ORDINANCE NO. 10156
AN EMERGENCY ORDINANCE ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED: "EXPLORE",
APPROPRIATING FUNDS FOR ITS OPERATION IN THE
AMOUNT OF $110,000 COMPOSED OF $75,000 FROM THE UNITED STATES DEPARTMENT Or' EDUCATION AND
$35,000 FROM FISCAL YEAR 1986-87 SPECIAL
PROGRAMS AND ACCOUNTS: MATCHING FUNDS FOR
GRANTS; AUTHORIZING THE CITY MANAGER TO
ACCEPT THE $75,000 GRANT AWARD FROM THE
UNITED STATES DEPARTMENT OF EDUCATION; AND
AUTHORIZING THE CITY MANAGER TO ENTER INTO
THE NECESSARY CONTRACTS) AND/OR AGREEMENT(S)
FOR THE ACCEPTANCE OF THE GRANT; CONTAINING
A REPEALER PROVISION AND A SEVERABILITY
CLAUSE.
WHEREAS, the City of Miami applied for competitive grant
funds from the United States Department of Education: Rehabili-
tation Services Administration in the amount of $75,000 to
provide community based recreation programs for disabled in-
dividuals; and
WHEREAS, the City of Miami was notified on September 8, 1986
that its application was selected as first to be funded in the
United States from this competition in the amount of $75,000; and
WHEREAS, the United States Department of Education has made
favorable comments about the City's willingness to contribute
local funds to projects for handicapped individuals; and
WHEREAS, the City of Miami ,offered to provide ,$35,000 in
local funds to the project contingent upon the approval of the
grant award by the City Commission; and
WHEREAS, a total of $35,000 has been budgeted in the Fiscal
Year 1986-087 General Fund, Special Programs and Accounts,
Matching Funds for Grants as the City's contribution toward the
aforementioned project; and
WHEREAS, this grant program is scheduled to operate for the
period of September 30, 1986 through September 29, 1987;
NOW, THEREFOR4, 5E IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAM1, FLORIDA:
Section 1.: The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:
FUND TITLE: EXPLORE
RESOURCES UNl'I'LD STATES DEPARTMENT OF
EDUCATION $ 75,000
City of Miami: Special Programs and Accounts, Matching Funds for
Grants FY '86-87 $ 35,000
APPROPRIATION: EXPLORE $110,000
Section 2• The City Manager is thereby authorized to accept
the aforementioned grant from the United Stags Department of
Education: Rehabilitation Services Administration and to execute
all documents necessary for such acceptance
Section 3. All ordinances or part of ordinances insofar as
they are inconsistant or in conflict with provisions of this
ordinance are hereby repealed.
Section 4 If any section, part of section, paragraph,
clause, phrase or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be effected.
Section 5. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
presevation of peace, health, safety, and property of the City of
Miami and upon the further grounds of the necessity to make the
required and necessary payments to its employees and officers,
payment of its debts, necessary and required purchases of goods
and supplies, and to generally carry on the functions and duties
of municipal affairs
Section 6. The requirement of reading this ordinance on
two separate days is hereby dispensed with by a vote of not less
than four -fifths of the members of the City Commission.

Background:
The Department of Parks, Recreation and Public Facilities° Handi-
capped'bivision received notification. on September 8, 1986 that a
grant application they submitted to the United States Depar went of
Education was selected first .for funding from over two hundred and`
fifty (250) applications nationwide.
The purpose of the program is to .provide `community based recreation
for no less than 350-400 disabled citizen residing. in the Miami`
area. Examples. of programs include but are not limited to wheelchair
basketball; track and "field activities, :cultural outings, `camping,:
swimming, sailing and snorkeling.
All programs are designed to promote social interaction, community.
integration and increased use of community based recreational

opportunities.
This one (1) year project will operate from.:.:September 30,1986
through September 29, 1987.
It is requested.. this ordinance be .accepted as an emergency item due -
to the short notification of funding. which was September $, 1986 and
the, start up date of September 30, 1986.
