A RESOLUTION AUTHORIZING THE DEPARTMEN i
OF DEVELOPMENT TO USE 11TH YEAR
COMMUNITY DEVELOPMENT FUNDS, ALLOCATED
TO THE SOUTHEAST OVERTOWN/PARK WEST
REDEVELOPMENT PROJECT, TO FACILITATE THE
PRESERVATION OF THE ARTEMUS BROWN HOUSE;
-SAID -MONIES TO BE USED FOR COSTS
ASSOCIATED WITH DETERMINING THE
STRUCTURAL FEASIBILITY OF RELOCATION AND
SUBSEQUENT COSTS ASSOCIATED WITH
TRANSPORT AND STABILIZATION.
WHEREAS, the Miami City Commission approved in
principle =the Southeast Overtown/Park West Community
Redevelopment Plan (Resolution No. 82-755); and
WHEREAS, a major objective of the plan is to restore a
sense of community and preserve structures of cultural and
historic significance to the black community within Overtown; and
WHEREAS, the establishment of an 'Overtown Historic
Village will (a) preserve certain historic structures, (b)

encourage the establishment of black oriented restaurants and
,entertainment facilities, and (c) strengthen cultural identity
within the Overtown. community; and
WHEREAS, Black Archives History and Research Foundation
of South Florida, Inc., a not -for -profit corporation, and the

City of, Miami are identified as cosponsors of the Overtown
Historic Village (Resolution No. 83-978);
NOW, THER&FORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The Department of Development is hereby
authorized to use llth Year Community Development Funds,
allocated to the Southeast Overtown/Park West Redevelopment
Project, for the preservation of the Artemus Brown House.

It is recommended that" the City Commission
approve the attached resolution authorizing
the Department of Development to use llth
Year Community Development Funds, allocated
to the Southeast Overtown/Park West
Redevelopment Project, to facilitate the
preservation of the Artemus Brown House; said
monies to be used for costs associated with
determining the structural feasibility of
relocation and subsequently costs associated
with transport and stabilization.
'On Thursday, September 11, 1986, the Commission directed staff to
investigate increased levels of funding to support the work program
of. Black Archives, History & Research Foundation, Inc. At,.present
the City's support of Black Archives includes the allocation of
$31,000 from 12th Year Community Development Funds to augment the
Foundation's budget, an allocation of $4,500 from the Department of
Development's budget to facilitate the preparation of a market
Analysis and feasibility study fore -the proposed Historic Overtown
* olk life Village and technical assistance from various City
departments.
At the September llth Commission meeting representatives of Black
Archives presented a work program which included., but was not limited
to, .historic building stabilization, renovation, relocation and/or
reconstruction, subsequent adaptive re -use, and educational and
cultural programs. The presentation also included a request for
$125,000 from the City to implement elements of the work program.

Can September 16, 1986, representatives of the City's Planning
Department and Department of Development met with representatives of
Black Archives and Greater Miami United to outline strategies that
would address the Archives' work program. Essentially, four (4)
priority actions or strategies came out of the meeting: (1) to
complete the market analysis and feasibility study for the Village;
(2) after compketion of the feasibility study to begin and complete a
"master" plan for the Village; (3) prepare a concept paper focusing
on the Historic Overtown Folklife Village; and (4) to preserve the
historic Artemus Brown House.
The market analysis and feasibility study will be prepared by a
consultant compensated by the City and identified through the
Requests For Proposals process. Black Archives will have input into
the consultant selection process and, where appropriate, participate
in the evolution of the study. It is anticipated that the 'study will
be completed within 3®4 months after the consultant has been
selected.
Once the market analysis and feasibility study has been completed the
City's Planning Department has indicated its willingness to prepare a
"master" plan for the comprehensive development of the proposed
Historic Overtown Folklife Village. The document would include goals
and objectives, strategies and implementation mechanisms. It is
anticipated that the document could be completed within six months of
the final submission of the market analysis and feasibility study.
Also at the meeting an enthusiastic Greater Miami United agreed to
prepare a "concept paper" `--hat would feature the proposed Historic
Overtown Folklife Village. The concept paper would outline the goals
and objectives of the Village as well as identify incentives that may
be used to entice private foundations, property owners, etc., to be a
port of the evolution of the Village, hopefully as gratuitous
benefactors .
One of the most timely tasks to be addressed by Black Archives is the
preservation of existing historic structures in Overtown. Overtown,
once the site of a significant concentration of historic structures,
has seen the razing of many buildings. In fact, Black Archives is
articulating a strategy that would accommodate the reconstruction of
several now demolished historic structures. Also, to nave certain
structures from demolition Black Archives is contemplating historic
building relocation.

Currently, there is a pressing need to preserve the historic Artemus
Brown House. The house, located at 1705 N.W. 3rd Avenue, is owned by
Temple Baptist Church and is slated to be demolished in the immediate
future. The church has agreed to donate the house to Black Archives
however it must be relocated to another site. At the aforementioned
September 16th meeting it was the consensus of those present
relocation of :the Brown House should be a priority issue due to the
urgency created'by an impending demolition.
Toward this end tasks were agreed upon relative to the preservation
of the Brown House. The tasks include (1) determination of the
structural feasibility of a move, (2) estimate the cost of physically
accomplishing a move, (3) identify .a site for the structure to be
moved to, (4) identify the costs and stabilize the structure once it
has been moved, and (5) restoration of the Artemus Brown House to its
early 1900's form for re -use in the Historic Overtown Folklife
Village.
It is recommended that the City Commission approve the attached
resolution authorizing the Department of Development to use llth Year
Community Development Funds, allocated to the Southeast Overtown/ Park
West Project, to facilitate the preservation of the Artemus Brown
House. An allocation, not to exceed $25,000, shall be used to (1)
determine the structural feasibility of moving the house, (2) pay
for
costs associated with the physical move of the house, and (3) pay for
costs associated with the stabilization of the house.
