AN EMERGENCY ORDINANCE ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLE04 "ORANGE
BLOSSOM �11, APRRORRIATINGASSIC FUNDS FOR THEIOPERATIO AND
N OF
SAME IN THE AMOUNT OF $100,000 FROM THE
STATE OF FLORIDA: DEPARTMENT OF COMMERCE,
DIVISION OF ECONOMIC OEVELORMENT, TO
PROMOTE THE ORANGE BLOSSOM CLASSIC TO BE
HELD OCTOBER 12TH THROUGH 19TH, 1986;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE,
WHEREAS, on July 28, 1986, the City of Miami entered into an
agreement with the State of Florida: Department of Commerce,
Division of Economic Development, accepting a $100,000 grant for
the purpose of promoting the Orange Blossom Classic; and
WHEREAS, the legislature of the State of Florida has made an
appropriation for such grant in item 211F, Section 1, of the
1986-87 General Appropriations Act and Summary Statement of
Intent; and
WHEREAS, the aforementioned funds will be used to promote the
Orange Blossom Classic activities for the period October 12-19,
1986; and
WHEREAS, the Florida A and M University National Alumni
Association will assume responsibility for developing and
implementing promotional activities for these two events;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 2. All ordinances or parts of ordinances
insofar as they are inconsistent or in conflict with the
provisions of this ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.
Section 4. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami and upon the further grounds of the necessity to make
the required and necessary payments to generally carry out the
functions and duties of municipal affairs.
Section 5. The requirements of reading this ordinance
on two separate days is hereby dispensed wi th by a vote of not
less than four -fifths of the members of the Commission.

It is recommended that the City Commission
adopt the attached resolution authorizing the
z,
City Manager to accept a grant in the amount
of $100,000 from the State of Florida to be
used for promotional expenses related to the
1986 orange Blossom Classic to be held in the
City of Miami on October 12y-19, 1986 and
authorizing the City Manager to execute an
agreement with the sponsors of the event,
conditioned upon substantial compliance With
City of Miami Administrative Policy No, APM-
1-84 dated January 24, 1986; it is further
recommended that the City Commission adopt
the attached ordinance which appropriates the
$100,000 grant from the State of Florida.
The State of Florida has granted the amount of $100,000 to the
City of Miami in support of the 1986 Orange Blossom Classic to be
held in the City of Miami on October 12-19, 1986. The City of
Miami and the State of Florida have executed an Agreement
authorizing the City to disburse the aforementioned amount in -
accordance with the terms and conditions of said agreement, which
restricts the use of funds to promotional expenses.
The attached resolution authorizes the City Manager to accept the
State of Florida grant and to execute an agreement with the
sponsors of the Orange Blossom Classic to ensure that the funds
are properly disbursed. Additionally, we will request that the
Department of Internal Audits and Reviews perform an audit
covering the period of the grant fund expenditure.
The attached ordinance appropriates the $100,000 grant for the
purpose of distributing the aforementioned funds to the organizers
of the Orange Blossom Classic.
It is recommended that the attached resolution and ordinance be
approved by the City Commission.
