A RESOLUTION ACCEPTING THE BID OF TARAFA
CONSTRUCTION, INC. IN THE PROPOSED AMOUNT
OF $2 257,868.00, ITEMS 1, 2 AND 3 OF THE
STATION
PROPOSAL, FOR FIRE GARAGE/FIRE
NO. 3 MODIFICATION & EXPANSION (SECOND
BIDDING); WITH MONIES THEREFOR ALLOCATED
FROM "FIRE DEPARTMENT GARAGE/STATION NO.
3 - MODIFICATION & EXPANSION" ACCOUNT THE
AMOUNT OF $2,257 868.00 TO COVER THE

WHEREAS, sealed bids were received September 18, 1986 for
Fire Garage/Fire Station No. 3 Modification & Expansion (Second
Bidding); and
WHEREAS, the City Manager and the Director of the Department
of Public Works and the Director of Fire, Rescue & Inspection
Services recommend that the bid received from Tarafa

Construction, Inc. be accepted as the lowest responsible and
responsive bid; and
WHEREAS, the Capital Improvements Appropriation Ordinance
No. 9939, as amended, was adopted on December 20, 1984, and
monies are available for the proposed amount of the contractl
project expense, and incidentals from the account entitled "Fire
Department Garage/Station No. 3 Modification & Expansion", as

set forth under Section 1.Fire.A.4 of said ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The September 18, 1986, bid of Tarafa
Construction, Inc. in the proposed amount of $2,257,868.00, for
the project enti tl ed Fi re Ga rage/Fi re Stati on No. 3 Modi f i cati on
& Expansion (Second Bidding), for Items 1, 2 and 3 of the
proposal, based on lump sum items, is hereby accepted at the
price stated therein.

American Drive, Dinner Key, Miami, Florida, 33133, at

and place they will be publicly opened and read.
The project consists of renovations and additions to the existing
Fire Maintenance building (Firegarage) , construction of a new
Storage Building, a new Office/Warehouse building, miscellaneous
parking, landscaping, utilities and other site improvements, and
the renovation of Firestation No. 3. The project is located at
1103-1151 N.W. 7 Street, Miami, Florida.
The estimate for this project is between $1,500,000 and
$2,000,000. City requirements permit bidders to furnish
performance and bid bonds in accordance with Resolutions No. 84-
423 and No. 84-873.
For clarification of technical issues as presented in the
construction documents and specifications please contact Borelli
& Associates, Architects, Planners, P.A., at (305)665-8852.
All bids shall be submitted in accordance with the Instructions
to Bidders and Specifications. Plans and specifications may be
obtained from the office of the Director of Public Works, 275
N.W. 2 Street, 4th floor, Miami, Florida, 33128, on or after
August 21, 1986. There will be a $60 deposit required for each
set. Deposits will be refunded one upon return of plans and
specifications to the Department of Public Works, unmarked and in
good condition within two (2) weeks after the opening of the
bids.
Prospective bidders are alerted to the provisions of Ordinance
No. 10062 regarding allocation of contracts to minority vendors.
Those minority or target area contractors/small businesses
interested in submitting bids are advised to contact Contractors
Training and Development, Inc., 5800 N.W. 7 Avenue, Suite 212,
telephone (305)754-4903 if they require assistance in preparing
their bid packages.
Proposal includes the time of performance, and specifications
contain provisions for liquidated damages for failure to complete
the work on time. The .tf� Commission reserves the right to

Propuestas selladas para FIRE GARAGE/FIRE STATION No. 3 -
MODIFICATION & EXPANSION (SECOND BIDDING) seran recibidas por of
Administrador y el Secretario de la Ciudad de Miami, Florida, a.
mas tardar a las 11:00 a.m. el dia 18 de septiembre de 1986, en
la Oficina del Secretario, primer piso, Ayuntamiento de Miamijo
3500 Pan American Drive, Dinner Key, Miami, Florida, 33133, a
cuya hora y en cuyo lugar seran publicamente abiertas y leidas.
Este proyecto consiste de renovaciones y adiciones al edificio
existente de mantenimiento del Departamento de Bomberos,
construction de un nuevo edificio de almacenaje, un nuevo
edificio de oficinas, estacionamiento, jardineria ornamental, y

otras mejoras a la propiedad, asi Como tambien la renovation de

E1 estimado para este proyecto ester entre $1,500,000 y
$20000,000. Existen regulaciones municipales, que en ciertas
ocasiones, modifican los requisitos para procurar bonos de
cumplimiento y de licitacion de acuerdo a las resoluciones No.
84-423 y No. 84-873.

Todas las licitaciones seran sometidas de acuerdo con las
Instrucciones a los Licitadores y las Especificaciones. Los
juegos de planos y especificaciones podran obtenerse en la
oficina del Director de Obras Publicas, 275 N.W. 2 Street (4to
Piso), Miami, Florida, a partir del 21 de agosto de 1986. Se
requerira un deposito de $60 por cada juego. Estos depositos son
reembolsables unicamente si los planos y las especificaciones se

devuelven sin marcas y en buen estado, al Departamento de Obras
Publicas, dentro de un plazo de dos (2) semanas siguientes a la
apertura de las licitaciones.
Se avisa a los interesados de las provisiones de la Ordenanza No.
10062, la cual se ref iere a la otorgacion de contratos "a
minorias. Aquellos contratistas/pequenos negociantes de minorias
o de zonas objetivas que esten interesados en presentar sus

September I , 1986. This was the second bid advertisement after
rejection of all previous bids due to bid irregularities and bids
being higher than money budgeted for the project.
Subsequently, plans and specifications were changed to insure that
future bids would fall within budget.

Total remaining project funding from 1981 Fire Bonds is $2,301,375•
The low bid, as received from Tarafa Construction, a hispanic
minority controlled corporation, for "Basic Construction" (Item 1),
the "Shelving Allowance" (Item 2), and the "Construction Contingency
Allowance" (Item 3), totals $2,257,868. This has been determined to
be the lowest responsible and responsive bid.
All costs associated with the relocation of the Miami Firemen
Federal Credit Union to the site, other than provision of a basic
office shell, are to be borne by the Credit Union. Specifications
for the Credit Union's work were prepared and bid separately from
the City's work, at the Credit Union's expense. These improvements
are estimated to be in the vicinity of $150,000, exclusive of
specialized operating equipment.
