AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND EN- TITLED.- "DEVELOPMENTAL, DISABILI- TIES MODEL PROJECT", APPROPRIATING FUNDS FOR ITS OPERATION IN THE AMOUNT OF $33#000 COMPOSED OF _ $30,000 FROM THE UNITED SPATES DE- PARTMENT OF HEALTH AND HUMAN SERV- ICES AND $ 3 , 000 FROM FISCAL YEAR 1986--87 SPECIAL PROGRAMS AND AC- COUNTS: MATCHING FUNDS FOR GRANTS; AIND AUTHORIZING THE; CITY MANAGER TO ACCEPT THE $30,000 GRANT AWARD FROM THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES; AND TO ENTER INTO THE NECESSARY CON- TRACT(S) AND/OR AGREEMENT(S) FOR THE ACCEPTANCE OF THE GRANT; CON- TAINING A REPEALER PROVISION AND A 3 SEVERABILITY CLAUSE WHEREAS, the State of Florida: Department of Health and Rehabilitative Services; Developmental Disabilities Program Of- fice has offered the City of Miami _a $30,000 federal grant to continue to implement the third year of a demonstration project A for training staff in the use of leisure/recreational activities for the developmentally disabled;, and WHEREAS, a developmentally disabled person is one who is substantially limited physically and/or mentally in their ability to perform minimal daily living activities such as self -care, re- ceptive and expressive language, learning, mobility, _ self - direction, capacity for independent living and economic suf- ficiency; and - WHEREAS, a ten percent (10%) local match -is'required by the granting agency; and WHEREAS, a total of $3,000 has been budgeted in the Fiscal Year 1986-87 General Fund, Special Programs and Accounts, Matching Funds for Grants as the City's contribution toward the aforementioned project; NOW, THEREFORE, BZ IT ORDAINED BY THH COMMISSION OF T!iE CITY OF MIAMI, FLORIDA ,r Section 1. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: Developmental Disabilities Model Project RESOURCES: Unites States Department of Health and Human Services $30,000 City of Miami: Special Programs and Accountst Matching Funds for Grants FY '86-87 $ 3,000 APPROPRIATIONS: Developmental Disabilities Model Project $33,000 Section 2• The City Manager is hereby authorized to accept the aforementioned grant from the State of Florida: Department of Health and Rehabilitative Services and to execute all documents necessary for such acceptance. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with provisions of this ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 5. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary payments to its employees and of ficers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Background: The Department of Parks, Recreation and Public Facilities* Handi- capped Division received notification in early September that a grant application they submitted to the United States Department of Health _ and Human Servicesthroughthe State of Florida Department of Health and Rehabilitative Services was approved for 'funding in the amount of $30,000. The purpose of the grant project is to provide two (2) Statewide Training Workshops' for approximately one hundred and thirty (1`30) parents, special educators, park and recreation professionals and other interested persons in the use of innovative recreational methods and techniques designed to increase the availability of com- munity recreation for disabled citizens. This is the third year of funding for this project with the previous two years producing excellent results. This one (1) year, project will operate from October 1, 1986 through September 30, 1987. It is requested this ordinance be accepted as an emergency item due to the short notification of funding which was September 1, 1986 and L,/� the start up date of October 1, 1986.
