Dear Cesar:
I am enclosing a copy of the Street Co -designation Program which is being
proposed by the Latin Quarter Review Board. Copies of this proposed program
have been mailed to every member of the City Commission. The presidents and
board members of the Latin Chamber of Commerce, Little Havana Kiwanis Club
and the Little Havana Development Authority, all endorse and support this
project. Copies of their letters of support are also enclosed.
I would like to respectfully request that this item be placed at the earliest
possible date during the month of September for purpose of discussion in the
City Commission Agenda. I will be joined by other members of the Latin Quarter
Review Board and organizations which support this program to further expand on
any of the details which might be of interest to you and the Commission.
I would greatly appreciate it if you would assist us in trying to make this
project a reality for the Latin Quarter.
Please do not hesitate to give me a call if you have any comments or questions
concerning our request to be placed in the agenda for one of the September
Commission meetings; or if you would like for me to provide you with additional
information concerning details of the proposed Street Co -designation Program.

OBJECTIVE:
To enhance and foster the image of the "Latin Quarter" as a unique
residential/Commercial district, which exemplifies Hispanic cul-
ture and heritage.
ACTION:
Replace all existing street signs within the Latin Quarter District,
with new signs which will be of a different color (i.e. bright
"blue" with white numerals or letters; instead of bright green with
white numerals or letters); will have Spanish names in a cop
designated format, along with current street designations. Please
refer to graphic illustration, Figure #1.
RATIONAL:
The new signs will provide a clear and visible distinction to the
Latin Quarter and in doing so will facilitate its recognition as a
"Unique area" to both passer-by and tourist alike.
The street co -designation, emphasizing Spanish names or places will
accentuate the fact that the Latin Quarter is not just a unique
district, but a unique Spanish district.
FUNDING:
It is proposed that the cost of removing existing signs, fabrica-
tion and installation of the new signs be paid for through Com-
munity Development Funds.appropriated in 1985 to the Latin Quarter
area; or thru general revenue from the City of Miami.
IMPLEMENTATION:
The work of removing the existing signs and installing the new
signs would be accomplished by either the City of Miami Public
Works Department or the County's Public Works Department.
SCHEDULE:
90 days following appropriation of funds.

feel that through projects such as that, our hispanic
heritage will remain an important ingredient in our Miami

In any event. I would like to encourage Parks to
spearhead an effort with both Dade County and the
City of Mieml to have the names of the Spanish ex-
plorers and early settlers significant to our area's his-
tory take their place along our community's major
thoroughfares. I pledge my support to assist her In
this endeavor.
I would only suggest that. In keeping with the
thrust of Parks' "Old Miami" theme, her proposed
Latin street names should not be confined to such a
small area as the Latin Quarter. Instea4 bar, sug-
gested names should have i more far-reaching effect
throughout our community, and should not be limited
just to areas heavily populated by Hispanics. After
all. Pedro Menindez de Avilts has more to do with
Miami than with a tiny area within Little Havana.
The concept developed by the Latin puar Re-
view Board for the Latin Quarter District has more to

fact that there has been an increase in the number of these
dual designation signs which has caused us to divert manpower
and material from installation of:other required traffic control
signs, and further', has required us to replace -street name signs
that are in, excellent condition with now dual designation signs.
In addition, because the post office continues to recognize the
primary designation for purpo'ses of delivering mail, we have
decided to follow the 'Florida!"Depi
artmaut of Transportation's
method of designating State maintained roads which have been
renamed to honor an individual. This poliiy, also, is in
accordance with provisions and guidelines if the Uniform Manual
for Traffic Control Devices.
All new installations of streets which have been renamed to
honor Individuals or organizations, will now be designated by
a single sign at the limit of the designated street facing the
direction of traveling vehicles. The sign *hall be finished
with white letters on a brown background and *hall bear the name
of the honoree in accordance with resolutions passed by the ap-
propriate legal authority creating the co -designation of that
street.

this policy and you can rest assured that we will continue to
cooperate fully in this area.
