HomeMy WebLinkAboutR-86-0819J-86-826 r RESOLUTION NO Q - 8 19 A RESOLUTION APPROVING THE SELECTION BY THE COMPETITIVE SELECTION COMMITTEE OF THE MOST QUALIFIED FIRMS TO PROVIDE LAND SURVEY SERVICES FOR CITY OF MIAMI PROJECTS 1986; AUTHORIZING THE CITY MANAGER TO NEGOTIATE PROFESSIONAL SERVICES AGREEMENTS WITH THE THREE TOP RATED FIRMS TO PROVIDE SURVEY SERVICES; DIRECTING THE CITY MANAGER TO PRESENT NEGOTIATED AGREEMENTS TO THE CITY COMMISSION FOR APPROVAL PRIOR TO EXECUTION THEREOF; FURTHER AUTHORIZING THE CITY MANAGER, IN THE EVENT ANY EXECUTED AGREEMENT IS TERMINATED PRIOR TO COMPLETION THEREOF, TO NEGOTIATE WITH REMAINING LISTED FIRMS FOR AN AGREEMENT TO REPLACE THE ORIGINAL FIRM(S).WITH NO INCREASE IN COMPENSATION OR IN THE TERM OF SAID NEW AGREEMENT WHICH AGREEMENT MAY BE EXECUTED BY THE CITY MANAGER WITH OUT ANY FURTHER APPROVAL OF THE CITY COMMISSION. WHEREAS, a substantial amount of City of Miami contracted construction projects and departmental projects are scheduled for the immediate future; and WHEREAS, the City of Miami Public Works Department is insufficiently staffed to accomplish all land survey work necessary for said projects; and WHEREAS, Agreements with four private Survey firms negotiated in 1984 will have expired by October 1986; and WHEREAS, it is necessary for the City to again engage three Land Survey firms to render professional and technical services; and WHEREAS, funds for said professional and technical services can be allocated as a project expense from the individual project funding; and WHEREAS, by Resolution No. 86-468 passed and adopted on June 12, 1986, the City Commission approved the designation of Land Survey Services for City of Miami Projects - 1986 as a Category "Bn project and appointed Jim Leukanech, P.E. as Chairman of the Competitive Selection Committee; and WHEREAS, in the implementation of the said projects, the City Manager, through the Competitive Selection Committee, solicited expressions of interest from qualified consultants and evaluated the qualifications of those firms which responded to,,�„ his inquiry; and Crff CO.- 3=TING OF OCT 1W r WHEREAS, the most qualified firms for providing professional hand Survey services for City of Miami projects were selected in accordance with the State of Florida Consultants" Competitive Negotiation Act, enacted by the Florida Legislature on July 1, 1973 and by City of Miami Ordinance No. 8965 July 239 1979 ; and WHEREAS, it is in the best interest of the City of Miami to negotiate professional services contracts with three firms for City of Miami projects as soon as possible; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby approves the selection of the Competitive Selection Committee of the following firms as the most qualified to provide professional Land Survey services for City of Miami projects in the rank order listed: 1. Manuel G. Vera and Associates, Inc. (A 100% minority owned firm) 2. Metric Engineering, Inc. (A 100% minority owned firm) 3. Campanile and Associates, Inc. (A 50% minority owned firm) 4. Jim Beadman & Associates, Inc. 5. E. R. Brownell & Associates, Inc. 6. Ludovici & Orange Consulting Engineers, Inc. Section 2. The City Commission hereby authorizes the City Manager or his designee to negotiate three professional service agreements on behalf of the City of Miami with the rank ordered firms listed in Section 1 hereinabove for Land Survey services for City of Miami projects, beginning with the first three rank ordered firms for such professional Land Survey services as may be required. During the negotiations procedure, in the event that the City Manager or his designee cannot negotiate an agreement which, in his opinion, is fair, competitive and reasonable, with any one or more of the first three rank ordered firms, then he is hereby authorized to terminate such negotiations and to proceed to negotiate with the remaining firms in the order listed until fair, competitive and reasonable agreements have been reached with three firms. fE a:> Section 3. The City Manager is directed to present to the City Commission the negotiated agreements at the earliest scheduled meeting of the City Commission immediately following the negotiation of the contracts for approval by the City Commission prior to execution. Section 4. a) The City Commission also hereby authorizes the City Manager or his designee to negotiate with the remaining firms in the order listed in the event that any authorized executed agreement(s) with one or more of the above top three rated firms is terminated prior to completion thereof with the maximum compensation allowed to any new firm(s) being the amount remaining in the terminated agreement; b) the expiration date of any terminated agreement as described in subsection (a) above shall also be the termination date of new agreement which may be executed by the City Manager without further City Commission approval. Odio DATE: 8 E® 3 0 19 Mott SURACT: Resolution - Approving Selection of Three Firms for "band Survey Services for City of Miami Projects - 1986" REFERENCES: City Manager City Commission Meeting ENCLOSURES: City - October 7, 1986 It is recommended that the City Commission accept the recommendations of the Competitive Selection Committee by adopting a resolution approving the selection of the most qualified firms to provide "Land Survey Services for City of Miami Projects - 1986"; and authorize the City Manager to negotiate Professional Service Agreements with the top three rated firms and submit the negotiated agreements to the Commission for approval. The City is proposing to contract for a substantial amount of Highway, Sewer and Park construction projects in the immediate future. The Public Works Department is insufficiently staffed to accomplish the survey work required for these projects and other miscellaneous projects initiated by various departments. The agreements with four private survey firms negotiated in 1984 expire between June and October, 1986. It is necessary, therefore, to again engage three private firms to provide land survey services over a two year period. In accordance with City of Miami Ordinance No. 8965 and as authorized by Resolution No. 86-468, dated June 12, 1986 a Competitive Selection Committee personally interviewed and evaluated the six most qualified firms who responded to the City's public advertisement for Request for Proposals. W The resolution provides for the City Manager to negotiate agreements with the firms rated. 1, 2 and 3 and also negotiate with one or more of the remaining firms in the order ranked in the event that any of the original agreements are terminated before their expiration date. The total compensation of the new agreement is to be what is left from the original one and the expiration date will remain the same.
