A RESOLUTION CONCERNING THE MIAMI
WAVES FESTIVAL TO BE SPONSORED BY
MIAMI DADE COMMUNITY COLLEGE IN
DOWNTOWN MIAMI ON NOVEMBER 21--23,
1986 AUTHORIZING THE CLOSURE OF
DESIGNATED STREETS TO THROUGH
VEHICULAR TRAFFIC AND ESTABLISHING
A TEMPORARY PEDESTRIAN MALL SUBJECT.'
TO THE ISSUANCE OF PERMITS BY THE
DEPARTMENTS OF POLICE AND FIRE,
RESCUE AND INSPECTION SERVICES AND
ASSURANCES THAT THE CITY WILL BE
INSURED AGAINST ANY POTENTIAL
LIABILITY; CONDITIONED UPON THE
ORGANIZERS PAYING FOR ALL COSTS OF
CITY SERVICES ASSOCIATED WITH SAID
EVENT.
WHEREAS, Miami Wave Festival will. be sponsored by Miami
Dade Community College in Downtown Miami on November 21-23 1986,-
and
WHEREAS, certain streets shall be closed to through

vehicular traffic during the specified dates and hours to insure

the safety of the participants and pedestrians attending this
activity;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and

establish a temporary pedestrian mall during the Miami Waves
Festival the following streets are hereby closed to through

vehicular traffic from 6:00 PM to 11:00 PM on Friday November 21,
1986:
N.E 3rd Street from N.E. Ist Avenue to N.E. 2nd Avenue
Included in the herein closure are all streets, avenues,
alleys, was and thoroughfares 'w-Eic-E intersect the
enumerated areas delineated in this Sect on.
Section 2. Such closing of streets is subject to the

issuance of permits by the Departments of Police and Fire,
Rescue and Inspection Services. Said permit from the Department

of Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious inatitutio e

' area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgement
Predicated upon all factors set forth herein.
Section 3. Such closing of streets is subject to Miami Dade
Community College obtaining insurance requirements as mandated
by the City of Miami, Finance Department, Risk Management
Division.
Section 4. Said authorization is hereby conditioned upon
the organizers paying for all costs of City services associated
with said event.

Commission adopt the attached
resolution authorizing the closure
of certain streets to through
vehicular traffic and establishing
a temporary pedestrian mall during
the Miami Waves Festival sponsored
by Miami Dade Community College,
scheduled for November 21, 1986 in
Downtown Miami.
Miami Dade Community College has requested the closure of certain
streets for its Miami Waves Festival. In order to provide safe
passage and establish a pedestrian mall during the event, it is
recommended that the following streets be closed to vehicular
traffic from 6:00 p.m. to 11:00 p.m. on Friday, November '21,
1986:
N.E. 3rd Street from N.E. 1st Avenue to N.E. 2nd Avenue
