HomeMy WebLinkAboutR-86-0809-86--806 RESOLUTION NOr, •*� A RESOLUTION RATIFYING, APPROVING AND CONFIRMING, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, THE ACTIONS OF THE CITY MANAGER IN FINDING THE PURCHASE AND INSTALLATION OF TWO (2) CIRCUIT BREAKERS FOR EMERGENCY GENERATORS AT THE POLICE BUILDING TO BE AN EMERGENCY PROJECT AND IN AUTHORIZING THE ISSUANCE OF AN EMERGENCY PURCHASE ORDER FOR THE PURCHASE AND INSTALLATION OF SAID CIRCUIT BREAKERS TO FRANK J. MORAN, I14C. FOR THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION AT A TOTAL PROPOSED COST OF $13,482.00; ALLOCATING FUNDS THEREFOR FROM THE 1985-86 OPERATING BUDGET. WHEREAS, pursuant to public notice, sealed bids were received August 27, 1986 for furnishing and installation of two (2) trip circuit breakers to replace GE circuit breakers and closure motors at the Miami Municipal Police Building to the Department of General Services Administration; and WHEREAS, invitations were mailed to 36 potential suppliers and three (3) bids were received; and WHEREAS, funds for this purchase were available in the 1985-86 Operating Budget; and WHEREAS, this service is to be used by the Department of General Services Administration for the purpose of replacing old breakers and motors; and WHEREAS, the City Manager and the Director of the Department of General Services Administration recommended that the bid received from Frank J. Moran, Inc. be accepted as the lowest responsible and responsive bid; WHEREAS, the City Manager has made a written finding that a valid emergency need existed, in the even that an emergency situation occurred and the generators activated, there was a real possibility that the automatic system might fail; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORI DA : crff C©IDUSSION METING OF 0CT Section 1. The City Manager's written finding that a valid need existed for considering as an emergency the herein purchase and installation of an emergency order for said circuit breakers is hereby ratified by an affirmative vote of not less than 4/5ths of the members of the City Commission. Section 2. The City Manager's action in authorizing the Chief Procurement Officer to issue a Purchase Order to Frank J. Moran, Inc in the amount of $13,482.00 for the purchase and installation of circuit breakers at the Miami Municipal Police Building to the Department of General Services Administration with funds therefor hereby allocated from the 1985-86 Operating Budget, is hereby ratified, approved and confirmed. Odio at Police Building City Manager ENCLOSURES: Award of Bid, Resolution and Tabulation It is recommended that award of a contract to furnish and install circuit breakers for emergency Qenerators at the Miami Police Department Building, located at 400 N.W. 2nd Avenue, to Frank J. Moran, Inc., the lowest responsive bidder in accord with Bid No. 85-86-119; be -ratified, approved and confirmed as an emergency action of the City Manager. Also to authorize the issuance of an emergency purchase order for the total cost of these services, $13,482.00, which funds are available in the contract repair account budget. Amount of Bids $13,482.00 % of Cost Estimates: N/A Budgeted Amount: $13,482.00 Source of Funds: 1985-86 Internal Service Funds Minority Participation: Award is to a non -minority contractor. Public Hearings/Notices: N/A Assessable Project: N/A Discussion/Background: Pursuant to Bid #85-86-119, bids were received to provide and install two (2) circuit breakers for the emergency generators at the Miami Police Building, at 400 N.W. 2nd Avenue. The lowest acceptable bid submitted to furnish and install the circuit breakers was from Frank J. Moran, Inc.. The circuit breakers are necessary to maintain emergency generators as backup in the event of a power failure, which would hinder public safety operations. For this reason and because we are now in the hurricane season, the City Manager determined emergency award of this contract to /°"� be an appropriate action. m Therefore, it is recommended that award of a contract to furnish and install circuit breakers for emergency generators at the tiiami Police Department Building, located at 400 N.W. 2nd Avenue, to Frank J. Moran, Inc., the lowest responsive bidder in accord with Bid No. 85--86--119; be ratified, approved and confirmed as an emergency action of. the City Manager. It is also recommended that authorization be given for the issuance of an emergency purchase order for the total cost of these services, $13,482.00.
