JUSTICE, THROUGH THE FLORIDA
DEPARTMENT OF COMMUNITY AFFAIRS,
AND $218,916 FROM THE CITY OF MIAMI
LAW ENFORCEMENT TRUST FUND;
CONTAINING A REPEALER PROVISION ANn
SEVERABILITY CLAUSE,
WHEREAS, the City of Miami applied for competitive
grant funds and was awarded a grant from the United States
Department of Justice, through the Florida Department of
Community Affairs, in the amount of $218,350 to provide
police/crime prevention services to the elderly residing within
the thirty-four (34) senior public housing sites located within
the City of Miami; and
WHEREAS, the City of Miami has agreed to provi de
$218,916 in local matching funds for this program from the Law
Enforcement Trust Fund; and
WHEREAS, this grant program is scheduled to operate for
the period October 1, 1986 through September 30, 1987; and
WHEREAS, this grant will provide the funds necessary
for the hiring of nineteen (19) Part-time Law Enforcement
Officers at the Miami Police Department to carry out the goals
and objectives of the grant;
NOW, THEREFORE, RE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1, The following Special Revenue Fund is
hereby established and resources are hereby appropriated as
described herein;

Section 2. A11 ordinances or parts of ordinances
insofar as they are inconsistent or in conflict with the
provisions of this ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause phrase or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.
Section 4. This ordinance i s hereby decl ared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety and property of the City of
Miami and upon the further grounds of the necessity to make the
required and necessary payments to its employees and officers,
payment of its debts, necessary and required purchases of goods
and supplies and to generally carry on the functions and duties
of municipal affairs.
Section 5. The requirement of reading this ordinance
on two separate days is hereby dispensed with by a vote of not
less than four -fifths of the members of the Commission.

The United States Department of Justice, through the Florida
Department of Community Affairs, has awarded the City of Miami a
$437,266 grant to provide police/crime prevention services to the
elderly residing at the thirty-four (34) public housing sites
within the City of Miami.
The City of Miami Police Department plans to carry out the
program with a specialized team of nineteen (19) state certified
Part-time Law Enforcement Officers.
These nineteen (19) Part-time Law Enforcement Officers will
launch a dedicated full-time program to prevent/deter criminal
acts against the elderly and hel establish crime prevention
programs within the thirty-four (34� elderly public housing sites
within the City of Miami. In addition, they will work together
with the senior citizen volunteers involved in the Senior
Citizens Alert Network (SCAN) and provide specialized police
services.
