HomeMy WebLinkAboutR-86-0774J-86-737 RESOLUTION NO. 86f -7 741 A RESOLUTION CONCERNING CARNAVAL MIAMI PASEO TO TAKE PLACE MARCH 8, 1987, AND THE 8-K RUN AND CALLE OCHO OPEN HOUSE FESTIVAL TO TAKE PLACE MARCH 13 AND 15, 1987 RESPECTIVELY, TO BE CONDUCTED BY THE KIWANIS CLUB OF LITTLE HAVANA; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS, TO THROUGH VEHICULAR'. "RAFFIC AND ESTABLISHING A TEMPORARY PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES AND ASSURANCES THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY; ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF SAID EVENTS; AUTHORIZING THE SALE OF BEER AND WINE IN CONNECTION WITH SAID EVENTS, SUBJECT TO THE ISSUANCE OF ALL STATE PERMITS; FURTHER RELAXING THE LIMITATIONS ON THE DISPLAY OF FIREWORKS TO ALLOW THE STAGING OF PYROTECHNIC DISPLAYS UNTIL 11:30 P.M. FOR CARNAVAL NIGHT AT THE ORANGE BOWL STADIUM ON MARCH 7, 1987, AND IN THE VIZCAYA AREA FOR A SPONSORS PARTY ON MARCH 14, 1987; CONDITIONED UPON THE ORGANIZERS PAYING FOR ALL COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT AND UPON THE FURTHER CONDITION THAT THE DATES OF THE HEREIN EVENT SHALL BE SUBJECT TO THE APPROVAL OF THE CITY MANAGER AFTER HIS CONSULTATIC*N WITH THE PROMOTER OF THE MIAMI GRAND PRIX. WHEREAS, the Kiwanis Club of Little Havana has requested permission to hold the 8-K run and Calle Ocho Open House Festival on March 13 and 15, 1987 respectively and Carnaval Night and Carnaval Paseo on March 7 and 8, 1987 respectively; and WHEREAS, on June 12, 1986, by Motion No. 86-469, the i City Commission expressed its intent to grant the request received from the Kiwanis Club of Little Havana for street closure, authorization for the sale of alcoholic beverages, designation of areas prohibited to peddlers and extension of fireworks deadline in connection with said events; i �COKM rry ON Amended ECG OP SEP 25 we __ NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during Carnaval Miami Paseo on Sunday, March 8, 1987 and during Calle Ocho 8K Run and Open House Festival on March 13 and 15 respectively, the following streets are hereby closed to through vehicular traffic during the dates and hours specified below: Carnaval Paseo - Sunday, March 8, 1987, 1:00 PH to -West Flagler Street from 12th Avenue to 22nd Avenue -SW 1st Street from SW 12th Avenue to SW 22nd Avenue -All streets and avenues intersecting the area listed above. 8K Run - Friday, March 13, 1987, 6:00 PM to 10:00 PM: -SW 8th Street from Beacom Boulevard to SW lst Avenue -SW 1st Avenue from SW Sth Street to Coral Wa -Coral Way from SW 1st Avenue to SW 2nd Avenue -SW 2nd Avenue from Coral Wav to SW 8th Street Calle Ocho Open House Festival: - Friday, March 13, 1987, 10:00 AM to Honday, !larch 16, 1987, 12 Noon: -SW loth Street Road from SW 8th Street to SW 9th Street -SW 23rd Avenue from SW 7th Street to SW 8th Street Saturday, March 14, 1987, 5:00 AK to 12:00 PH: -SW 8th Street from Beacom Boulevard to SW 22nd Avenue Sunday, March 15, 1987, 2:00 A.M. to 10:00 PM: -SW 9th Street from SW 4th Avenue to SW 27th Avenue Sunday, March 15, 1987, 2:00 AM to 12 Midnight: -SW 8th Street from SW 4th Avenue to SW 27th Avenue -SW 7th Street from SW 4th Avenue to SW 27th Avenue -Beacom Boulevard from SW 7th Street to SW 8th Street -All streets and avenues intersecting the areas listed ` above. s, t Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Such closing of streets is subject to the Kiwanis Club of Little Havana obtaining insurance requirements as mandated by the City of Miami, Finance Department, Risk Management Division. Section 4. Pursuant to the provisions of Ordinance No. 8851, enacted September 28, 1978, all retail peddler's occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid in the area of the public right of way included within and adjoining the streets and avenues described in Section 1, for two blocks in all directions, during the dates and hours specified therein. Section 5. Upon the issuance of a temporary permit by the Florida State Department of Business Regulation, Division of Alcoholic Beverages and Tobacco to sell beer and wine, and pursuant to the City Code, the request of the Kiwanis Club of Little Havana to sell beer and wine in soft containers for three (3) one -day periods in connection with Carnaval Miami scheduled for March 8, 1987 and Calle Ocho 8K Run and Open House scheduled for March 13th and March 15, 1987 respectively, is hereby granted, subject to the issuance of all permits required by law. Section 6. The time limitation on the display of fireworks is hereby relaxed to allow the staging of pyrotechnic displays until 1100 PM on March 7, 1987, at the Orange Bowl for Carnaval Night and on March 14, 1987, in the Vizcaya area in D S connection with a Sponsors Party, subject to the issuance of appropriate permits from the Department of Fire, Rescue and Inspection Services. Section 7. Said herein authorizations are hereby conditioned upon the organizers paying for all costs of City services associated with said event and upon the further condition that the dates of the herein event shall be subject to the approval of the City Manager after his consultation with the promoter of the Miami Grand Prix.
