AN ORDINANCE MAKING APPROPRIATIONS FOR
THE DOWNTOWN DEVELOPMENTAUTHORITY OF
THE CITY OF MIAMI FOR THE FISCAL YEAR
ENDING SEPTEMBER 30t 1987 AUTHORIZING
THE DIRECTOR OF THE DOWNTOWN DEVELOPMENT
AUTHORITY TO INVITE OR ADVERTISE BIDS
FOR THE PURCHASE OF ANY MATERIAL,
EQUIPMENT, OR SERVICE EMBRACED IN THE
SAID APPROPRIATIONS FOR WHICH FORMAL
BIDDING MAY BE REQUIRED PROVIDING THAT
THIS ORDINANCE SHALL BE SUPPLEMENTAL AND
IN ADDITION TO THE ORDINANCE MAKING
APPROPRIATIONS FOR THE FISCAL YEAR
ENDING SEPTEMBER 30, 1987, FOR THE
OPERATION OF THE CITY OF MIAMI, FLORIDA;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the Board of the Downtown Development Authority of
the City of Miami has approved and submitted to the City
Commission a Budget Estimate of the expenditures and revenues of
the Authority for the Fiscal Year 1986-87, as prepared by the
Director of the Downtown Development Authority, copies of such
estimates having been made available to the newspapers of the
City; and
WHEREAS, the City Commission has reviewed the Downtown
Development Authority's Budget Estimate and has approved
appropriations as herein set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following appropriations for the Fiscal
Year 1986-87 be, and the same are hereby, made for the
maintenance and for the purpose of financing the operations and
other legal and proper purposes of the Downtown Development
Authority, to wit,
Personnel Services $ 621,182
professional Services 94,b0
operating Expenses 340,217
Capital Reserve 291,593
Total Required Funds $1,346,992
SOURCE OF REVENUE
Ad Valorem Tax Levy within the
Downtown Development District $1,321,992
OTHER REVENUES
Miscellaneous Income 250000
Total Revenues for Budget $1,346,992
Section 2. Said appropriations are the anticipated
expenditure requirements for the Downtown Development Authority
but are not mandatory should efficient administration of the
Authority or altered economic conditions indicate that a
curtailment in certain expenditures is necessary. The Director
of the Downtown Development Authority, with the approval of the
Board of the Downtown Development Authority, is specifically
authorized to withhold any of these appropriated funds from
'encumbrance or expenditure should such action appear advantageous
to the economical and efficient operation of the Authority.
Section 3. The Director of the Downtown Development
_ Authority, with the approval of the Board of the Downtown
Development Authority, is authorized to make transfers between
the detailed accounts comprising any of the amounts appropriated
by Section Thereof, in order that available and required balance
in any such account may he used for other necessary and proper
purposes and to transfer between any of the amounts appropriated
by Section 1 hereof.
Except as herein provided, transfers between items
appropriated hereby shall be authorized by ordinances amendatory
hereto,

Section 4. The Director of the Downtown Development
Authority is hereby authorised to invite or advertise for bids
for the purpose of any material, equipment or Service embraced in -
the aforementioned appropriations, for which formal bidding is
required; such bids to he returnable as required by law.
Section 5. This Ordinance shall be deemed supplemental and
in addition to the ordinance making appropriations for the fiscal
year ending September 30, 1987, for the operation of the City of
Miami.
Section 6. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 7. If any section, part of section, paragraph,
clause, phrase, or word of. this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.

The attached Fiscal 1986-1987 Operating Budget for the Downtown
Development Authority wns approved by the ''Board of the Downtown
Development Authority.
Enclosed is the Board Resolution approving the budget and
requesting the Ci ty Commission to make appropriations for the
DowntownDevelopment Authority.
It should be noted that the proposed budget does not require any
funds from the City"s General Fund.
