A RESOLUTION APPROVING.•THE MOST
QUALIFIED FIRMS TO PROVIDE
PROFESSIONAL PLANNING AND
DESIGN SERVICES FOR THE
CONVERSION OF EXISTING RETAIL
SPACE, ADJACENT MALL AND
SERVICE AREAS AT THE CITY OF
MIAMI/UNIVERSITY OF MIAMI,
JAMES L. KNIGHT INTERNATIONAL
CENTER, INTO EXHIBITION SPACE;.
AUTHORIZING THE CITY MANAGER TO
UNDERTAKE NEGOTIATIONS WITH THE
MOST QUALIFIED FIRMS, TO ARRIVE
AT A CONTRACT WHICH IS FAIR,
COMPETITIVE AND REASONABLE, AND
DIRECTING THE CITY MANAGER TO
PRESENT THE NEGOTIATED
AGREEMENT TO THE CITY
COMMISSION FOR THEIR
RATIFICATION AND APPROVAL.
WHEREAS, the City of Miami recognizes the importance of
providing first class exhibition facilities in Downtown Miami in
order to attract conventions and trade shows, and to enhance
commerce and economic growth in the downtown area, and
WHEREAS, by Resolution 86-120 on February 13, 1986, the City
Commission authorized the negotiation of an agreement with Miami
Center Associates for the conversion of approximately 36,500
square feet of retail facilities and City Space at the James L.
Knight Center for the purpose of utilizing this space as an
exhibition facility for the Center and the downtown area hotels;
and
WHEREAS, by Resolution 86-340 on May 7, 1986, the City
Manager was authorized to execute said agreement in a form
acceptable to the City Attorney; and
WHEREAS, $3,000,000 is available from the• Subordinate Note
exhibition facility in the City of Miami; and
WHEREAS, by Resolution No. 86-698 passed' and adopted
September 11, 1986 the City Commission approved the conversion
into exhibition space of the existing retail Apace, adjacent mall
and service areas at the City of Miami/University.of Miami, James
L. Knight International Center as a Category "B" Project,
appointed John E. Gilchrist, Director, Department of Development,
as Chairman of the Competitive Selection Committee, and

established a Certification Committee of not less than three (3)
professionals, qualified in the fields of endeavor or practices
involved, to review the qualifications, performance data and
related information provided by those responding to the City's
Request for Professional Services; and
WHEREAS, the City, through public advertisement and direct
mailing, solicited expressions of interest from qualified
consultants; and
WHEREAS, the Competitive Selection Committee along with the
Certification Committee, evaluated the qualifications of those
firms who responded to City's Request for Proposals, and selected
the firms most qualified to provide professional architectural
and engineering services for this project, all in accordance with
the Competitive Negotiations Act as defined in Florida Statues
#287.055 the City of Miami Ordinance #9572 and Section 18.52.3 of
the City Code for the acquisition of professional services;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Commission hereby approves the
recommendation by the Competitive Selection Committee of the
following firms as the most qualified to provide along with
designated subconsultanting engineers professional architectural
and engineering services for the conversion into exhibition space
of the existing retail space, adjacent mall and service areas at
the City of Miami/James L. Knight International Center, as listed

Section 2. The City Commission hereby authorized the City
Manager to negotiate and enter into a professional services
agreement on behalf of the City of Miami with the firm ranked
first in order in Section 1 hereinabove. In the event that the
City Manager cannot negotiate an agreement which, in his opinion,
is fair, competitive and reasonable with the firm ranked first in
order, then he is hereby authorized to terminate such negotiation
and to proceed to negotiate with the second most qualified fir K.

It is recommended that the City Commission
adopt the attached Resolution approving
the most c ualified firms to provide
professional planning and design services
for the conversion of existing retail
space, adjacent mall and service areas at
the City of Miami University of Miami
James L. Knight International Center, into
Exhibition s ace• authorizing the Cit
Manager to undertake negotiation; with the'
most qualified firms, to arrive at an
agreement which is fair, competitive and
reasonable, and directing the City Manager
to present the negotiated agreement to the
Citv Commission for their ratification and
approval.
On September 11, 1986 by Resolution No. 86-698, the City
Commission designated as a Category "B" project, the conversion
of existing retail space, adjacent mall and service areas at the
City of Miami/University of Miami, James L. Knight International
Center, into exhibition space.
In accordance with Florida statues 287.055, City of Miami Code
Section 18.52.3 and City of Miami Ordinances No. 10062 and No.
9572; advertisements to request ,proposals for professional
planning and design services were published in newspapers; the
Certification Committee and the Competitive Selection Committees
appointed by the
City Manager, evaluated the qualifications of
those firms which
responded and selected the firms most qualified
to provide the
professional architectural and engineering
services required
for this project.
It is therefore,
recommended that the City Commission approve the
attached Resolution
based on the findings and recommendations of
the Competitive Selection
Committee.

EXHIBITION SPACE DEVELOPMENT PROJECT
SUHMARY OF RECOMMENDATIONS
As a result of the review of proposals carried out by the Certification and
Selection Committees created in accordance with Resolution No. 86-698,
adopted Septembe-r 11, 1986, related to the planning and design.of the James
L. Knight Exhibition Space Development Project, the following Consultant
Teams are recommended in ranked order of preference:

The Team lead by Fullerton and Associates was ranked first above all the
others because of their demonstration of locally based expertise and

experience. They have not been previously involved in any City projects,
but their method of approach and capacity of staff for the project are very
good. These issues are of critical importance in light of the nature of
this project which will have to be carried out on an accelertaed schedule
while activities in the Center continue with the least amount of inter-
ruption. .Fullerton and Associates minority and women business partici-
pation is in the form of Hispanic and female ownership and partial owner-
ship in the prime, required subconsulting and non -required subconsulting
firms, and Hispanic and female professional staff.

Meeting to create "Short List" for presentntlons
On Friday, September 26, 1986 the Consultant Selection Committee
appointed in accordance with Ordinance No.9572, and Resolution
Noo 86-698 passed September 11, 1986, met to evaluate the
proposals submitted in response to the City`s Request for
Proposals (RFP) for Professional Architectural and Engineering
Services related to the planning and design of the James L.
Knight Exhibition Space Development Project. Those attending the
meeting, which was taped, were as follows:

Selection Committee Report
The following is a summary of the activities of the Committee prior
to the evaluation of proposals.
1 The committee was given and voted to accept the Certification
Committee's findings. (See attached report)
2 The scope of the project and the R.F.P. document were discussed
to ensure a common level of understanding of the project.
3 The Selection Committee discussed and voted unanimously to
"Short List" for presentations and interview a maximum of 6
respondents, in accordance with the procedures established by
Ordinance 9572 and as outlined in the R.F.P.. The Committee
also acknowledged that, if there was a substantial gap between
the fourth and fifth or fifth and sixth ranked teams, only
those in the clear majority would be "Short Listed".
4 A general discussion which concluded in agreement took place
related to the criteria to be used for evaluation and the
method of scoring.
5 All Selection Committee Members were asked to state for the
record any contact related to, the Selection Procedures which
they may. have _had with the various proposers. Hearing; no
issues which would pose a conflict of. interest, the Committee
began to evaluation of each proposal.
.The Selection Committee proceed as a group to discuss the expertise
and benefits of each proposal. At the conclusion of this, staff
recommendations related to Location of Office and Minority and Women

Selection Committee Report
Presentation and Interview for Final Ranking
On Tuesday, September 30, 1986, the Selection Committee reconvened
to hear presentations and interview the six Consultant Teams "Short
Listed" at their previous meeting. With the exception of Terry
Buice, Asst. Director of the Department of Conferences and
Conventions who attended the meeting in place of Tony Pajares, the
attendees were the same as the last Committee meeting. The entire
meeting was taped.
Once again a general discussion took place, prior to consideration
of the proposers. The selection criteria established in accordance
with Ordinance No. 9572 and defined in the R.F.P. were reviewed and
accepted. Two of the Consulting Teams were late for their
presentations because they had gone to the original location at
which the presentations were to have -been held. At the time that
each Team was advised of the time and date of their presentation,
they were given the new location for the presentations. The
Committee agreed not to penalize the Teams with respect to this
error.
At the 'beginning of 'each presentation session, the Chairperson
advised each Consultant Team of the information to be included in
the presentation, and' cautioned them to avoid any reference to
design solutions related to the project under consideration. Each
Team acknowledged the presentation requirements, which were in the
R.F.P., and agreed to them prior to beginning. The Teams were also
asked to verify or resubmit (by3:00 P.M. that afternoon) their
respective Breakdown of Fees received as a result of City of Miami
Projects over the past five years.
After each presentation the Committee discussed the merits of the
Team and their range of expertise and experience. Once the
presentations were concluded, the staff recommendations related to
Minority and Women Business Participation were provided and
discussed along with the points deducted in consideration of fees
from City Projects. Once this information was incorporated in the
scoring of each Committee Member, the ranked scores were prepared,
scoring sheets signed and the results tallied.
