amended appropriation of $11-005=0
for Community Development refers to those publicly supported
physical development activities and those related Social Or
eootomio development activities being carried out within 6
reasonable period of time in accordance with the approved Grant
Program Final Statement.
Section 7. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
Ordinance are hereby repealed.
Section 8. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.

It is recommended that the City COrMissiOt,
approve the attached ord.inance.. and
Resolution, appropriating the additional sum
of $2#030400 added to the City's Community
Development Block Grant as a result of the
passage of H.R. 4515, the Urgent
Supplemental Appropriations Bill which
overturned the deferral of $500 million
Community Development Block Grant funds, the
I U.S. Department of Housing and Urban _
Development (U.S. HUD) has reallocated the
funds among all entitlement jurisdictions,
and authorizing the City' Manager to submit
an addendum for the approved Grant Program
Final Statement to U.S. HUD requesting
increased funding in the amount of
$2,030,000 for the proposed Community
Development Program during 1986-87 and
further authorizing the City Manager, upon
approval of said Grant by HUD, to accept the
same and negotiate the necessary
implementing contracts and agreement.
The City Commission held a public hearing on April 22, 1986, at
which time it allocated $9,875,000 of 12th Year Community
Development Block Grant funds for the 1986-87 Community
Development program year.
Recently, the U.S. Congress passed the Urgent Supplemental
Appropriations Bill which overturned the deferral of $500 million
in Community Development Block Grant funds and made HUD
reallocate -these funds among all entitlement jurisdictions. This
has resulted in an increased allocation of $2,030,000 to the City
of Miami by the U.S. Department of Housing and Urban Development.

Staff will hold a public meeting with the City Of Miami's
Citywide community Development Advisory Board on July 16, 1986t
to discuss rdcoftnendationt for the use of the Additional
$2,030#00 funds. A memo explaining these recommendations will be
submitted to the City Commission at later date, after the meeting
with the Citywide Advisory 8oard takes place.
This addendum should be submitted to HUD as expeditiously as
possible. it is recommended that the city commission approve the
proposed program and authorize the City Manager to proceed.
