ENCLOSURES:
Mr. James F. Dausch, Vice President of The Rouse Company, has
requested the opportunity to introduce Mr. Brian Street, owner and
master of the Israeli Tall Ship "Galaxy" to the City Commission at
its October 9, 1986, meeting.
Mr. Street is scheduled for a personal appearance before the City
Commission to discuss his proposal to build a 160' replica of a 16th
Century British Galleon to be based at the Bayside Specialty Center.

I am enclosing a proposal and some related materials which I
received from Mr. Brian Street, after some conversations with

am advised that the City may re edtly have acquired one) and -to

our site). In discussing this ide&,a with Mr. Street, I indicated
that we would be favorably disposed to his idea if (a) rent of 5%
of gross ticket and concession revenues were paid (we would.split
this 50/50 with the City), and (b):Mr. Street were to absorb all
the capital costs (the ship, the dock pilings, bollards,
electricity, water, etc.). This seems agreeable to him.

the vessel that I propose will be modeled after a 16th Century British
Galleon. This Galleon will be the mast unique ship plying the charter
trade In the United States of America. It will be built to exacting
standards, and will be as close to an honest replica as is feasible,
leaving in mind that they medium of construction wil3 be steel and not
eMood, as In the original. The vessel disensions will be overall 160 ft.
with a draught of 7 ft.
This will allow free navigation within the intar-Coastal water way.
The "bows" of the Galleon will be 38 ft. and It will have three outside
staggered decks. The oanc»pt of a triple deck proposal is that, with
the tropical weather patterns which often develop in the Wad area,'
we would rapidly be syle to awning off the, deck areas and protect the

to the exquisite views and climate, which Miami offers.
The interior of the boat will allow for a conference seam area and/or
dining room which mould accomm;date saai 200 people, r feel this is

vessel uniquely suited to that area.

charters in'Fsrael, where one of sy vessels - "TheMMt-was used by
the minister of Taurian as an official poster format for the city of
8,12at. No did a great doll of bulk sarketing, with the largest of the
Scandamvian and 8ritlsh tceropesators. ;

Zn addition to this, we have successfully operated charter vessels in Cypras
again, marketing primarily through the bulk tourist industry from
Scandanavia and Brltan.
The Galleon will be constructed wider 'my 'own supervision, preferably,
In a yeard in South Ploride. Om should look upon this venture not
just as being exciting and different from the run of the mill tourist
vessel, but also as a very real impetus to tousiam, as wl.I as an
additional source, of employment in the service industries.
Zf Ins are successful in finding a suitable yard in Dade County. the
cost of construction will of course be absorbed .into the local econmy y
and several jobs in the ship construction Industry will be created.
Z believe that it worth that Vy current vessel, the Galaxy,
represented Zsrael in the ra11 Ships Parade.' Zts aesthetic standard is
Irseputable, and the ship that Z propose will;be no less aesthetically :Xz`
correct than Is the Galaxy. This ship represents more than just &*maw
to transport passengers around Biscayne Bay. Z see it as an opportunity
to create a "unique• and Identifiable symbol which will be a flagship
for the city and for the -mouse Corporation.

r Dear Mr. Street,
If the comments we have received from all quarters are
any indication, I believe it is safe to say that OPERATION
SAIL 1986 has strengthened international goodwill and has
brought us at least a league closer to the worldwide peace
and understanding that seems -to be on the horizon.
.This success is due, ofcourse, to the presence of your
magnificent ship GALAXY and the other great sailing ships
which made up the OPSAIL fleet. Their inspiring beauty and
dynamic young crews, gathered under Lady Liberty's torch of
freedom, combined to put forth a spectacular manifestation of
International friendship and the brotherhood of the sea which
transcends all national boundaries.
We are well aware of the great effort on the part of yoy�
and your crew which was necessary to bring your ship to New
York and to have her•iook so beautiful as she passed in
review. As sailors we fervently hope that your rough seas
were few and far between and that you share our conviction
that you have made a tremendous contribution to international
goodwill and to peace and understanding among nations.
On behalf of the Board of Directors of.OPSAIL 86 and the
hundreds of dedicated volunteers on our team, I want to
