In response to your memorandum of August 29, 1986 (copy attached)
and pursuant to your conversation with my staff on September 15,
1986, we have scheduled a public hearing at 6:05 p.m. on
September 25, 1986. The purpose of this public hearing is to
consider and discuss requests by citizens for additional funding
to be used for fighting crime and for renovations and
improvements to neighborhood parks.
Attached is the newspaper notice which is being advertised in
connection with said hearing.

Dear Mr. Odio:
As one of many concerned citizens of Miami, I am
concerned about the recent reorganization in the Police
Department. Specifically, it is requested that the
following questions be addressed:
1. What was the reason for the reorganization?
2. What was the reason for demoting the hightest
ranking Cuban Police Officer?
3. Why was the highest ranking Cuban Police Officer,
who was next in line for consideration for Police
Chief demoted?
4. Why wasn't the highest ranking Cuban Police
Officer given an opportunity of retaining his
rank with a new assignment?
5.4Why wasn't the highest ranking Cuban Police
Officer reassigned the same as the other officers
who were scheduled for demotion? '
6. What happens to the Police Department if the
current Chief retires?
7. In addition the motives why major Greene was
retained at his current rank after Chief Dickson
had publicly announced his demotion.

Chiefs Bared and
Mahoney should be
treated the same
as Chief Harms. At
that time, Commissioner
Carollo
had a board of inquiry
for Chief Harms.
We respecfully
request the same
courtesy be awarded
to Mr. Bared
and Mr. Mahoney.
I would also
like to request
that my name be
agendaed for the
next commission
meeting to discuss
this issue.
