HomeMy WebLinkAboutR-86-0781-86 -952 4 RESOLUTION NO. 86 78 1 A RESOLUTION CONCERNING THE TROPIC MAGAZINE HUNT TO BE CONDUCTED BY THE MIAMI HERALD, TROPIC MAGAZINE, TO TAME PLACE IN DOWNTOWN MIAMI ON NOVEMBER 23, 1906 AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC AND ESTABLISHING A TEMPORARY PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES AND ASSURANCES THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY; ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF SAID EVENT; FURTHER AUTHORIZING THE SALE OF BEER AND WINE IN CONNECTION WITH SAID EVENT, SUBJECT TO THE ISSUANCE OF ALL STATE PERMITS; CONDITIONED UPON THE ORGANIZERS PAYING FOR ALL COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT WHEREAS, the Tropic Hunt will be conducted by the Miami Herald Tropic Magazine in Downtown Miami on November 23, 1986; and WHEREAS, certain streets shall be closed to through vehicular traffic during the specified dates and hours to insure the safety of the participants and pedestrians attending this activity; and WHEREAS, this organization has requested authorization for the sale of beer and wine during the event, and that retail peddlers be prohibited in the areas NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the Tropic Hunt the following streets are hereby closed to through vehicular traffic from lltOO AM to 7:00 PM on Sunday, November 23, 1986: Flagler Street from let Avenue to 2nd Avenue West N.W. lot Street from N.W. lot Avenue to N.W. 2nd Avenue Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and °:rossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Such closing of streets is subject to the Tropic Magazine obtaining insurance requirements as mandated by the City of Miami, Finance Department, Risk Management Division. Section 4. Pursuant to the provisions of Ordinance No.8851, adopted September 28, 1978, all retail peddler's occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on November 23, 1986 during. the hours of 11:00 A.M. to 7:00 P.M. from Biscayne Blvd. to N.W. North River Drive and from N.E. 6 Street to the Miami River. Section 5. Upon the issuance of a temporary permit by the Florida State Department of Business Regulation, Division of Alcoholic Beverages and Tobacco to sell beer and wine, and pursuant to the City Code, the request of the Miami Herald Tropic Magazine to sell beer and wine in soft containers for one day in connection with the Tropic Hunt scheduled for November 23, 1986, during the hours of 4:00 P.M. to 7:00 P.M on Flagler Street from West 1st Avenue to West 2nd Avenue and N.W. 1st Street from N.W. lot Avenue to N.W. 2nd Avenue is hereby granted, subject to the issuance of all permits required by law. Section 6. Said authorization is hereby conditioned upon the organizers paying for all costs of City services associated with said event. Herald Tropic Magazine/ Tropic Hunt REFERENCECity Commission Agenda October 9, 1986 ENCLOSURES: It is recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets, establishing a temporary pedestrian mall, establishing an area prohibited to retail peddlers, and authorizing the sale of beer and wine during the Tropic Hunt scheduled for November 23, 1986 in Downtown Miami The Miami Herald Tropic Magazine, has requested the closure of certain streets, the establishment of an area prohibited to retail peddlers and authorization for the sale of wine and beer in connection with the Tropic Hunt. In order to provide safe passage and establish a pedestrian mall during the event, it is recommended that'the following streets be closed to traffic from 11:00 a.m. to 7:00 p.m. on Sunday, November 23, 1986. Flagler Street from lst Avenue to 2nd Avenue West N.W. lst Street from N.W. lst Avenue to N.W. 2nd Avenue It is recommended that the City Commission approve the attached resolution. Attachment: 1
